Book excerpt: This publication examines the importance of trade in services for the integration of non-EU members into the European Single Market. Further liberalisation is found to be a critical factor to deeper integration with the enlarged EU, which accounts for a quarter of global GDP and foreign direct investment. The planned Euro-Mediterranean free trade area for goods is judged as a positive first step, but additional measures are needed for deeper integration, including liberalisation of services trade. The study gives a detailed assessment of individual sectors, including core services relating to transport, telecommunication, financial markets and electricity, as well other markets such as tourism, IT and distribution services.

Book excerpt: By establishing free trade for industrial products in 12 years, the European Union’s Association Agreements with countries in the Mediterranean region seek to promote accelerated economic growth. This paper reviews the literature and evaluates the economic benefits and costs for Tunisia, Morocco, Lebanon, Egypt, and Jordan. It concludes that the benefits could be substantial, but only if accompanied by deep supplementary reforms, including extending trade liberalization to services and agriculture and on a multilateral basis, improving the environment for foreign direct investment, ensuring an adequate fiscal and exchange rate policy response, and strengthening European Union assistance.

Book excerpt: The European Union’s Association Agreements with several countries in the Southern Mediterranean Region (SMR) aim to promote deeper economic integration between the SMR and the EU by establishing a free trade area in twelve years. Because a large share of the SMR countries’ total imports comes from the EU, the removal of import tariffs could reduce budgetary revenue by the equivalent of 1 percent to 4 percent of individual countries’ GDP. This paper proposes tax and tariff reforms that would help generate the needed compensatory revenue and, more important in the long run, reduce the distortionary effects of the tax and tariff systems and underpin higher rates of sustainable growth.

Book excerpt: This paper analyzes the role of regional arrangements in trade and foreign direct investment (FDI) performance in the Baltics. While progress with transition is a key determinant of trade and FDI performance, regional arrangements with Western Europe have helped develop trade and transfer of technology, but have not yet led to export-related foreign direct investment toward the European Union. The main reasons for this are policy uncertainties, need for more progress with transition, and restrictions in the trade agreements, especially on the European Union side. Intra-Baltic integration has not yet led to substantial trade and FDI growth between the Baltics.

Available in PDF, EPUB and Kindle. Book excerpt: At a time when countries in the Middle East and North Africa (MENA) are joining the World Trade Organization, the lack of an economically sound analysis of trade policies in the region is especially notable. This volume remedies the situation by bringing together a distinguished group of applied trade economists to provide a broad view of the state of trade in and among the region's nations. The contributors provide original empirical analyses on key reform issues, and their work reflects deep knowledge of government concerns and policies. Part 1 sets the scene by comparing the performance of the MENA region with the rest of the world on a large number variables and indicators. Part 2 contains a number of CGE model-based analyses of trade policy reform options. Part 3 focuses on specific policy areas: standards as nontariff barriers and red tape, trade facilitation, an assessment of the impact of protecting intellectual property using partial equilibrium techniques, and a review of the existing Euro-Med agreements. Part 4 discusses how the region could benefit from WTO membership and from changing the existing regional integration schemes into arrangements that help promote a growth enhancing reform agenda. The volume will be essential reading for economists and policymakers working in and with the MENA nations, as well as officials at the multilateral and regional institutions. Contributors are A. Halis Akder, Benita Cox, Dean De Rosa, Hana'a Kheir El Din, Sherine El Ghoneim, Oleh Havrylyshyn, Bernard Hoekman, Denise Konan, Peter Kunzel, Will Martin, Keith Maskus, Mustapha Nabli, Thomas Rutherford, Elisabet Rutstrom, David Tarr, Subidey Togan, L. Growth was broad-based, with particularly strong performance in the services sector and construction, and has been led by increased investment, with real capital formation rising by an estimated 10 percent, and enhanced efficiency. Reflecting the strong economic growth, official unemployment has begun to decline, falling from 71⁄2 percent in mid-year to 6.7 percent at end-January 1998.

Book excerpt: This paper addresses concerns that the Middle East and North Africa (MENA) region, with the exception of the GCC economies, has lagged behind in trade liberalization. This delay has adversely affected production efficiency and consumer welfare and could reduce the region’s ability to attract foreign investment. Against this background, the paper examines the major challenges facing MENA if it is to benefit from the opportunities presented by the Uruguay Round and the European Union Mediterranean Initiative. It concludes with an overview of measures that MENA countries will need to implement to benefit from these trade-enhancing initiatives.

Available in PDF, EPUB and Kindle. Book excerpt: In April 1997, Egyptian President Mubarak and U.S. Vice President Gore agreed to explore the possibility of creating a Free Trade Agreement (FTA) between Egypt and the United States. The very idea of such an agreement has been met by controversy and skepticism from critics in both countries. The authors of this book, however, believe that the case for considering an FTA between the U.S. and Egypt rests on solid economic and political grounds. An agreement could help promote Egyptian economic reform and growth, while providing substantial economic benefits to the U.S. Politically, it could strengthen American ties with an ally who plays a crucial role in helping to achieve peace in the region and in maintaining a stable supply of oil in the Middle East. This book offers U.S. and Egyptian policymakers answers to such pertinent questions as: What form should an FTA agreement take? Should it concentrate on border barriers or cover other aspects such as investments and services? What are the likely implications for both countries? And how will such an agreement affect the rest of the region? Its conclusions will be relevant to policymakers elsewhere in their pursuit of similar regional trade agreements. Book excerpt: Countries in the Middle East and North Africa region have unprecedented opportunities for transforming their economies through accelerated economic growth, but the countries themselves must ensure the necessary conditions. This study, by the Middle Eastern Department, focuses on four areas that are fundamental to growth-enhancing structural changes: improving the region's investment performance, fiscal reform, financial sector reform, and trade liberalization.
