Available in PDF, EPUB and Kindle. Book excerpt: Technology has propelled the atmospheric sciences from a fledgling discipline to a global enterprise. Findings in this field shape a broad spectrum of decisionsâ€"what to wear outdoors, whether aircraft should fly, how to deal with the issue of climate change, and more. This book presents a comprehensive assessment of the atmospheric sciences and offers a vision for the future and a range of recommendations for federal authorities, the scientific community, and education administrators. How does atmospheric science contribute to national well-being? In the context of this question, the panel identifies imperatives in scientific observation, recommends directions for modeling and forecasting research, and examines management issues, including the growing problem of weather data availability. Five subdisciplinesâ€"physics, chemistry, dynamics and weather forecasting, upper atmosphere and near-earth space physics, climate and climate changeâ€"and their status as the science enters the twenty-first century are examined in detail, including recommendations for research. This readable book will be of interest to public-sector policy framers and private-sector decisionmakers as well as researchers, educators, and students in the atmospheric sciences.

Book excerpt: A comprehensive overview of the structure and variability of the upper atmosphere Earth's upper atmosphere is an open system that is strongly influenced by energy and momentum inputs from both above and below. New observation and modeing techniques have provided insights into dynamics, energetics, and chemical processes in the upper atmosphere. Upper Atmosphere Dynamics and Energetics presents an overview of key research advances in upper atmospheric physics, and measurement and modeling techniques, along with remaining challenges for understanding the state and variability of the upper atmospheric system. Volume highlights include: Insights into the interconnections between different areas of upper atmospheric science Appreciation of the dynamics and complexity of the global upper atmospheric system Techniques for observing and measuring the upper atmosphere Responses of the upper atmosphere to external drivers The American Geophysical Union promotes discovery in Earth and space science for the benefit of humanity. Its publications disseminate scientific knowledge and provide resources for researchers, students, and professionals. Chapter 1 provides four papers under the heading Up-dating of CIRA 1986. In Chapter 2, entitled Trace Constituents of the Middle and Upper Atmosphere, the papers published go some way toward providing a set of preliminary reference atmospheres of significant trace species of the middle atmosphere and lower thermosphere. These trace species play important roles in controlling the chemistry, radiation balance and circulation patterns of the Earth's stratosphere, mesosphere and thermosphere. The third chapter, The Localized Response of the Lower Thermosphere and Ionosphere at High Latitudes, describes the broad range of recent advances made by theoretical and modelling activities and also reports on experimental investigations using a wide range of methods, ground-based radar, ground-based optical, space-borne in situ and

Book excerpt: The National Science Foundation's Division of Atmospheric Sciences (ATM) supports research to develop new understanding of Earth's atmosphere and how the Sun impacts it. Strategic Guidance for the National Science Foundation's Support of the Atmospheric Sciences provides guidance to ATM on its strategy for achieving its goals in the atmospheric sciences, including cutting-edge research, education and workforce development, service to society, computational and observational objectives, and data management. The report reviews how the atmospheric sciences have evolved over the past several decades and analyzes the strengths and limitations of the various modes of support employed by ATM. It concludes that ATM is operating in an environment that is ever more cross-disciplinary, interagency, and international, making a more strategic approach necessary to manage activities in a way that actively engages the atmospheric sciences community. At the same time, ATM should preserve opportunities for basic research, especially projects that are high risk, potentially transformative, or unlikely to be supported by other government agencies. Finally, ATM needs to be more proactive in attracting highly talented students to the atmospheric sciences as an investment in the ability to make future breakthroughs.

Book excerpt: The National Science Foundation's Division of Atmospheric Sciences (ATM) supports research to develop new understanding of the Earth's atmosphere and how the Sun impacts it. Strategic Guidance for the National Science Foundation's Support of the Atmospheric Sciences: An Interim Report provides preliminary guidance to ATM on its strategy for achieving its goals in the atmospheric sciences, including cutting-edge research, education, and workforce development; service to society; computational and observational objectives; and data management. The book reviews how the atmospheric sciences have evolved over the past several decades and analyzes the strengths and limitations of the various modes of support employed by ATM, such as principal investigator grants, small and large centers, and cooperative agreements to support observing or computational facilities. Based on this preliminary analysis, the book concludes that the current support reflects the current needs of the community. Given the changing research environment for the atmospheric sciences, the book recommends that ATM engage the community in the development of a strategic plan to enable determination of the appropriate balance of activities and modes of support into the future. A strategic planning process will also help ATM plan for large or long-term investments; facilitate appropriate allocation of resources to cross-disciplinary, interagency, and international research efforts; ensure that the United States will continue to be a leader in atmospheric research; and enhance the transparency of the rationale behind ATM decisions.

Book excerpt: To some philosophers, seeking to understand the human condition, technology is a necessary guide. But to think through the complex human phenomenon of technology we must tackle philosophy of science, philosophy of culture, moral issues, comparative civilizational studies, and the economics of specific industrial and military technologies in their historical contexts. The philoso pher wants to grasp the technological factor in this troubled world, even as we see it is only one factor, and that it does not speak openly for itself. Put directly, our human troubles to a considerable extent have been transformed, exaggerated, distorted, even degraded, perhaps transcended, by what engi neers and scientists, entrepreneurs and politicians, have wrought. But our problems are ancient, problems of dominations, struggles, survival, values in conflict, greed and insane sadisms. To get some conceptual light on the social reality which seems immediately to be so complicated, a philosopher will need to learn from the historians of technology. A few years ago, the philosopher Elisabeth Straker concluded that "a his torical philosophy of technology [is required] since history - and history alone - provides all those concepts that form part of the repertoire of the philosoph ical analysis of technology". And she added that this goes far beyond the triviality that like other cultural achievements technology has its historical development. Now historical comprehension is no substitute for a logical methodology in the analysis of technological problems.

Book excerpt: In 2010, NASA and the National Science Foundation asked the National Research Council to assemble a committee of experts to develop an integrated national strategy that would guide agency investments in solar and space physics for the years 2013-2022. That strategy, the result of nearly 2 years of effort by the survey committee, which worked with more than 100 scientists and engineers on eight supporting study panels, is presented in the 2013 publication, Solar and Space Physics: A Science for a Technological Society. This booklet, designed to be accessible to a broader audience of policymakers and the interested public, summarizes the content of that report.
