Book excerpt: This book provides unique insights into the complex issue of water security in South Africa. Based on qualitative research conducted through face-to-face structured interviews and focus group discussions with individuals, traditional leaders, municipal officials, researchers, businesspeople and farmers in the two local governments – the Sekhukhune District and eThekwini Metropolitan Municipalities – it focuses on the peoples’ understanding of the concept of water security and whether they believe that the municipalities have achieved water security for all. The research is supported by water security-related statistics, particularly those pertaining to water quality and quantity, and an extensive literature review for the concept of water security. In addition to assessing the state of water security in both municipalities, the book presents a new water security definition and typology, and offers valuable recommendations for future research.

Available in PDF, EPUB and Kindle. Book excerpt: Water has always been a source of risks and opportunities in the Middle East and North Africa. Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that achieving water security means much more than coping with water scarcity. It means managing water resources in a sustainable, efficient, and equitable way. It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.

Book excerpt: The purpose of this book is to present an overview of the latest research, policy, practitioner, academic and international thinking on water security—an issue that, like water governance a few years ago, has developed much policy awareness and momentum with a wide range of stakeholders. As a concept it is open to multiple interpretations, and the authors here set out the various approaches to the topic from different perspectives. Key themes addressed include: Water security as a foreign policy issue The interconnected variables of water, food, and human security Dimensions other than military and international relations concerns around water security Water security theory and methods, tools and audits. The book is loosely based on a masters level degree plus a short professional course on water security both given at the University of East Anglia, delivered by international authorities on their subjects. It should serve as an introductory textbook as well as be of value to professionals, NGOs, and policy-makers.

Book excerpt: Identifying policies which can improve water sector management is critically important given the global burden of water-related disease. Each year, 1 in 10 child deaths—roughly 800,000 in total—is the direct result of diarrhea. Can private-sector participation (PSP) in the urban piped water sector improve child health? The author uses child-level data from 39 African countries during 1986–2010 to show that introducing PSP decreases diarrhea among urban dwelling children under five years of age by 5.6 percentage points, or 35 percent of its mean prevalence. PSP also leads to greater reliance on piped water. To attribute causality, the author exploits time variation in the private water market share controlled by African countries’ former colonizers. A placebo analysis reveals that PSP does not affect symptoms of respiratory illness in the same children, nor does it affect a rural control group unaffected by PSP.

The book is both policy and practice oriented and is not constrained by existing definitions on water security. It includes actual experiences of policy, management, development and governance decisions taken within the water sector, and examples on how these have affected the energy and agricultural sectors as well as impacted the environment, and vice versa, as appropriate. It also discusses trade-offs, short and long-term implications, lessons learnt, and the way forward. The book includes case studies on cities, countries and regions such as Australia, China, Singapore, Central Asia, Morocco, Southern Africa, France, Latin America, Brazil and California.

Book excerpt: Sub-Saharan Africa grapples with many public health issues such as food insecurity, increased prevalence of infectious diseases, limited access to clean water supply, poor nutrition and lack of improved health services for its populace (IMF, 2021). Of all these challenges, the inaccessibility of clean water supply for both the rural and urban populace is the most pressing challenge, which has been exacerbated by extensive pollution and climate change crises. The issue of water access and supply affects both rural and urban populations. At rural areas water is accessed in yard taps and in arid regions through water kiosks managed by private owners. Among the urban poor, water access is compromised by poor supply infrastructure especially among informal settlers and risks such as contamination during the supply chain are imminent This book therefore seeks to close this knowledge gap by 1) generating a water resources inventory for Sub-Saharan Africa region, 2) exploring the water crises in both its urban and rural settings, 3) understanding the causatives of the crises and 4) suggesting viable solutions to manage the water challenges using named case studies. The aim is to improve understanding on the region’s water problems and advise scholars and policymakers on priority research areas and action plans to better water management for sustainable development.

Available in PDF, EPUB and Kindle. Book excerpt: The focus of this book is on the key water-related vulnerabilities to climate change in Africa, particularly in its most vulnerable areas, exploring potential management responses to such vulnerabilities. The African countries are particularly exposed and vulnerable to the negative impacts of climate change, with important impacts on water resources and hydrological systems, water availability, water resource management and sea level variations. Already, under various anthropogenic pressures, the status of water resources in Africa has been changing over the past decades, with decreasing water quality, falling groundwater levels, and variability in rainfall, both in terms of timing and intensity. Climate change will further accelerate the rate of change, affecting the ability of people and societies to respond in a timely manner. It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. The book, in this regard, intends to contribute to the debate around climate change in relation to water resources management in Africa, and in particular inform policy decisions and actions that will improve governments’ and communities’ ability to manage the challenges of climate change and variability in relation to the aquatic ecosystems that they depend on. The knowledge collected in this book will benefit policy makers, researchers, as well as other stakeholders.

Available in PDF, EPUB and Kindle. Book excerpt: The book addresses the challenges of urban water security and adaptive management in Sub-Saharan Africa, exploring and interlinking novel concepts of ecosystems services, watershed investments, and boundary work. Specifically, the book’s goals are to (i) present a conceptual framework for the urban water sector from an ecosystem services perspective, highlighting the specificities of the Sub-Saharan context; (ii) develop an operational approach to designing and assessing the impacts of watershed investments, based on ecosystem services and boundary work; and (iii) test the approach through a case study in Asmara, Eritrea, and discuss the findings and lessons learned that can be applied in other contexts. Through a fully worked out case study, from identification of water challenges and opportunities to spatially explicit modelling, the book offers a sound and accessible, coverage of issues and proposed solutions to better operationalize ecosystem services, watershed investments and boundary work, to promote adaptive management, and achieve water security in the context of rapidly developing cities in Sub-Saharan Africa. The book is an effective tool for capacity building of diverse stakeholders on the urban water sector, including water managers, local and national policy-makers as well as a suitable resource for both undergraduate and post-graduate courses in planning and geography.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores water service provisions of the urban poor in the cities of Africa with particular emphasis on Kenya and its capital city of Nairobi. In particular the book addresses the insecurity of tenure, and how the colonial segregation of land continues to shape water access and service provision even today in Nairobi. The book seeks to understand how urban water management entails the “production of thirst” among the urban poor and documents how cultural norms, political commitments and seemingly mundane practices of water managers combine to exclude the poor from accessing water. Supporters of privatization argue that private companies may succeed where governments have failed in supplying water to the urban poor. The author takes a closer look at this argument, demonstrating the limitations of some of the current reforms whilst also exploring alternatives and solutions. This book will be an invaluable reference for students, researchers and practitioners working in this field.
