When the British left India, there were three modernist education projects in operation. Modernization and Dalit Education is devoted to the major contributions of Ambedkar in education, the theory of Dalit development, and the need for industrialization. The natural corollary of modernization in India includes, according to Ambedkar, the translation of democratic values not only in social life but in economic life too, through the promotion of the public sector. The book also examines Ambedkar's ideas about the contemporary educational problems of Dalits, such as the equality of opportunity in education, the empowerment of Dalits through education, and the marginalization of Dalits in emerging areas of study in higher education. It concludes with a retort that development in general, and the emancipation of Dalits in particular, is possible only through parliamentary democracy.

The present study examines the emergence, ideology and programme, mobilisational strategies and spread of the Ambedkarite movement, against the backdrop of two important changes witnessed in the state since the early 1930s: a wave of Dalit assertion and grass-roots activism. It is based upon extensive field work and interviews with the initiators of the movement and generation of post-independence educated, upwardly mobile, socially aware and politically conscious Dalits. While tracing the socio-political history of the Ambedkarite movement and conversion to Buddhism over 75 years, the study presents an account of Dalits endeavours, encounters and experiences. It provides an understanding of the impact of Ambedkar speeches and agitations on both Dalits and Indian politics and challenges the tenor of ritual power that defines Hinduism differently. While highlighting its considerable achievements evident in Rajasthan Dalit communities today, the study also explores the reasons for the limitation of the Ambedkarite movement. Perhaps the only scholarly work on Ambedkarite movement in Rajasthan, it will be of interest to sociologists, anthropologists, political scientists and all those engaged in Dalit Studies.

From a chronological perspective, this project investigates the development paths and socialist-era policies from the 1947-1991 period and how caste identity within Indian politics further excluded Dalit development. It moves on to investigate the period of economic liberalization in India (1991 to the early 2000s) and how each economic era impacted Dalit development. This project will further address the issues Dalits face in terms of gaining economic freedoms and mobilization due to social exclusion and the caste system's ability to evolve to modern times.

While the liberal secular framework privileged the individual over the community and was more inclined to use the category of class rather than the identity of religion, the Sachar Committee differentiated citizens on the basis of their religious identity. Its conclusions reinforced the necessity of approaching issues of development through the optic of religious community. This volume focuses on this shift in public policy.
