To answer this profound political as well as theoretical question, Jie Chen explores attitudinal and behavioral orientation of China's new middle class to democracy and democratization. Chen's work is based on a unique set of data collected from a probability-sample survey and in-depth interviews of residents in three major Chinese cities, Beijing, Chengdu and Xi'an--each of which represents a distinct level of economic development in urban China-in 2007 and 2008. The empirical findings derived from this data set confirm that (1) compared to other social classes, particularly lower classes, the new Chinese middle class-especially those employed in the state apparatus-tends to be more supportive of the current Party-state but less supportive of democratic values and institutions; (2) the new middle class's attitudes toward democracy may be accounted for by this class's close ideational and institutional ties with the state, and its perceived socioeconomic wellbeing, among other factors; (3) the lack of support for democracy among the middle class tends to cause this social class to act in favor of the current state but in opposition to democratic changes. The most important political implication is that while China's middle class is not likely to serve as the harbinger of democracy now, its current attitudes toward democracy may change in the future. Such a crucial shift in the middle class's orientation toward democracy can take place, especially when its dependence on the Party-state decreases and perception of its own social and economic statuses turns pessimistic. The key theoretical implication from the findings suggests that the attitudinal and behavioral orientations of the middle class-as a whole and as a part-toward democratic change in late developing countries are contingent upon its relationship with the incumbent state and its perceived social/economic wellbeing, and the middle class's support for democracy in these countries is far from inevitable.

The contributors seek to bridge the gap between normative theories of democracy and empirical studies of China's political development by providing a comprehensive overview of China's domestic history, economy, and public political ideologies. Overall the volume contends that Chinese culture and Confucianism are not the obstacles to democratic transition that some scholars have said they are, and that the success of market reforms has eroded authoritarian rule. This weakening does not guarantee a successful transition, however, and the contributors show that there are many reasons to be skeptical about the short-term prospects for democracy in China, including historical failures, the underdevelopment of civil society, political apathy, and competing social values. Though China's political culture is essentially neither anti-democratic not pro-democratic, it must still overcome many obstacles in order to achieve democracy.

This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. Huntington analyzes the causes and nature of these democratic transitions, evaluates the prospects for stability of the new democracies, and explores the possibility of more countries becoming democratic. The recent transitions, he argues, are the third major wave of democratization in the modem world. Each of the two previous waves was followed by a reverse wave in which some countries shifted back to authoritarian government. Using concrete examples, empirical evidence, and insightful analysis, Huntington provides neither a theory nor a history of the third wave, but an explanation of why and how it occurred. Factors responsible for the democratic trend include the legitimacy dilemmas of authoritarian regimes; economic and social development; the changed role of the Catholic Church; the impact of the United States, the European Community, and the Soviet Union; and the "snowballing" phenomenon: change in one country stimulating change in others. Five key elite groups within and outside the nondemocratic regime played roles in shaping the various ways democratization occurred. Compromise was key to all democratizations, and elections and nonviolent tactics also were central. New democracies must deal with the "torturer problem" and the "praetorian problem" and attempt to develop democratic values and processes. Disillusionment with democracy, Huntington argues, is necessary to consolidating democracy. He concludes the book with an analysis of the political, economic, and cultural factors that will decide whether or not the third wave continues. Several "Guidelines for Democratizers" offer specific, practical suggestions for initiating and carrying out reform. Huntington's emphasis on practical application makes this book a valuable tool for anyone engaged in the democratization process. Book excerpt: In its propaganda, the Chinese Communist Party does not deny the value of “democracy”, but it insists that democracy in China can be only “socialist democracy with Chinese characteristics”. The most essential nature of such “democracy” is that it is under the single-party system and it excludes multi-party politics and competitive elections. In recent years, “Chinese democracy” has won more support because of achievements the party has made in developing economy. This raises a question: does this “efficient” authoritarian political system in China, even if it is not democratic, deserve applause because it can facilitate economic development? The party also insists that it is “democratic”. But, is the party's theory of “democracy” compatible with western democracy? Since 1998, the party has organized some political reforms, such as “direct elections” for township executives, “direct elections” for township party secretaries, township party congress reform and “deliberative democracy” experiments, while maintaining single-party politics. In the party's propaganda, some of these reforms have become party achievements in improving “socialist democracy with Chinese characteristics”. In addition to these four kinds of party-organized reforms, another “reform” originated from the grassroots, the participation of independent candidates in a few local people's congress elections. This book examines these five local political reforms. It demonstrates that the four reforms instigated and organized by the party were tightly controlled and manipulated by the party. Although some reform measures may possibly liberalize parts of China's political mechanism, it is highly unlikely that the four reforms will eventually lead to political democratization in China. In the fifth “reform”, which was motivated from outside the bureaucratic system, the party took drastic measures to repress the political participation of grassroots power. As a result, nearly all independent candidates in the local people's congress elections failed in their attempts to gain office. The prospects for this “reform” are also poor. The book argues that all five reforms have failed and that none will lead to China’s democratization in the near future. The book concludes that the party’s authoritarian regime in China is by nature anti-democratic and that so-called “socialist democracy with Chinese characteristics” is not democratic.
