Book excerpt: "Environmental goods such as clean air and water do not enter the commercial market; nonmarket valuation methods are required to place monetary values on such public goods. Fairbanks, Alaska has a history of troubling air quality and is facing nonattainment with the ERA in terms of fine particulate matter (PM2.5) concentration. The objective of this study is to estimate the economic benefits / willingness to pay (WTP) for a 50% reduction of PM2.5 using two nonmarket valuation methods: Contingent Valuation (CVM) and Benefit Transfer (BTM). Open-ended (OE) and interval open-ended (IOE) formats were used in the CVM split sample survey. From the BTM, the estimated benefit of air quality improvement for the city of Fairbanks, Alaska is $1,006,607 per annum. The estimated benefit from the OE survey is $765,393 p.a., while the IOE survey produced the range of $525,398 p.a. and $1,914,313 p.a."--Leaf iii.

Book excerpt: This paper uses life satisfaction data to help the design of climate mitigation policies in the United Kingdom. We assess the effects of the exposure to ambient pollutants on long-term life satisfaction and short-term mental health in the UK. We estimate augmented Cobb-Douglas utility functions using pooled and random effects ordinal logit models. Results show that increases in NO2, PM10 and PM2.5 significantly decrease the odds of longterm happiness and short-term mental health in the UK. The willingness to pay for clean air is also significant and increases with level of education. These measurements derived can be used as benchmarks for pollution abatement subsidies or pollution taxes and can help in projecting a more comprehensive assessment of costs and benefits.

Available in PDF, EPUB and Kindle. Book excerpt: People in Sofia are willing to pay 4.2 percent of their income or more for a program to improve air quality. Through a survey, Wang and Whittington study willingness to pay for improvements in air quality in Sofia, Bulgaria. Using a stochastic payment card approach - asking respondents the likelihood that they would agree to pay a series of prices - they estimate the distribution of willingness to pay various prices. They find that people in Sofia are willing to pay up to about 4.2 percent of their income for a program to improve air quality. The income elasticity of willingness to pay for air quality improvements is about 27 percent. For comparison, they also used the referendum contingent valuation approach. Results from that approach yielded a higher estimate of willingness to pay. This paper - a product of Infrastructure and Environment, Development Research Group - is part of a larger effort in the group to understand the economics of pollution control in developing countries.

The techniques use surveys to ask individuals how much they would be willing to pay or willing to accept in compensation for gains or losses of non-market goods and services. Applications of the technique include changes in air and water quality; noise nuisance; health care; risk; recorded heritage; cultural assets; habitats; Landscape and so on. It shows how to choose the most appropriate technique and how to design the questionnaires. Detailed advice on econometric analysis is provided, as well as explanation of the pitfalls that need to be avoided.

As a result, contemporary environmental issues are increasingly seem from the point of view of their economics effects and their consequences for human well-being now and in the future. Environmental Economics provides a comprehensive introduction to the dynamic relationship between economics and environmental policy. Book excerpt: We develop a framework to estimate willingness to pay (WTP) for clean air from defensive investment. Applying this framework to product-by-store level scanner data on air purifier sales in China, we provide among the first revealed preference estimates of WTP for clean air in developing countries. A spatial discontinuity in air pollution created by the Huai River heating policy enables us to analyze household responses to long-run exposure to pollution. Our model allows heterogeneity in preference parameters to investigate potential heterogeneity in WTP among households. We show that our estimates provide important policy implications for optimal environmental regulation.

Book excerpt: This book discusses the concepts and technologies associated with the mitigation of urban heat islands (UHIs) that are applicable in hot and humid regions. It presents several city case studies on how UHIs can be reduced in various areas to provide readers, researchers, and policymakers with insights into the concepts and technologies that should be considered when planning and constructing urban centres and buildings. The rapid development of urban areas in hot and humid regions has led to an increase in urban temperatures, a decrease in ventilation in buildings, and a transformation of the once green outdoor environment into areas full of solar-energy-absorbing concrete and asphalt. This situation has increased the discomfort of people living in these areas regardless of whether they occupy concrete structures. This is because indoor and outdoor air quality have both suffered from urbanisation. The development of urban areas has also increased energy consumption so that the occupants of buildings can enjoy indoor thermal comfort and air quality that they need via air conditioning systems. This book offers solutions to the recent increase in the number of heat islands in hot and humid regions.
