Book excerpt: "Bolivia: A Diplomat's Guide" offers an illuminating journey through the intricate political landscape of Bolivia, a nation often overshadowed by its larger neighbors yet possessing a rich tapestry of historical events, cultural influences, and socio-economic challenges. As Hispanic America's economically modest country, Bolivia provides a fascinating case study of resilience, revolution, and the ongoing struggle for self-determination and prosperity. Highlighted sections of the book include: Land of Contrasts: An introduction to Bolivia's diverse geography, from the Andean highlands to the Amazonian lowlands, and how these have influenced its political and economic narratives. Colonial Legacies: Exploration of Bolivia's tumultuous colonial past, the exploitation of its mineral wealth, and the origins of its quest for independence. Post-Independence Turbulence: A deep dive into the nation's post-independence era, marked by frequent coups, shifting political alliances, and the continuous search for stable governance. Indigenous Roots and Rights: Analysis of Bolivia's indigenous movements, their political mobilization, and the eventual rise of leaders like Evo Morales who sought to champion indigenous rights at the national level. Economic Struggles and Strategies: Discussion on Bolivia's challenges as a landlocked nation, its dependency on natural resource extraction, and its endeavors to achieve economic diversification and stability. Foreign Relations and Diplomatic Dance: Insights into Bolivia's relationships with superpowers, neighboring nations, and international organizations, emphasizing its efforts to carve out an independent foreign policy. Modern-Day Dynamics: A look at contemporary political shifts, socio-economic challenges, and the nation's aspirations for the future. Infused with stories, narratives, and academic insights, "Bolivia: A Diplomat's Guide" provides readers with a nuanced understanding of a nation often misunderstood or overlooked in global discussions. This book is invaluable for diplomats, historians, students of Latin American politics, and anyone seeking a deeper appreciation of the complexities and potential of Bolivia in the broader Hispanic American context.

Book excerpt: "The ongoing COVID-19 pandemic marks the most significant, singular global disruption since World War II, with health, economic, political, and security implications that will ripple for years to come." -Global Trends 2040 (2021) Global Trends 2040-A More Contested World (2021), released by the US National Intelligence Council, is the latest report in its series of reports starting in 1997 about megatrends and the world's future. This report, strongly influenced by the COVID-19 pandemic, paints a bleak picture of the future and describes a contested, fragmented and turbulent world. It specifically discusses the four main trends that will shape tomorrow's world: - Demographics-by 2040, 1.4 billion people will be added mostly in Africa and South Asia. - Economics-increased government debt and concentrated economic power will escalate problems for the poor and middleclass. - Climate-a hotter world will increase water, food, and health insecurity. - Technology-the emergence of new technologies could both solve and cause problems for human life. Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.

Book excerpt: The first book-length analysis of the Bolivian revolution by an American political scientist explains the events of 1952 as a Latin American case study, and links the theme of the revolution with other contemporary insurrections in underdeveloped countries. Combining narrative excitement and scholarly analysis, the book pinpoints sources of weakness and stress in the Bolivian old order, with particular attention to the effects of uneven economic developments in the first two decades of the twentieth century. It then focuses on the stormy years after 1936 that led up to the insurrection of April 9-11, 1952. Finally, it examines attempts of the revolutionary government to promote economic development between 1952 and November 1964, when it was overthrown.

Book excerpt: Bolivia: Geopolitics of a Landlocked State goes beyond the traditional focus on inter-American relations, territorial issues and the maritime question to provide the first comprehensive study of Bolivian foreign policy from independence to the present day. It aims to redress the balance between the often overstated importance of external determinants - actors and forces outside Bolivia which have influenced the foreign policy process - and the understated impact of internal determinants, similar actors and forces within Bolivia. Drawing on 50 years of research and study, the author focuses on the five interrelated goals of sovereignty, national security, territorial integrity, continental solidarity and economic independence, which have characterized Bolivian foreign policy from the outset. In so doing, the negative impact which poor governance, weak state capacity and a fixation on the seaport issue had on the achievement of those five goals is centre stage in the discussion. In acknowledging the geopolitical ramifications of being landlocked, the singular nature of Bolivia's approach to the problem also is detailed. An examination of foreign policy today can no longer be confined to intergovernmental relations; instead, it must consider the full range of internal and external forces which have influenced its scope and direction. In addition to bilateral relations, boundary disputes and the seaport issue, this volume explores the impact of foreign capital and multinational companies, together with the effects of domestic entrepreneurs, political parties, labour unions and social movements. It also assesses the overlap or linkage between domestic and foreign variables when the two combined to influence Bolivian foreign policy.
