Available in PDF, EPUB and Kindle. Book excerpt: Irrigation is the dominant consumer of fresh water world-wide, accounting for as much as 80% of use in many water-short countries. Two issues dominate the problems in water resources management generally, and especially the management of irrigation systems: scarcity of water to meet competing demands, and scarcity of funds to finance operation, maintenance and renewal of existing facilities. Various international conferences, donor policies and academic papers have pointed to the contribution that appropriate irrigation service charging systems can make to both problems. This book is unique in that it connects policy objectives in water pricing with the practicalities of a setting up an irrigation water charging systems. It discusses the different types of water charging systems as well as the basis for quantifying and calculating the charges in the real world. Based on practical experiences in a range of countries , it also looks at possibilities for cost rationalizations and developing a broad range of revenue streams. The book concludes with a systematic explanation on how to design an irrigation water charging system - looking at assessment, billing and improving collection performance.

Book excerpt: Much hope has been vested in pricing as a means of helping to regulate and rationalize water management, notably in the irrigation sector. The pricing of water has often been applied universally, using general and ideological policies, and not considering regional environmental and economic differences. Almost 15 years after the emphasis laid at the Dublin and Rio conferences on treating water as an economic good, a comprehensive review of how such policies have helped manage water resources an irrigation use is necessary. The case-studies presented here offer a reassessment of current policies by evaluating their objectives and constraints and often demonstrating their failure by not considering the regional context. They will therefore contribute to avoiding costly and misplaced reforms and help design water policies that are based on a deeper understanding of the factors which eventually dictate their effectiveness.

These solutions are based on widely available technology and new management and governance options. The main message of Re-engaging in Agricultural Water Management is that the irrigation and drainage sector should not continue to be dealt with as a standalone sector, but should be integrated into a broader perspective, one that embraces the objectives of productivity growth, poverty reduction, natural resources management and environmental protection."

Book excerpt: Excerpt from Permissible Annual Charges for Irrigation Water in Upper San Joaquin Valley: A Cooperative Report by the College of Agriculture, University of California Table 1 shows the, excess of farm income over the costs of producing and harvesting the crops considered, together with interest on the average investment at 6 per cent per annum; also the amounts it is believed can reasonably be. Paid for irrigation water. The costs considered permissible. Are for a full supply of water delivered at the land on which it is to be used. And are therefore intended to include all such items as interest and principal payments on necessary capital expenditures for irrigation works and water supply, costs of maintenance and operation of irrigation works, as ordinarily understood, and supplemental pumping. It is not suggested that none of the growers in the upper San Joaquin Valley can pay higher irrigation charges for the different crops studied than are arrived at herein. Some, of course, produce more than others. And there are wide differences in the efficiency of growers, types of farm enterprises, amount of: working capital available, and the numerous other factors that determine cost of production and farm income. Neither is it suggested that the charges proposed can be paid by all of the growers, this also being because of the differences mentioned above. The permissible charges suggested are intended to be base, charges which will be assessed in accordance with the earning capacity of the land; that is. On a benefit or ad valorem basis. Book excerpt: If irrigated production is to make a significant contribution to food security and economic growth in Sub Saharan Africa, it will have to be re-structured across the region as a whole. This is the main conclusion of a study undertaken by FAO to analyse the drivers of demand for irrigated production in Sub-Saharan Africa (SSA). Steeply rising commercial food import bills for staple crops across SSA are indicative of the level demand that is not being met from domestic production. The increase of area under equipped/spate irrigation for the whole of Africa over the last ten years amounts to 1.27 million ha, which is equal to about 127 000 ha a year. This rate of growth has proved too low to have an impact on food import bills and buffer regional food security. However, within subregional trading groups there is scope for consolidation of market supply. Irrigated production opportunities in SSA could be realised where natural resources and markets coincide, but only through a great deal more attention to costs of production, price formation, effective water allocation mechanisms, economically efficient water use and strong, responsive institutions.

Book excerpt: This book is an outcome from the International Expo 'Water and Sustainable Development' held in Zaragoza (Spain) in 2008. Support from the Spanish Ministry of Environment, Caja Rioja, Government of Aragon, and the World Bank is acknowledged. 'Few resources will play a more important role in shaping our economic future, or face more daunting challenges, than water. This internationally acclaimed team of experts has produced a first-rate volume that is full of intriguing, practical ideas for meeting those challenges in a rich variety of institutional settings.' Tom Tietenberg, Mitchell Family Professor of Economics, Emeritus, Colby College, USA 'This volume brings together two critical but interrelated dimensions of water challenge, i.e. water pollution, particularly from non-point sources, and water conservation. The editors are well known experts on the subject as are the contributors.' R. Maria Saleth, International Water Management Institute, Sri Lanka and Associate Editor, Water Policy 'The profound contribution of this volume is that it brings together various economic concepts and policy dilemmas regarding water shortages, non-point source pollution, efficiency of water use and irrigation technology. Recommended reading for anyone working in the area of water management.' Henk Folmer, University of Groningen and Wageningen University, The Netherlands As countries face deteriorating water and environmental quality as well as water shortages, pollution control and the efficiency of water use become of paramount importance. Agriculture is one of the main non-point polluters of water bodies and irrigation for agriculture is one of the main consumers of water. While it is very hard to regulate pollution from agriculture, attempts have been made via economic and command and control instruments, and also through investments in technologies and ecosystems recovery. Coping with non-point pollution takes the form of both policy intervention and technology development. Likewise it is recognized that irrigation efficiency varies across countries, influenced by both technology and supporting adoption policies. Countries that lead in irrigation technology and supporting policies have certain traits in common. They face very high scarcity and are pushed to find innovative solutions, both technical and policy related. The recent multibillion investments in irrigation technologies in Spain, and similar proposals in Australia, for example, highlight the potential of irrigation technologies to cope with scarcity and water quality degradation. This book reviews all of the above issues, presents experiences in selected countries, and assesses the degree of success of alternative policies for coping with non-point water pollution and improving irrigation efficiency.

After decades of successfully expanding irrigation and improving productivity, farmers and managers face an emerging crisis in the form of poorly performing irrigation schemes, slow modernization, declining investment, constrained water availability, and environmental degradation. More and better investments in agricultural water are needed. In response, the World Bank, in conjunction with many partner agencies, has compiled a selection of good experiences that can guide practitioners in the design of quality investments in agricultural water. The messages of 'Shaping the Future of Water for Agriculture: A Sourcebook for Investment in Agricultural Water Management' center around the key challenges to agricultural water management, specifically: - Building policies and incentives - Designing institutional reforms - Investing in irrigation systems improvement and modernization - Investing in groundwater irrigation - Investing in drainage and water quality management - Investing in water management in rainfed agriculture - Investing in agricultural water management in multipurpose operations - Coping with extreme climatic conditions - Assessing the social, economic, and environmental impacts of agricultural water investments 'Shaping the Future of Water for Agriculture' is an important resource for those interested and engaged in development with a focus on agricultural water.
