Book excerpt: Inclusive agricultural value chains (VCs) are potential drivers for poverty reduction, food security, and women’s empowerment. This report assesses the implementation of the Agricultural Technical and Vocational Education Training for Women Program (ATVET4Women) that aims to support women with vocational training and market linkages in priority agricultural value chains. This report focuses on Malawi, one of the six pilot countries of the ATVET4Women; and focuses on vegetable value chains in which some non-formal training sessions have been conducted as of October 2019. This report presents (1) program experience of stakeholders; (2) evidence of program benefits and challenges among ATVET4Women non-formal training graduates; and (3) baseline data on value chain and empowerment indicators, using a pilot household survey-based instrument for measuring women’s empowerment in agricultural value chains (pro-WEAI for market inclusion) and supplementary qualitative research. Results show graduates’ satisfaction and appreciation of the training provided, and some graduates reported having access to more lucrative markets as a result of the training. However, positive changes in several outcome indicators were reported by only some graduates: 30 percent of graduates reported increased production and sales. There is no significant difference in the reported changes and levels of vegetable production and income between graduates and non-graduates. Qualitative findings suggest that constraints to accessing agricultural inputs and funds to upgrade their production may be why there are no measured differences. Results on empowerment status reveal that 73 percent of women and 85 percent of men in the sample are empowered, and 73 percent of the sample households achieved gender parity. The main contributor of disempowerment among women and men is lack of work balance and autonomy in income. Fewer women achieved adequacy in work balance than men. Adequacies in attitudes about domestic violence, respect among household members, input in productive decisions, and asset ownership are generally high for both women and men, but significantly lower for women. While this report is mainly descriptive and further analysis is ongoing, it offers some lessons and practical implications for improving ATVET4Women program implementation and its outcomes on women’s market access, incomes, and empowerment.

Limited quantitative information is available on this topic from Southeast Asia in general, and particularly from Myanmar. We use nationally representative data to document women’s and youth’s involvement in agriculture in rural Myanmar. First, we show that women and youth contribute substantially to agriculture. Women in farm households perform 39 percent of household farm labour days, and 43 percent of agricultural wage workers are women. Twenty-seven percent of adults performing household agricultural work are youth and 22 percent of agricultural wage workers are youth. Yet, women’s farm wages are 29 percent lower than men’s farm wages. Youth’s farm wages are 17 percent lower than farm wages of non-youth for men, but we don’t find similar wage differences for women. Second, we find a significant gender gap in land rights, but the share of women who have land rights is still sizable. Nineteen percent of adult men are documented landowners compared to seven percent of adult women. Few youth have land rights, but the likelihood increases with age. Third, we explore cropping patterns. No crops are grown exclusively by men or women, but rice is more often and vegetables are less often cultivated by households where men are the sole agricultural decision makers. Finally, we focus on access to credit. Women receive loans less often than men (21 percent vs. 26 percent) and youth rarely receive loans (4 percent). Women’s loans are more often aimed at alleviating basic needs, such as food and health expenditures. Men’s loans are more often aimed at investment in productive activities, especially farming. The evidence suggests that including men, women and youth equally in agricultural projects and policy making is critical to advance equity and achieve development goals.

Book excerpt: The existing literature shows that climate change will likely affect several of the dimensions that determine people’s food security status in Bangladesh, from crop production to the availability of food products and their accessibility. Crop diversification represents a farm-level response that reduces exposure to climate-related risks and it has also been shown to increase diet diversity and contribute to the reduction in micronutrient deficiencies. In fact, the Government of Bangladesh has several policies in place that encourage and support agricultural diversification. However, despite this support the level of crop diversification in the country remains low. Women empowerment has been linked to diversified diets and positively associated with better child nutrition outcomes. Furthermore, although traditionally their role in agriculture tends to be undervalued, women involvement has already been shown to affect agricultural production choices and enhance technical efficiency. This paper connects three different areas of inquiry - climate change, gender and nutrition – by exploring whether women’s empowerment in agricultural production leads to increased diversification in the use of farmland. Specifically, we use a series of econometric techniques to evaluate whether there is sufficient evidence to claim that a higher levels of empowerment lead to greater diversity in the allocation of farmland to agricultural crops. Our results reveal that indeed some aspects of women empowerment, but not all, lead to a more diversified use of farmland and to a transition for cereal production to other uses like vegetables and fruits. These findings provide some possible pathways for gender-sensitive interventions that promote crop diversity as a risk management tool and as a way to improve the availability of nutritious crops.

Much needs to be done in disseminating gender segregated data and gender bias in all aspects of agriculture, access to resources including land and natural resources, drudgery reduction, assuring nutritional security, diversification of activities of Self Health Groups and Street Shakti groups with emphasis on productivity including post harvest technology, creation of marketing facilities, ownership to land and other allied resources rural electrification, outreach from the media, collectives of women and inter linking of SHGs, adult literacy, health awareness, gender sensitization of extension functionaries and financials institutions, awareness about pesticide hazard etc. Tragically rural women are not vociferous on issues like foetal killing of female unborn, high rate of female mortality, creation of Special Economic Zones replacing productive lands, farmer's suicide and the plight of their widows, fate of pavement vendors and petty shop keepers replaced by retail outlets of big business houses, etc. The struggle cannot be won by only educated and Non Government Organizations on their behalf. The affected and victimized have to fight directly against the injustice they are facing. Extension workers and NGOs need to help them to become aware of their rights and government programmes specially designed for them and motivate them to redress their problems on their own. This needs scientifically collected information on their problems and relief measures available. The book, Women in Agriculture and Rural Development is a sincere attempt in this endeavour. Book excerpt: Many development programs that aim to alleviate poverty and improve investments in human capital consider womens empowerment a key pathway by which to achieve impact and often target women as their main beneficiaries. Despite this, womens empowerment dimensions are often not rigorously measured and are at times merely assumed. This paper starts by reflecting on the concept and measurement of womens empowerment and then reviews some of the structural interventions that aim to influence underlying gender norms in society and eradicate gender discrimination. It then proceeds to review the evidence of the impact of three types of interventionscash transfer programs, agricultural interventions, and microfinance programson womens empowerment, nutrition, or both. Qualitative evidence on conditional cash transfer (CCT) programs generally points to positive impacts on womens empowerment, although quantitative research findings are more heterogenous. CCT programs produce mixed results on long-term nutritional status, and very limited evidence exists of their impacts on micronutrient status. The little evidence available on unconditional cash transters (UCT) indicates mixed impacts on womens empowerment and positive impacts on nutrition; however, recent reviews comparing CCT and UCT programs have found little difference in terms of their effects on stunting and they have found that conditionality is less important than other factors, such as access to healthcare and child age and sex. Evidence of cash transfer program impacts depending on the gender of the transfer recipient or on the conditionality is also mixed, although CCTs with non-health conditionalities seem to have negative impacts on nutritional status. The impacts of programs based on the gender of the transfer recipient show mixed results, but almost no experimental evidence exists of testing gender-differentiated impacts of a single program. Agricultural interventionsspecifically home gardening and dairy projectsshow mixed impacts on womens empowerment measures such as time, workload, and control over income; but they demonstrate very little impact on nutrition. Implementation modalities are shown to determine differential impacts in terms of empowerment and nutrition outcomes. With regard to the impact of microfinance on womens empowerment, evidence is also mixed, although more recent reviews do not find any impact on womens empowerment. The impact of microfinance on nutritional status is mixed, with no evidence of impact on micronutrient status. Across all three types of programs (cash transfer programs, agricultural interventions, and microfinance programs), very little evidence exists on pathways of impact, and evidence is often biased toward a particular region. The paper ends with a discussion of the findings and remaining evidence gaps and an outline of recommendations for research.
