This book challenges individualist readings of depression which are still so dominant in western societies. This is in professional circles and the wider community alike. It also questions the viability of our conception of "mental health." While social models of health have been around for some time now, it goes further in contending that "living under liberalism" is itself a risk factor for depression. The liberal values we want to defend can also, and at the same time, lead to psychological strain. This is because they rest on an understanding of the "person" that is partial and distorted, and which involves us in multiple contradictions which we struggle to reconcile with the experience of everyday life. In contrast to the reading of depression as a pathological and individual "disorder," Living under Liberalism claims that depression may be a realistic, legitimate and healthy response to a social context which is itself pathological. Yet as Canada expanded westward and colonized First Nations territories, liberalism did not operate to advance freedom or equality for Indigenous people or protect their property. In reality it had a markedly debilitating effect on virtually every aspect of their lives. This book explores the operation of exclusionary liberalism between 1877 and 1927 in southern Alberta and the southern interior of British Columbia. In order to facilitate and justify liberal colonial expansion, Canada relied extensively on surveillance, which operated to exclude and reform Indigenous people. By persisting in Anglo-Canadian liberal capitalist values, structures, and interests as normal, natural, and beyond reproach, it worked to exclude or restructure the economic, political, social, and spiritual tenets of Indigenous cultures. Further surveillance identified which previously reserved lands, established on fragments of First Nations territory, could be further reduced by a variety of dubious means. While none of this preceded unchallenged, surveillance served as well to mitigate against, even if it could never completely neutralize, opposition.

Rachel A. Epstein investigates how liberal ideas and practices are embedded in transitioning societies and finds that success or failure depends largely on creating a social context in which incentives held out by international institutions are viewed as symbols of an emerging Western identity in the affected country. Epstein first explains how a liberal worldview and institutions like the European Union, World Bank, the International Monetary Fund, and the North Atlantic Treaty Organization go hand-in-hand and why Western nations assume that a broad and incremental program of incentives to join will encourage formerly authoritarian states to reform their political and economic systems.
