Book excerpt: The Post-Uruguay Round era has seen a proliferation of regional preferential trade agreements (PTAs) as well as progressive multilateral trade liberalization initiatives. This has stimulated theoretical discussion on whether the policy of pursuing PTAs will have a malign or a benign impact on multilateralism. In the former case, proliferation of PT As may increase protection in global trade due to trade diversion effects, thereby creating impediments to multilateral freeing of global trade. In the latter case, the expansion of PTA membership could ultimately lead to non-discriminatory global free trade. At the core of this discussion is the question of how to explain the preference for PTA membership. While some economists view the expansion of PTA membership as exogenously determined, participants of the Fourth Annual Workshop of the Network EU-LDC Trade and Capital Relations also considered endogenous factors explaining increased PTA membership. This book offers a closer look at the motives of policy makers in both developed and developing countries to still adhere to PTAs, notwithstanding the theoretical superiority of multilateralism, and addresses the question of how to bring order into the world trading system. These issues are dealt with in 9 chapters by scholars from both the EU and LDCs. Each paper is discussed in terms of its policy relevance by a policy maker as well as by an academic specialized in the field.

Available in PDF, EPUB and Kindle. Book excerpt: If the importance of globalization were judged by the volume of discussion it has generated, it would surely be a concept of fundamental importance in the contemporary world. And yet, as a concept, globalization is often indigestible, meaning different things to different people, and remaining obscure in its connotations. A virtue of this volume of essays is that the phenomena of globalization are made more approachable by being divided into five discrete themes, each of which forms part of the overall concept and each of which has important implications for policy decisions at the international, regional, and national levels. By differentiating the concept in this way -- into the production of global knowledge, the provision of global public goods, the global trade system, global foreign aid, and global governance -- the analysis is sharpened in an illuminating and stimulating manner. At the same time, the editors, Drs Violetta Zentai and Andrea Krizsan, provide a masterly introductory essay that shows how the various parts make up the whole. The fact that the book is a product of an international conference held at the Central European University shortly after September 11 in 2001, adds a layer to its significance. The Center for Policy Studies at the Central European University and its collaborators deserve praise for such a thorough and timely analysis of these various strands of globalization. Book jacket.

The project had two distinct but closely related component parts. The first was based on empirical, region-wide analysis and was designed to provide the framework for the menu of issues explored.

Book excerpt: The world's trade regime is promoted by international agencies and most governments as the best way to lift the poor out of poverty and achieve sustainable development. But does it contribute to human development or not? This reassessment looks in detail at the way it has worked under the GATT and under the World Trade Organization, and analyses how it is working and how it can be improved. The book aims to make major contribution to the debates surrounding globalization and the impact of trade on the poor, on social stability and on the environment. It is intended to provide a benchmark for future policy discussion and analysis.
