GAO reviewed several WPRS projects under construction to determine: (1) what charges will be made for the water; (2) to what extent the charges will cover the costs to the Federal Government for providing the water; and (3) whether farmers could pay more for the water without impairing their operations or seriously damaging their profits. Legislation originally stipulated that the charges for Federal water should return all the costs of building the irrigation projects; however, subsequent laws have not required certain beneficiaries to repay their share in full. WPRS fixes a price for its irrigation water according to the farmer's ability to pay for the water, which is the amount left over from an average farmer's gross income after deducting all production costs. This amount is much less than the Federal Government's cost of producing the water. A GAO economic analysis indicated that charging full cost for the water at a 7.5 percent interest level would be too expensive for farmers to afford Federal water. GAO found that charging a full-cost price without the interest charge, called the interest-subsidy price, would lower the cost of irrigated agriculture and increase yield enough so that farmers could probably increase their net income by buying Federal water.

Neither is it suggested that the charges proposed can be paid by all of the growers, this also being because of the differences mentioned above. Water policy at the national and regional levels will need to accommodate these forces or water is likely to become undervalued. The inefficient use of this resource will lessen a country's comparative advantage in world markets and slow its transition to higher incomes, particularly in rural households. While professionals widely agree on what constitutes sound water resource management, they have not yet reached a consensus on the best ways of implementing policies. Policymakers have considered pricing water - a debated intervention - in many variations. Setting the price 'right,' some say, may guide different types of users in efficient water use by sending a signal about the value of this resource. Aside from efficiency, itself an important policy objective, equity, accessibility, and implementation costs associated with the right pricing must be considered. Focusing on the examples of China, Mexico, Morocco, South Africa, and Turkey, Pricing Irrigation Water provides a clear methodology for studying farm-level demand for irrigation water. Book excerpt: In this paper, we estimate the allocative inefficiency of groundwater in Pakistani agriculture and compare it across a set of farm-level constraints, using a panel dataset of rural households. The farm-level constraints include tenure, farm size, access to surface water and location on a watercourse. We use a stochastic approach, based on a system of equations to estimate both the technical efficiency of farms and the allocative efficiency of groundwater use. The allocation of surface irrigation water in Pakistan is fixed per unit of land, so its allocative inefficiency cannot be estimate. Therefore, we will treat surface water as a fixed factor and focus mainly on groundwater. The analysis sheds light on the utilization of irrigation water across a set of farm-specific characteristics. It also provides a basis for a psssible redesign of water policy. The results in this paper constitute the empirical basis for policy work that we will focus on in our future work.
