Book excerpt: While Tanzania has been at the forefront of creating a positive legal framework and political context for gender equality, certain legal, regulatory, and administrative barriers still hinder women's full participation in private sector development. This report analyzes these barriers and makes recommendations for needed change, to ensure women's full contribution to private sector development and economic growth in Tanzania. Building on intensive stakeholder consultations and the findings of numerous studies, notably the MKURABITA diagnostic and the 2003/4 Investment Climate Assessments for Tanzania and Zanzibar, this report examines these gender-related barriers to growth and investment. It highlights legal and administrative constraints that have a disproportionately negative effect on female-headed businesses, and makes recommendations for needed reforms. Addressing these issues would not only help unlock the full economic potential of women, but would help improve the environment for all businesses in Tanzania. While Tanzania's economic growth has been strong, this report finds that if the country were to bring female secondary schooling and female total years of schooling to the same level as now enjoyed by males, this could produce up to an additional annual percentage point of growth - a valuable contribution to achieving the 6-8 percent annual growth targets of the National Strategy for Growth and Reduction of Poverty (NSGRP or MKUKUTA).

This commitment is reflected in the national Constitution, national strategies, plans and policies such as the Tanzania Development Vision 2025, National Five-Year Development Plan 2016/17–2021/22, National Strategy for Growth and Reduction of Poverty (NSGRP I and II), Women and Gender Development Policy of 2000 and the National Agriculture Policy of 2013. The agriculture sector employs nearly 66 percent of the workforce in the United Republic of Tanzania, thereby contributing to bringing the country closer to becoming a middle-income country. However, the sector, like all other sectors, is negatively impacted by the gender inequalities. To address the gender gaps in all sectors, including agriculture, the United Republic of Tanzania established the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC) as the national institution to mainstream gender.

Book excerpt: Over the past two decades, existing documentation of women in the agricultural sector has surveyed topics such as agricultural restructuring and land reform, international trade agreements and food trade, land ownership and rural development and rural feminisms. Many studies have focused on either the high-income countries of the global North or the low-income countries of the global South. This separation suggests that the North has little to learn from the South, or that there is little shared commonality across the global dividing line. Fletcher and Kubik cross this political, economic, and ideological division by drawing together authors from 5 continents. They discuss the situation for women in agriculture in 13 countries worldwide, with two chapters that cover international contexts. The authors blur the boundaries between academic and organizational authors and their contributors include university-based researchers, gender experts, development consultants, and staff of agricultural research centers and international organizations (i.e., Oxfam, the United Nations World Food Program). The common thread connecting these diverse authors is an emphasis on practical and concrete solutions to address the challenges, such as lack of access to resources and infrastructure, lack of household decision-making power, and gender biases in policymaking and leadership, still faced by women in agriculture around the world. Ongoing issues in climate change will exacerbate many of these issues and several chapters also address environment and sustainability. Book excerpt: While there is a large, though inconclusive, literature on the impact of land titles in Africa, little attention has been devoted to the study of land conflict, despite evidence on increasing incidence of such conflicts. Deininger and Castagnini use data from Uganda to explore who is affected by land conflicts, whether recent legal changes have helped to reduce their incidence, and to assess their impact on productivity. Results indicate that female-headed households and widows are particularly affected and that the passage of the 1998 Land Act has failed to reduce the number of pending land conflicts. The authors also find evidence of a significant and quantitatively large productivity-reducing impact of land conflicts. This suggests that, especially in Africa, attention to land-related conflicts and exploration of ways to prevent and speedily resolve them would be an important area for policy as well as research. This paper--a product of Rural Development, Development Research Group--is part of a larger effort in the group to explore the impact of land policies.

In addition, the guidelines provide interim targets to guide reduction efforts of these pollutants, as well as good practice statements for the management of certain types of PM (i.e., black carbon/elemental carbon, ultrafine particles, particles originating from sand and duststorms). These guidelines are not legally binding standards; however, they provide WHO Member States with an evidence-informed tool, which they can use to inform legislation and policy. Ultimately, the goal of these guidelines is to help reduce levels of air pollutants in order to decrease the enormous health burden resulting from the exposure to air pollution worldwide.
