China’s foreign policy concepts toward its weak neighbouring states, such as the ‘One Belt, One Road’ strategy, are premised on the assumption that economic exchange and a commitment to common development are the most effective means of ensuring stability on its borders. This book, however, argues that China’s overreliance on economic exchange as the basis for its bilateral relations contains inherently self-defeating qualities that have contributed and can further contribute to instability and insecurity within China’s periphery. Unequal economic exchange between China and its weak neighbours results in Chinese influence over the state’s domestic institutions, what this book refers to as ‘structural power’. Chinese structural power, in turn, can undermine the state’s development, contribute to social unrest, and exacerbate existing state/society tensions—what this book refers to as ‘structural violence’. For China, such outcomes lead to instability within its peripheral environment and raise its vulnerability to security threats stemming from nationalism, separatism, terrorism, transnational organised crime, and drug trafficking, among others. This book explores the causality between China’s economically-reliant foreign policy and insecurity in its weak peripheral states and considers the implications for China’s security environment and foreign policy. This book will be of much interest to students of Chinese politics, Asian security studies, international political economy and IR in general.

Book excerpt: A Contemporary History of the Chinese Zheng traces the twentieth- and twenty-first-century development of an important Chinese musical instrument in greater China.The zheng was transformed over the course of the twentieth century, becoming a solo instrument with virtuosic capacity. In the past, the zheng had appeared in small instrumental ensembles and supplied improvised accompaniments to song. Zheng music became a means of nation-building and was eventually promoted as a marker of Chinese identity in Hong Kong. Ann L. Silverberg uses evidence from the greater China area to show how the narrative history of the zheng created on the mainland did not represent zheng music as it had been in the past. Silverberg ultimately argues that the zheng’s older repertory was poorly represented by efforts to collect and promote zheng music in the twentieth century. Archaeological materials are interpreted through anthropological perspectives, using systematic analytic methods in settlement and burial patterns. Both agency and process are considered in the development of chiefdoms and in the emergence of early states in the Yellow River region. Interrelationships between factors such as mortuary practice, craft specialization, ritual activities, warfare, exchange of elite goods, climatic fluctuations, and environmental changes are emphasized. This study offers a critical evaluation of current archaeological data from Chinese sources, and argues that, although some general tendencies are noted, social changes were affected by multiple factors in no pre-determined sequence.
