Book excerpt: The seventh edition of Assessing Regional Integration in Africa (ARIA VII) examines how the three elements of regional integration, innovation and competitiveness are interlinked. It explores the prospects for harnessing them within the framework of Africa’s normative regional integration development model oriented to foster structural change. Evidence presented in ARIA VII for a sample of 15 African countries for the period between 1995 and 2010 shows that growth in most of the sample countries has been achieved through factor accumulation rather than through significant improvements with input combinations that are associated with innovation. Based on theoretical and empirical insights, the report makes recommendations as to how further regional integration boost Africa’s capacity for innovation and competitiveness. In addition, the report provides an overview of regional integration trends in Africa, including an analysis of data from the African Regional Integration Index.

The first edition (ARIA I), published in 2004, provided a comprehensive assessment of the status of regional integration in Africa, with subsequent editions focusing on thematic areas. Thus ARIA II examined the rationalization of regional economic communities and their overlapping memberships. ARIA III addressed macroeconomic policy convergence, as well as monetary and financial integration in the regional economic communities. ARIA IV focused on enhancing intra-African trade. ARIA V provided analytical research and empirical evidence to support the establishment of the Continental Free Trade Area and the benefits that African countries stand to gain from it. ARIA VI, "Harmonizing policies to transform the trading environment", carries forward the momentum of January 2012's decision and declaration by addressing the issue of harmonizing rules of origin and trade facilitation to ease Continental Free Trade Area negotiations by member States. Several studies suggest that for certain products and countries, the value of informal trade may meet or even exceed the value of formal trade. This paper provides a review of existing efforts to measure informal trade. We list 18 initiatives aimed at measuring ICBT in Africa. The paper also summarizes discussions conducted with many stakeholders in Africa between December 2016 and May 2018 regarding the measurement, the determinants, and the implications of ICBT. The methodologies used to measure ICBT in Africa differ widely, but they do confirm that informal trade in Africa is both sizeable and volatile. Both evidence on the determinants of ICBT and discussions with stakeholders suggest that policies should aim to reduce the existing costs associated with formal trade and provide positive incentives for traders and producers to move into the formal economy in order to avoid the loss of economic potential stemming from informal trade.

Book excerpt: This book traces the development and impact of regional economic communities (RECs) in Africa and addresses a timely question: do REC members, and the REC itself, positively influence member states’ behaviors towards other members and more broadly, regionally and continentally due to REC membership? ‘Changing member states’ behaviors’ is measured across three ‘interconnected, fundamental dimensions of societal-systems’ proposed by Marshall and Elzinga Marshall in CSP’s Global Repot 2017. These are i) the persistence of conflict or its counterpoint, achieving peace, ii) fostering democratization and better governance, and iii) achieving socio-economic development and (as proposed by this research, a fourth dimension), iv) being active participants in multilateralism? Is membership in a REC ultimately beneficial to the member and other countries in the region? While there are no clear and obvious – at least, discernible traditional – benefits such as increase in trade (perhaps because Africa’s overall trade relative to the world is about 3 percent), there are other non trade benefits (e.g., decrease in conflict, coercion to take certain actions towards peace and refrain from others, coups and wars) presenting in REC member states. These in/actions, abilities, coercions, exclusions and cooperation instances are outlined and discussed in the book.
