In the twentieth century, this dream and its dark side unfolded as the air forces of the world went to war, bringing destruction and reassessment with each failure. Why Air Forces Fail examines the complex, often deep-seated, reasons for the catastrophic failures of the air forces of various nations. Higham and Harris divide the air forces into three categories of defeat: forces that never had a chance to win, such as Poland and France; forces that started out victorious but were ultimately defeated, such as Germany and Japan; and finally, those that were defeated in their early efforts yet rose to victory, such as the air forces of Britain and the United States. The contributing authors examine the complex causes of defeats of the Russian, Polish, French, British, Italian, German, Argentine, and American air services. In all cases, the failures stemmed from deep, usually prewar factors that were shaped by the political, economic, military, and social circumstances in the countries. Defeat also stemmed from the anticipation of future wars, early wartime actions, and the precarious relationship between the doctrine of the military leadership and its execution in the field. Anthony Christopher Cain's chapter on France's air force, l'Armée de l'Air, attributes France's loss to Germany in June 1940 to a lack of preparation and investment in the air force. One major problem was the failure to centralize planning or coordinate a strategy between land and air forces, which was compounded by aborted alliances between France and countries in eastern Europe, especially Poland and Czechoslovakia. In addition, the lack of incentives for design innovation in air technologies led to clashes between airplane manufacturers, laborers, and the government, a struggle that resulted in France's airplanes' being outnumbered by Germany's more than three to one by 1940. Complemented by reading lists and suggestions for further research, Why Air Forces Fail provides groundbreaking studies of the causes of air force defeats.

The passage of a series of key federal laws related to personnel issues and the introduction of the air reserve technician program greatly assisted in this rejuvenation process. In the l96Os, the Air Force Reserve demonstrated its mettle as it participated in numerous mobilizations reflecting the Cold War tensions of the era. Reservists were involved in operations ranging from the Berlin Crisis of 1961-1962 to the Southeast Asia mobilizations in 1968. In the 197Os, the Air Force Reserve program assumed heightened importance when the Department of Defense adopted the Total Force Policy. This concept treated the active forces, the National Guard, and all reserve forces as an integrated force. Reservists were now expected to meet the same readiness standards as their active duty counterparts. Since then, the Air Force Reserve has demonstrated its ability to perform a wide variety of missions. Air Reservists participated in American military operations in Grenada and Panama.

Gates subsequently established the Department of Defense Independent Review Related to Fort Hood and appointed former Secretary of the Army Togo D. West, Jr., and former Chief of Naval Operations Adm Vern Clark to lead that effort. That review identified possible deficiencies and provided recommendations regarding Department of Defense (DoD) policies, programs, and procedures related to force protection, personnel policies, mass casualty response, and sufficiency of care for the health care providers involved in such events. Key concerns included developing a credible process for identifying individuals who pose a potential threat to themselves or others, providing time-critical information to the right people, employing appropriate force protection measures, and planning for and responding to incidents. The report, Protecting the Force: Lessons from Fort Hood, was delivered to Secretary Gates on 15 January 2010. It concluded force protection measures focused solely on external threats are no longer sufficient. Force protection measures must now also consider internal threats— “disaffected individuals within the force motivated to violence against the force and the nation.”The DoD report recommended that each of the Services conduct in-depth follow-on reviews. In response, Secretary of the Air Force Michael B. Donley issued Terms of Reference on 25 January 2010 and directed Gen Stephen R. Lorenz, Commander of Air Education and Training Command, to chair an in-depth Air Force Follow-on Review (Air Force FOR) to identify and resolve policy, program, and procedural gaps that could create vulnerabilities to the health and safety of Air Force personnel, other supported personnel, and their families. This report is the result of that review.Although the Air Force review emerged as a result of the shootings at Fort Hood in November 2009, this report expands its focus beyond traditional force protection measures by addressing a broader range of violent physical threats and the potential precursors or indicators of violence. This attention to indicators sets the conditions for moving toward preventing violence rather than relying on response in its aftermath. This more expansive approach, contained in this report, emphasizes integrating existing programs not normally identified within the force protection agenda. Our review team conducted simultaneous top-down and bottom-up assessments. Major commands (MAJCOM), direct reporting units (DRU), the Air National Guard (ANG), and the Air Force Reserve Command (AFRC) provided inputs and reviews. Representatives from across the Headquarters Air Force (HAF) staff formed six cross-functional teams—Risk Assessment and Prevention, Sharing Information, Preparing the Force, Developing the Force, Leading the Force, and Responding and Recovering. The HAF also drew upon the DoD findings and recommendations as a baseline from which to assess relevant Air Force policies, programs, procedures, and practices. A full team roster is provided at appendix D.More than 2,000 Total Force commanders and civilian directors provided insight into practices related to information sharing, training, recognition of internal threats, force protection, and mass casualty response and recovery through a survey conducted by the Air Force Manpower Agency (AFMA). Selected survey results are integrated throughout the report and provided at appendix C.Our review developed 118 findings and 151 recommendations focused on preventing violence and enhancing response, which are contained in this report. Book excerpt: Since the mid-1940s, when Vannevar Bush and Theodore von Karman wrote Science, the Endless Frontier and Toward New Horizons, respectively, there has been a consensus that strong Department of Defense support of science and technology (S&T) is important to the security of the United States. During the Cold War, as it faced technologically capable adversaries whose forces potentially outnumbered U.S. forces, the United States relied on a strong defense S&T program to support the development of technologically superior weapons and systems that would enable it to prevail in the event of conflict. Since the end of the Cold War, the United States has relied on its technological superiority to maintain a military advantage while at the same time reducing the size of its forces. Over the past half-century, creating and maintaining a technologically superior military capability have become fundamental to U.S. national security strategy, and investment in S&T has become a basic component of the defense budget. In late 1998, Congress asked the Secretary of Defense to conduct a study, in cooperation with the National Research Council (NRC), on the S&T base of the U.S. Department of Defense (DoD). Congress was particularly concerned about areas of the S&T program related to air systems, space systems, and supporting information systems. Its concern was based on the Air Force's reduction of its S&T program from the largest of the three military service programs to the smallest. Congress also wanted to ensure that the Air Force maintained an appropriately sized S&T workforce. In late 1999, the Deputy Under Secretary of Defense for Science and Technology asked the NRC to conduct a study to explore these issues.
