It can mobilize renewable energy resources, modernize energy system, allow for energy savings, safeguard the equilibrium of local ecosystems, contribute to poverty alleviation and, therefore, constitutes a significant aid towards universal access to modern energy services. This current research investigates the conditions needed to achieve a sustainable energy regime by the next decade (2030) in Ivory Coast, West Africa. To identify these conditions, first, a forecast model using a hybrid method, support vector regression (SVR) and an autoregressive integrated moving average (ARIMA) was employed to predict energy consumption by 2030. Second, a back-casting approach to assessing alternative energy scenarios was carried out. Third, a national energy action plan (NEAP) was designed with the help of a multi-criteria decision analysis (MCDA) and a technique known as the fuzzy analytic hierarchy process (AHP). The results show that, by 2030, conventional fuels should be dominant in the transport and industrial sectors, while traditional forms of energy should prevail over others in the residential one. Besides, the green scenario that accumulates universal energy access, energy efficiency, and renewable energies dissemination targets are the most sustainable. Moreover, social criterion and solar energy were found the most critical factor and the most preferred renewable energy, respectively, when considering a sustainable energy path. Based on those findings, it was recognized that a definite shift in energy policy maximizing the use of clean types of energy was required to reach a sustainable energy regime. In this perspective, policy recommendations, in addition to the national energy action plan, were provided to guide the Ivorian decision-makers.

This view and its associated resource management strategy are based on the perception that Africa lacks sufficient energy resources to drive its development agenda. Analyses of individual countries’ energy potentials, exploitation levels and distribution mechanisms are provided with a view to identifying additional factors that are stifling Africa’s economic development. One critical factor is the relationship between available energy resources and the energy mixes chosen by different states, and how these can be exploited to produce the right blend of energy for various applications such as industrial, transport, domestic, and recreational uses. The authors provide an in-depth analysis of the advantages and disadvantages of different energy sources in terms of their environmental, industrialization and distribution costs, impacts, and the development options best suited for improving Africa’s economic situation. This analysis is based on the assertion that Africa is indeed blessed with abundant energy resources, which have not been effectively exploited. The book not only reviews Africa’s energy situation in general, but also reveals that, while there are certainly circumstances peculiar to individual countries, the similarities, especially within Sub-Saharan African countries, outweigh the differences. That being said, the challenges and available opportunities in each country should be viewed with due consideration given to the prevailing national resource management environment. Many initiatives in Africa fail because of the many loopholes in the management structures, which allow corruption, theft, and mere selfishness to thrive. In addition to the negative impacts of these factors on implementation activities, there is also a general lack of institutional support for initiatives that could otherwise be very progressive. Thus, taken together, these retrogressive practices stifle African energy development plans. The book offers a valuable guide for developers, investors, researchers and environmentalist, providing in-depth insights on the relationship between available energy resources and development trends in Africa. Book excerpt: The Regional Economic Communities (RECs) in Eastern and Southern Africa have been at the forefront to developing new energy policies and programmes aimed at reaching the UN goal of Ensuring Access to Clean Energy for All by 2030. In the year 2006, the East African Community passed the EAC Strategy to Scale Up Access to Modern Energy Services, committing its Member States to reach the UN goal of "access to all" by 2030. The Inter-governmental Authority for Development adopted its Environmental and Natural Resources Policy in 2007 which includes issues of renewable energy. The Common Market for Eastern and Southern Africa launched its Model Energy Programme in 2012, followed the same year by its comprehensive baselines database on renewable resources covering all its Member States. In the year 2009, the African Union General Assembly at its 12th Ordinary Session adopted the Policy on "Scaling Up Renewable Energy in Africa". The regional policies have been domesticated by Member Sates of the RECs. Although their targets are very ambitious, implementation programmes launched at national level are robust and producing results. Both in the policies and implementation programmes, gender issues have, however, not featured prominently. Noting this deficit, the Organisation for Social Science Research in Eastern and Southern Africa called for researchers to assess the extent to which energy policies in Eastern and Southern Africa have taken gender issues on board. This book is the product of that project. It has ten chapters that investigated the gender-energy nexus in Zimbabwe, Ethiopia, Tanzania, Swaziland, Sudan and Kenya. The book will prove useful to all policy makers, researchers and analysts who may be interested in strengthening the gender content of the programmes as we move towards 2030. We believe it triggers and helps policy makers and researchers to create platforms to use its findings, and those of others, to see how in gender terms those at the bottom of the energy access pyramid can be factored into these programmes, to make sure they are not left behind.

This guide focuses on the decentralized approach, providing practical guidance on how small power producers and mini-grid operators can deliver both electrification and renewable energy in rural areas. It describes four basic types of on- and off-grid small power producers, as well as several hybrid combinations that are emerging in Africa and elsewhere. The guide highlights the ground-level regulatory and policy questions that must be answered by electricity regulators, rural energy agencies, and ministries to promote commercially sustainable investments by private operators and community organizations. Among the practical questions addressed is how to design and implement retail tariffs, quality of service standards, feed-in tariffs, and backup tariffs. The guide also analyzes the regulatory implementation issues triggered by donor grants and so-called top-up payments. It provides a primer for nonengineers on interconnection and operating standards for small power producers connected to main grids and isolated mini-grids.
