Available in PDF, EPUB and Kindle. Book excerpt: Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Turkmenistan and Uzbekistan have recorded impressive economic growth rates since 2000, driven mainly by the export of commodities and labour. However, the end of the commodity super-cycle and the recent economic slowdown highlighted the risks inherent in this reliance on minerals exports and remittances, as well as the challenges to be overcome to achieve more stable and inclusive growth. The Central Asian countries have long recognised the importance of enhancing the competitiveness of their economies, diversifying the production structures and improving the resilience to external shocks. This will require ambitious reforms in three areas: governance, connectivity, and business environment. This publication focuses mostly on aspects of the business environment and reflects several years of OECD work with Central Asian countries on access to finance, business internationalisation and skills development. Each of the country case studies presented here is the result of a country-specific project carried out by the OECD, hand-in-hand with the governments of Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Uzbekistan.

Relying on oil and gas alone, however, will not produce the long-run level of growth needed to meet this potential. Reforms geared to improve the business climate, enhance competitiveness, and increase private sector participation are essential. This book examines reforms to accelerate economic diversification in the country. This involves not only modernizing and using public resources in agriculture more efficiently to increase productivity, but also transitioning of manufacturing toward high-potential exports to help the country’s industrial development and create employment opportunities. Upgrading innovation of oilfield services and improving transport and logistics are important to increase participation in the global value chains.

There is a re-opening of discussion on basic economic concepts, appropriate framework for analysis, role of private and public sectors in the economy, structural transformation of economies, human development and managing of growing risks and crises. The purpose of this book has been to bring home the inter-linkages in various parts of the economy and the need for practical policy making to reach development goals while being aware of the instabilities, complexities and downside risks inherent in the nature of a an economy operating in a globalized world. Thematically, this book focuses on two core types of policy: policies that promote strong, sustainable and inclusive growth in low income and middle income developing countries and new and emerging policies that necessitates a discussion amongst policy makers and practitioners. Throughout the book, the authors provide insight in to the different types of policy approaches that can be taken to help the economy grow. Ultimately the book looks to foster discussion amongst policy makers on growth and development.

Available in PDF, EPUB and Kindle. Book excerpt: This book discusses Kazakhstan’s transitioning trajectory to a market economy since it declared its independence from the Soviet Union in 1991.. It analyses the evolution of key policy areas and sectors through the lens of policy development and implementation, and evaluates their suitability in pursuing the country’s strategic objectives. Topics include policy initiatives for economic development, new policy paradigms in public service delivery and infrastructure improvement, and water-energy-food (WEF) nexus thinking in governing the WEF sectors. The book argues that policies developed in the 1990s and 2000s have so far served the nation’s needs. Nevertheless, as Kazakhstan seeks to achieve a competitive edge worldwide, many of these policies would require adjustment, or a paradigm shift. Providing a unique outlook on policy and governance, this book will appeal to scholars, students, and practitioners involved with Kazakhstan and Central Asia and interested in the transformation of ex-Soviet nations, their policy, and sustainable development.

Book excerpt: Building on robust economic growth since the end of a civil war in 1997, Tajikistan has transformed itself into a service economy driven by consumer spending fueled by strong remittance inflow. Yet the transfer of resources to high value-added sectors has been restrained, and structural change has generated few new jobs. Without sufficient employment opportunities in the services and industrial sectors, agriculture became the fallback for most of the labor force. To continue its economic growth, Tajikistan requires new drivers from a diversified industry sector and a modernized economy through structural transformation and export diversification.

Book excerpt: Economic activity in the Europe and Central Asia (ECA) region is expected to remain resilient but slow this year as a weaker global economy, slowdown in China, and lower commodity prices weigh on the region's growth outlook. Regional growth is likely to drop to 2.8 percent in 2024, following substantial strengthening to 3.3 percent last year because of a shift from contraction to expansion in the Russian Federation and war-hit Ukraine, and a more robust recovery in Central Asia. Regional output growth is projected to moderate further to 2.6 percent in 2025. The outlook faces multiple headwinds. A slower-than-expected recovery in key trading partners, restrictive monetary policies, and exacerbation of geopolitical developments could further dampen growth across the region. Weak productivity growth in ECA in the recent decade has resulted in a sharp slowdown in income convergence with advanced economies. Fundamental drivers of productivity growth, including progress in advancing institutional and market reforms, technology adoption, and innovation, are key for enabling private sector-led growth. Boosting business dynamism in ECA will require addressing several challenges, including upgrading the competitive environment, reducing state involvement in the economy, dramatically boosting the quality of education, and strengthening the availability of finance. While meeting these challenges will look different across countries, addressing them is an essential condition to achieve stronger economic growth and overcome the middle-income trap.

The study focuses on the five Central Asian economies: Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan. The aim of the study is to examine the pattern of economic relations between these economies and major economic centers since Central Asia began its transition to a market economy in the early 1990s, highlighting emerging challenges and exploring their policy implications along the way. The report considers trade ties, foreign direct investment and financial flows, migration and remittances, and institutional cooperation between the Central Asian economies and major economic centers such as those in Asia, the European Union, the Russian Federation, and the United States.

They define how products, processes, and people interact, assessing these entities’ features and performance and signaling their level of quality and reliability. They can convey important benefits to trade, productivity, and technological progress and play an important role in the health and safety of individual consumers and the environment. Firms’ ability to produce competitive products depends on the availability of adequate quality-support services. A “national quality infrastructure” denotes the chain of public and private services (standardization, metrology, inspection, testing, certification, and accreditation) needed to ascertain that products and services introduced in the marketplace meet defined requirements, whether demanded by authorities or by consumers. In much of Eastern Europe and Central Asia, national quality infrastructure systems are underdeveloped and not harmonized with those of their trading partners. This imbalance increases trade costs, hinders local firms’ competitiveness, and weakens overall export performance. The objective of Harnessing Quality for Global Competitiveness in Eastern Europe and Central Asia is to highlight the need to reform and modernize the institutions in the region toward better quality and standards. The book ties in with much of the work done in the World Bank on the business environment, trade facilitation, economic diversification, and enterprise innovation. The countries in the region can improve this situation, revising mandatory standards, streamlining technical regulations, and harmonizing their national quality infrastructure with those of regional and international trade partners. Most governments will need to invest strategically in their national quality infrastructure, including pooling services with neighboring countries and stimulating local awareness and demand for quality. Specifically for the countries of the former Soviet Union, the restructuring process will need to improve governance, thus eliminating conflicts of interest and providing technically credible services to the economy.

Book excerpt: Economic challenges in developing Asian countries have become more complex: urban populations are growing at great cost to the environment, climate change has increased risks of natural disasters, and income gaps within and between developing countries are widening. These factors threaten the sustainable growth and development of urban areas, the drivers of Asia's economy. A strategic approach for inclusive growth is needed. The City Cluster Economic Development approach provides a strategic framework and a set of analytical tools, which governments, businesses, and communities can use to support the inclusive and sustainable development of competitive urban economies in Asia. Said approach was developed and tested by the Asian Development Bank to improve the basis for integrated planning and development of urban regions in Asia and the Pacific. It also elps urban managers and other city stakeholders identify action plans and determine priority investment areas.
