Book Synopsis Tackling Youth Unemployment by : Francesca Fazio

Available in PDF, EPUB and Kindle. Book excerpt: Youth have always had higher unemployment rates – about twice or more than the average – as they are usually the last to be hired in an expansion and the first to be let go in a recession. In addition, young people engage in extensive job searching in their early years, and this can imply considerable job churning as both youth and employers look for a good match. This highlights the importance of facilitating the school-to-work transition and having early interventions to assist such youth before negative conditions set in. It also highlights the potential importance of determining those young people most “at risk” of long-term unemployment, and of targeting or streaming them into programmes that will yield the largest incremental net benefits given their characteristics. Unemployed youth without previous work experience often are not eligible for unemployment insurance benefits when they first enter the labour market. When they do receive job search assistance, they often face a bewildering array of programmes that are available to assist them, often with little guidance to help them select the programs that best meet their needs. Consequently, ensuring that today’s youth do not become a “lost generation” is an urgent matter. George Bernard Shaw once said that it is too bad that “youth is wasted on the young”, implying that youth do not realize the opportunities they have as youth and only see them as they get older. There is a danger, however, that many of today’s youth may be never have those opportunities and hence not even see them with hindsight. This book and others in the ADAPT Labour Studies Book-Series are intended to deal with these challenges, to make sure that youth is not wasted on the young.

In doing so, the author presents a solid base for robust and evidence-informed practice and policy making for vocational training programmes, analysing such themes as employability skills, the labour market, and work-integrated learning. It also emphasises the importance of stakeholders taking into account the enabling and disabling environments found in a given local, regional or national context. Book Synopsis Youth Unemployment and Employment Policy by : Niall O'Higgins
Download or read book Youth Unemployment and Employment Policy written by Niall O'Higgins and published by . This book was released on 2017 with total page 228 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study discusses in depth the youth unemployment "problem" and examines the various policy responses to it, including education and training, and active labour market policy. It emphasizes the need for adequate labour market information, policy monitoring and programme evaluation to help provide more and better-quality jobs for young people - while also offering specific recommendations and guidelines for this age group in industrialized, transition and developing countries, While analysing the characteristics, causes and consequences of youth unemployment, the study explores the nature of the youth labour market and how it differs from the labour market for other workers. It looks at minimum wages, as well as the pivotal role of education and training systems. It also identifies vital ILO instruments concerned with young people and examines the broader international policy challenges faced by many countries around the world. In particular, it discusses the failure of many countries to integrate young people into good, quality employment. Active labour market policies, both successful and unsuccessful, are evaluated, and the book looks closely at policies promoting wage employment, self-employment and programmes aimed at disadvantaged young people. The book reveals how youth unemployment is first and foremost a consequence of poor macroeconomic performance and suggests ways in which countries can formulate coordinated youth employment policies according to the state of their economies. In contrast to prevalent approaches in the literature, it emphasizes the need to go beyond a purely supply-side response. The study includes strategies for involving governments, as well as employers' and workers' organizations, in tackling youth unemployment and providing alternatives.

Book Synopsis Youth Unemployment and the Youth Contract by : Great Britain: Parliament: House of Commons: Work and Pensions Committee

This book was released on 2012-09-19 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report comments positively on some aspects of the design of the Youth Contract. It builds on the types of interventions which have been shown to have a positive impact: increased Jobcentre Plus (JCP) adviser support; work experience placements; and apprenticeships. It also welcomes the inclusion of a new scheme for 16-17 year-olds, the large majority of whom do not receive support from JCP as they are ineligible for Jobseekers Allowance (JSA). The Committee acknowledges that the Government has sensibly focused wage incentives - the key new element of the Youth Contract - on longer term young unemployed claimants and there is an attempt to achieve sustainable job outcomes by linking wage incentives to the Work Programme payment structure, in which providers are financially incentivised to keep participants in work and off benefits in the longer term. However the Youth Contract on its own it will not be enough to address the current unacceptably high level of youth unemployment. A significant impact can only be made if all the targets are met. In particular, past experience shows that 160,000 wage incentives is a very ambitious target in the current economic climate. And 250,000 additional work experience placements for young people may also be unrealistic

Book Synopsis Youth Unemployment Scenarios by : Maximilian Matschke
Download or read book Youth Unemployment Scenarios written by Maximilian Matschke and published by Taylor & Francis. This book was released on 2022-10-27 with total page 153 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the factors driving youth unemployment in South Africa, exploring potential future outcomes of its mass unemployment, and offering a variety of strategies to avoid an impending crisis in the country. Utilizing scenario analysis rooted in complex systems theory while building on statistical and fi eld research, the author illustrates four possible future states of youth employment in South Africa in the year 2040. This includes the South African version of the Arab Spring, where young people riot or agitate for extreme political and social change because of a belief that access to education and jobs is only possible through social status or corruption (Spring), fair access to a high number of jobs supported by Chinese interventions (Summer), a technology- driven decline in the number of jobs where merit- based access for youth is granted (Fall), and the collapse of the economy, with the economy collapsing and youth becoming increasingly desperate (Winter). The author then presents five strategies to fight youth unemployment, including training of youth to start businesses, stimulating small- and medium- sized enterprises, and sending unemployed youth abroad for skills development and to where their labour is needed. This book will be of interest to scholars of South African politics and economics, labour economics and youth studies, and readers with an interest in tackling youth unemployment independent of the country.
