It begins by tracing the evolution of the concept of sovereignty and how, in the post-Cold War era, sovereignty has been redefined to emphasize the responsibility of the state to manage conflict and protect human rights. African Reckoning includes assessments of how state actors in Africa measure up to the norms inherent in the notion of sovereignty as responsibility. The book also examines the question of accountability at the regional and international levels. The authors conclude that since the power of oppressed people to hold their governments accountable is very limited, the international community has a responsibility to provide victims of internal conflict and gross violations of human rights with essential protection and assistance. Accordingly, the book expounds on the normative principles of responsible sovereignty, international mechanisms and strategies for their enforcement, and empirical evidence about the performance of governments as measured by the requirements of responsible sovereignty. This book attempts to fill this lacuna by providing a systematic assessment of Africa's relationship with the World body, from its foundation in 1945 to its sixtieth anniversary in 2005. The premise of the book's argument is that to properly understand Africa's current relationship with the UN, it is necessary to first understand the history and theoretical underpinnings behind the formation of the world body, including the expectations and motives of the different stakeholders. The book shows that there have been some real successes in Africa's relationship with the world body - such as the joint efforts against the Apartheid regime in South Africa - as well as real failures - such as in the genocide in Rwanda. Based on this, it concludes that Africa's relationship with the United Nations has worked for the most part, and will work even better, if Africa sees its partnership with the UN as complementary to it own efforts, projects and initiatives rather than something to depend on.

Although scholars are examining the complexity and fragmentation of the climate change regime, they have not examined how our existing international development, migration and humanitarian organizations are dealing with climate change. Focusing on three institutions: the United Nations High Commissioner for Refugees, the International Organization for Migration and the United Nations Development Programme, the book asks: how have these inter-governmental organizations responded to climate change? And are they moving beyond their original mandates, given none were established with a mandate for climate change? It traces their responses to climate change in their rhetoric, policy, structure, operations and overall mandate change. Hall argues that international bureaucrats can play an important role in mandate expansion, often deciding whether and how to expand into a new issue-area and then lobbying states to endorse this expansion. Book excerpt: More than 15 years ago, many countries in sub-Saharan Africa embarked on a program of budgetary reform, an important element of which was a medium-term budget framework (MTBF). This working paper focuses on the performance of these frameworks in six countries–– Kenya, Namibia, South Africa, Tanzania, Uganda, and Zambia. It assesses the effectiveness of MTBFs in achieving improved fiscal discipline, resource allocation, and certainty of funding, as well as wider economic and social criteria such as poverty reduction and more efficient public investment. In most countries, early successes were not sustained, and budgetary outcomes did not improve, partly for technical reasons, such as poor data and inadequate forecasting methodologies, but also because the reforms were largely supply driven. The paper argues that the development of MTBFs typically falls into four distinct phases. To make the transition from one phase to the next, developing countries should focus on building their capability in macrofiscal forecasting and analysis, and in improving the credibility of the annual budget process.

Why, however, do some countries nonetheless have more active NGO sectors than others? Using the case of Japan, this book uncovers patterns of convergence and divergence in levels of activism across industrialized countries and offers a two-level political explanation for the rise of NGOs as a global phenomenon. The author argues that activism has been cultivated from "above" and shows the ways in which political structures and processes at the domestic and international level have either encouraged or discouraged activism. Japan, a late developer in terms of its number of NGOs, provided a poor political environment for NGO activism for most of the post-war period. In the past two decades, however, as this situation has changed, NGOs have become a visible player as both critics and partners of the government.. Using the concepts of international political opportunity, norm socialization and transnational diffusion, Reimann traces the ways in which domestic and international politics interact and promote the rise of NGOs globally.
