The main argument is that relations between the two parties were primarily influenced by the need to prevent the expansion of Soviet influence in the Balkans and to foster détente in Europe.

This book analyzes EU cultural politics since their emergence in the 1980s with a particular focus on the European Capital of Culture program, the flagship of EU cultural policy.
