Book excerpt: With the transfer of ever more tasks and competences to the European level the EU’s administration has become increasingly complex, with ‘agencification’ as the most visible sign of this differentiation. This book offers a much-needed analytical overview of the field, with the aim of improving our understanding of administration at the European level, and indeed of improving the administration itself.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1993. Organizations have become larger, more professionalized, more differentiated, and wealthier. At the same time, they are often subject to large-scale changes: either as a result of mergers and acquisitions, or simply in response to changed market conditions or new technologies. In this climate the people who run organizations frequently find themselves acting as "reformers". The central concern of this study is to analyze the reforming process within organizations and assess its impact. The authors define reform as the process by which individuals seek to achieve desired goals by changing the structure of their organization: the administrative procedures, chains of command and lines of communication. Drawing on empirical case studies from a range of different sectors, The Reforming Organization questions the relationship between the changes that can be seen occurring in organizations all the time and these conscious internal attempts at reform. This is a different approach to some of the central concerns in organizational theory. The relationship between individuals and structures and the "learning" capacity of organizations. This title will be of interest to students of Business Studies and Management.

In this volume, the editor has selected and introduced the compendium of ASQ articles on qualitative research. The articles represent a broad range of research styles, methods, topics and level of analysis. The studies are spread across four areas of research: organizational process; groups in organizations; organizational identity and change; and the societal and institutional environment. Organizations studied include factories, churches, universities, engineering groups, fisheries, voluntary organizations, basketball teams, pop music recording firms and others. The authors of the works represent a variety of disciplinary backgrounds, including sociology, political science, communications, management studies and history.

Available in PDF, EPUB and Kindle. Book excerpt: Bureaucracy, confusing paperwork, and complex regulations—or what public policy scholars Pamela Herd and Donald Moynihan call administrative burdens—often introduce delay and frustration into our experiences with government agencies. Administrative burdens diminish the effectiveness of public programs and can even block individuals from fundamental rights like voting. In AdministrativeBurden, Herd and Moynihan document that the administrative burdens citizens regularly encounter in their interactions with the state are not simply unintended byproducts of governance, but the result of deliberate policy choices. Because burdens affect people’s perceptions of government and often perpetuate long-standing inequalities, understanding why administrative burdens exist and how they can be reduced is essential for maintaining a healthy public sector. Through in-depth case studies of federal programs and controversial legislation, the authors show that administrative burdens are the nuts-and-bolts of policy design. Regarding controversial issues such as voter enfranchisement or abortion rights, lawmakers often use administrative burdens to limit access to rights or services they oppose. For instance, legislators have implemented administrative burdens such as complicated registration requirements and strict voter-identification laws to suppress turnout of African American voters. Similarly, the right to an abortion is legally protected, but many states require women seeking abortions to comply with burdens such as mandatory waiting periods, ultrasounds, and scripted counseling. As Herd and Moynihan demonstrate, administrative burdens often disproportionately affect the disadvantaged who lack the resources to deal with the financial and psychological costs of navigating these obstacles. However, policymakers have sometimes reduced administrative burdens or shifted them away from citizens and onto the government. One example is Social Security, which early administrators of the program implemented in the 1930s with the goal of minimizing burdens for beneficiaries. As a result, the take-up rate is about 100 percent because the Social Security Administration keeps track of peoples’ earnings for them, automatically calculates benefits and eligibility, and simply requires an easy online enrollment or visiting one of 1,200 field offices. Making more programs and public services operate this efficiently, the authors argue, requires adoption of a nonpartisan, evidence-based metric for determining when and how to institute administrative burdens, with a bias toward reducing them. By ensuring that the public’s interaction with government is no more onerous than it need be, policymakers and administrators can reduce inequality, boost civic engagement, and build an efficient state that works for all citizens.

Book excerpt: Since the opening of the Ottoman Archives, research on the history of the Ottoman Empire prior to 1800 has resulted primarily in the publication of individual financial and administrative records, sometimes with analysis. Dr. Shaw's study is the first effort to use all the available records concerning an individual province, synthesizing them into an exhaustive study of Egypt’s administration under Ottoman rule, from its conquest in 1517 until the French invasion of Egypt in 1798. A unique work of scholarship, the book shows in detail the changes made over the centuries, and is based both on the local archives and on the Imperial Ottoman archives located in Istanbul. Originally published in 1962. The Princeton Legacy Library uses the latest print-on-demand technology to again make available previously out-of-print books from the distinguished backlist of Princeton University Press.
