Available in PDF, EPUB and Kindle. Book excerpt: Focuses on how dharma provides the foundation for a new republic—Bibek Debroy Intensely researched argument about an alternative idea of India—Salman Khurshid The year 2014 was a consequential one for the Bharatiya Janata Party and for India. Will 2024 also be so? Is this election about stopping the rise of Narendra Modi and his alleged distortion of the ‘idea of India’ as conceived by its founders, or the beginning of a dharma-inspired ‘second republic?’ In 2014, the BJP, under the leadership of Modi, won a clear majority in the Lok Sabha elections. The National Democratic Alliance’s triumph ended a nearly two-and-a-half-decade run of mostly messy coalition governments. In 2019, the BJP further improved its tally, cementing its parliamentary majority and its ability to ring in transformational laws and policies. Most of the initiatives taken by the Modi-led NDA have been aimed at positioning Bharat as a ‘Vishwa Guru’—an exemplar of moral righteousness, a pluralistic democracy led by dharma and drawing sustenance from the wellspring of an eternal Hindu universalism. But this shift towards India’s Hindu ethos has prompted the Opposition and many allied commentators to fear the rise of a second republic—a ‘Hindu Rashtra’—moored to an implacable ultra-nationalist and majoritarian dogma. The INDIA bloc has declared the 2024 election as the last opportunity to stop the rise of Modi and his idea of India. Evocative, anecdotal, argumentative and deeply researched, Modi and India: 2024 and the Battle for Bharat chronicles the emergence of, and the battle for, a new republic in the making.

Book excerpt: The e-book titled “Mukul Asher on Economic Reasoning and Public Policy: Case Studies from India", edited by V.K. Ahuja & Ajay B. Sonawane is a collection of recent columns authored or co-authored by Professor Mukul Asher on applying economic reasoning to public policies in India. As India progresses towards USD 5 trillion economy, and as it addresses its socio-economic challenges, public policy discussions which are based on appropriate context-specific analytical frameworks and concepts, using empirical evidence in a judicious manner to advance public interest, have become vital. The book also helps fill a gap in the literature as analysis of India’s Post-2014 public policies and initiatives have not received deserved interest from the academics, think tanks, and researchers. This e-book represents a small step towards redressing this imbalance. The DSPPG plans to publish a series of books on a diverse set of public policy issues India, with a view to improve the quality of public policy education and dialogue in India. The present e-book is first in the series. All books are to be uploaded on the Website of Delhi School of Public Policy and Governance (DSPPG), University of Delhi and made freely available to all. Available in PDF, EPUB and Kindle. Book excerpt: It examines why so many years after Independence, India still has a large number of poor and points towards vote-bank politics as a key culprit in choosing poor policy options that could never deliver optimally. Poverty alleviation measures adopted by Narendra Modi during his tenure as Chief Minister of Gujarat, were a greater success compared to other states. The book identifies the key success factors for financial inclusion – a credit and livelihood based approach as well as a gendered view of inclusion; sustainable development; skill development; financial literacy; push for MSMEs; employment and focus on hygiene and health. Thus, making the Modi model, called ModiNomics, as one of the proven approaches that can take financial inclusion to its logical conclusion. The model comes close to the author’s academic work, understanding of ModiNomics and years of research that has a great potential for its replication nationally. Given that the end-objective of financial inclusion is poverty alleviation, at Skoch Group, we have been unyielding in our advocacy of equitable growth with the three critical elements attached to it: financial, social and digital inclusion. The book proposes a model for bringing all these elements together and also suggests ways for the Pradhan Mantri Jan Dhan Yojana to be financially viable, selfsustaining and emerge as India’s main weapon for defeating poverty.

Most had predicted that his government would concentrate on domestic issues, on the growth and development demanded by Indian voters, and that he lacked necessary experience in international relations. Instead, Modi’s first term saw a concerted attempt to reinvent Indian foreign policy by replacing inherited understandings of its place in the world with one drawn largely from Hindu nationalist ideology. Following Modi’s re-election in 2019, this book explores the drivers of this reinvention, arguing it arose from a combination of elite conviction and electoral calculation, and the impact it has had on India’s international relations.

Do you sometimes wonder whether it will be repaired at all in the near future? Do you ever pause to reflect why emotions spill on the streets and why democratic institutions in India have become dysfunctional? Have you thought about why we get hurt easily and how this gets reflected in everyday politics? India after Modi attempts to address these questions through an analysis of events like Award Wapsi, demonetization, the crisis in JNU and higher education, and electoral outcomes, including in the states of Bihar, Delhi and Uttar Pradesh. Through this collection of essays, Ajay Gudavarthy focuses exclusively on Indian democracy after Narendra Modi took over as the prime minister in 2014. He looks at the politics that India has been witnessing since then and addresses emerging issues in Indian democracy, including that of women's participation, new urban spaces, and the role of youth.

The author identifies the many formidable challenges Modi faces as the leader of the world's largest democracy that is in the midst of a complex transition and recommends measures that Modi must implement to deliver on his promises, thereby enabling India to realize its true potential.

Book excerpt: This book scrutinises the realm of safety-security involving ‘nuclear power’ within the context of India’s tryst with nuclear energy. Relying on open source information, it examines the efficacy of the safety-security arrangement in and around India’s nuclear installations, keeping in mind the international best practices. As India has embarked on a civil nuclear expansion programme, the public concern for safety and security of nuclear facilities and material is obvious, especially in the backdrop of terrorist incidents and the Fukushima disaster. This poses a serious challenge to garnering greater domestic support for new nuclear projects with international collaborations. Here an attempt is made to examine the issues involving social acceptance of nuclear energy, safe disposal of nuclear waste, regulatory practices, and likely challenges ahead for India, to propose a new nuclear safety-security paradigm by looking beyond the usual ‘defence by design’ or ‘defence in-depth’ practice. Book excerpt: The assassination of Mahatma Gandhi on 30 January 1948 was a declaration of war and a statement of intent. For the forces who conspired in the killing, the act was a declaration of war against the secular, democratic Indian state and all those who stood to affirm these principles, as well as an announcement of a lasting commitment to India as a ‘Hindu Rashtra’. It was also an act to signal the elimination of all that India’s national movement against imperialism stood for. Beyond Doubt is a dossier of historical and critical documents that aims to contextualize the politics, motivations and circumstances behind the assassination of Mahatma Gandhi. Attempts to legitimize the act of killing and to celebrate the killers have re-doubled since May 2014, following the coming to power of the new regime in New Delhi. The time is right, therefore, to set the record straight. The visceral hatred directed against Gandhi and the denigration of everything he stood for need to be recounted if we are to understand the political nature of that dastardly act. This book attempts to weave together archival documents from Government of India records relating to developments after the assassination, with translation of works in Marathi, Gujarati and Hindi de-constructing the ideology responsible for the political killing. While several of the documents have appeared before in issues of Communalism Combat, this compilation presents new material on the subject. The first English translation of Jagan Phadnis’s book, Mahatmyache Akher, forms part of the dossier, as do Y.D. Phadke’s analysis of attempts to legitimize Gandhi’s killing and Chunibhai Vaidya’s analysis of Pradeep Dalvi’s play on Godse. It also covers the recent controversy over the destruction of files relating to Gandhi’s assassination by Government of India.
