Book excerpt: At the present day, when there is renewed interest in the concept of human rights and in the application of this concept to the problems of government,! it may be instructive to review an eighteenth-century dispute which was concerned precisely with these themes. Nor should the investigation be any less interesting because the disputants were Edmund Burke and Thomas Paine: both these men have also been the object of renewed attention and study in recent years. Critical work on the biography and bibliography of Paine is being done by Professor Aldridge and Col. Richard Gimbel respectively;2 while Burke is being well looked after, not only by the able team of experts who, under the leadership of Professor Copeland, are engaged in producing the critical edition of his Correspondence, but also by such individual scholars as D. C. Bryant, C. B. Cone, T. H. D. Mahoney, 3 P. J. Stanlis, C. Parkin, F. Canavan, and A. Cobban. But though Burke and Paine are being studied separately, little work appears to have been done on the relationship between them, apart from an 4 essay by Professor Copeland published more than twelve years ago. Dr Goodrich takes a fresh approach to the topic, illustrating the complexities of the bitter battle fought out in such texts between radicals and loyalists, and highlighting the persistent viciousness and vitriol of a radical anti-aristocratic rhetoric. However, she demonstrates that the loyalist response contained the more innovative campaign, bringing out in particular the development of a commercial loyalism which promoted a new model of society with a modern aristocracy and an open elite; what emerges are English defences of aristocracy which are not simply reducible to ideas of an ancien régime or a Gothic institution. The book is a history of the rich political ideas and languages that emerged from the tumultuous events and colourful individuals of this pivotal period in Irish history. Patriots, radicals, and republicans played key roles in the movements for free trade, legislative independence, parliamentary reform, Catholic relief and independence from Britain; and many of their ideas helped precipitate the rebellion in 1798. Stephen Small explains the ideological background to these issues, sheds new light on the origins of Irish republicanism, and places late eighteenth-century Irish political thought in the wider context of British, Atlantic, and European ideas. Dr Small argues that Irish patriotism, radicalism, and republicanism were constructed out of five key political 'languages': Protestant superiority, ancient constitutionalism, commercial grievance, classical republicanism, and natural rights. These political languages, which were Irish dialects of languages shared with the English-speaking and European world, combined in the late 1770s to construct the classic expression of Irish patriotism. This patriotism was full of contradictions, containing the seeds of radical reform, Catholic emancipation, and republican separatism - as well as a defence of Protestant Ascendancy. Over the next two decades, the American and French Revolutions, the reform movement, popular politicization, Ascendancy reaction, and Catholic political revival disrupted and transformed these languages, causing the fragmentation of a broad patriot consensus and the emergence from it of radicalism and republicanism. These developments are explained in terms of tensions and interactions between Protestant assumptions of Catholic inferiority, the increasing popularity of natural rights, and the enduring centrality of classical republican concepts of virtue to all types of patriot thought.

A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

For some, human rights stretch back to the dawn of Western civilization, the age of the American and French Revolutions, or the post–World War II moment when the Universal Declaration of Human Rights was framed. Revisiting these episodes in a dramatic tour of humanity’s moral history, The Last Utopia shows that it was in the decade after 1968 that human rights began to make sense to broad communities of people as the proper cause of justice. Across eastern and western Europe, as well as throughout the United States and Latin America, human rights crystallized in a few short years as social activism and political rhetoric moved it from the hallways of the United Nations to the global forefront. It was on the ruins of earlier political utopias, Moyn argues, that human rights achieved contemporary prominence.
