Book excerpt: Young People and Long-Term Unemployment examines the consequences of long-term unemployment for the personal, social, and political lives of young adults aged 18–34 across four European cities: Cologne (Germany), Geneva (Switzerland), Lyon (France), and Turin (Italy). Adopting a multidimensional theoretical framework aiming to bring together insights based on the contextual (macro), organizational (meso), and individual (micro) levels, and combining quantitative and qualitative data and analyses, it reaches a number of important conclusions. First, our study shows that the experience of long-term unemployment has a negative impact on different dimensions of young people’s lives. When compared to employed youth, unemployed youth are less satisfied with their lives, more isolated, and less independent financially. Second, however, there are important variations across the four cities. This means that, in spite of widespread retrenchments, in some places the welfare state still acts as a buffer against unemployment. Third, although young unemployed people participate in politics equally if not slightly more than employed youth, the young unemployed are often disconnected from politics. This is so even when they have important grievances to express in the face of high youth unemployment, precarious working conditions, and grim future perspectives on the labor market. This book will be useful for scholars interested in unemployment politics and youth politics, researchers and teachers in political science, sociology, and social psychology.

Book excerpt: In this volume, the European research project YUSEDER ("Youth Unemployment and Social Exclusion: Dimensions, Subjective Experiences and Institutional Responses in Six Countries of the EU"), supported by the EU Commission (Directorate General Research) as a part of the programme Targeted Socio-Economic Research (TSER), addresses the question of what effects long-term unemployment has on young people in regard of their feeling of belonging to society. Does long-term unemployment imply the risk of social exclusion for young people? How does social exclusion develop, and which factors counteract the processes of exclusion? Thus far, research into unemployment has seldom performed comparative studies. This interdisciplinary project in six European countries has conducted for the first time a qualitative study with 300 long-term unemployment young people from age 20 to 25. The inquiry was carried out in the three northern European countries Sweden, Belgium and Germany and in the three southern European countries Greece, Italy and Spain. Researches from psychology, sociology, public health and psychiatry participated in this research project coordinated by Thomas Kieselbach (University of Bremen, Germany). The volumes in the series published up to now within the YUSEDER project represent a state of the art overview of the topic of youth unemployment and health (volume 1) and youth unemployment and social exclusion (volume 2) in the six participating countries. This third volume focuses on the personal experiences and assessments of young people affected by unemployment. Book excerpt: Youth have always had higher unemployment rates – about twice or more than the average – as they are usually the last to be hired in an expansion and the first to be let go in a recession. In addition, young people engage in extensive job searching in their early years, and this can imply considerable job churning as both youth and employers look for a good match. This highlights the importance of facilitating the school-to-work transition and having early interventions to assist such youth before negative conditions set in. It also highlights the potential importance of determining those young people most “at risk” of long-term unemployment, and of targeting or streaming them into programmes that will yield the largest incremental net benefits given their characteristics. Unemployed youth without previous work experience often are not eligible for unemployment insurance benefits when they first enter the labour market. When they do receive job search assistance, they often face a bewildering array of programmes that are available to assist them, often with little guidance to help them select the programs that best meet their needs. Consequently, ensuring that today’s youth do not become a “lost generation” is an urgent matter. George Bernard Shaw once said that it is too bad that “youth is wasted on the young”, implying that youth do not realize the opportunities they have as youth and only see them as they get older. There is a danger, however, that many of today’s youth may be never have those opportunities and hence not even see them with hindsight. This book and others in the ADAPT Labour Studies Book-Series are intended to deal with these challenges, to make sure that youth is not wasted on the young.

It builds on the types of interventions which have been shown to have a positive impact: increased Jobcentre Plus (JCP) adviser support; work experience placements; and apprenticeships. It also welcomes the inclusion of a new scheme for 16-17 year-olds, the large majority of whom do not receive support from JCP as they are ineligible for Jobseekers Allowance (JSA). The Committee acknowledges that the Government has sensibly focused wage incentives - the key new element of the Youth Contract - on longer term young unemployed claimants and there is an attempt to achieve sustainable job outcomes by linking wage incentives to the Work Programme payment structure, in which providers are financially incentivised to keep participants in work and off benefits in the longer term. However the Youth Contract on its own it will not be enough to address the current unacceptably high level of youth unemployment. A significant impact can only be made if all the targets are met. In particular, past experience shows that 160,000 wage incentives is a very ambitious target in the current economic climate. And 250,000 additional work experience placements for young people may also be unrealistic
