Book excerpt: The global community acknowledges the essential nature of potable water and proper sanitation to the realization of human rights. Since 1959 federal, state and tribal efforts have focused on the goal of equitably providing these services to Alaska Native villages. However, demographic and geographical realities along with limited resources pose formidable challenges to achieving this lofty goal. This thesis explores the challenges to providing safe drinking water in remote Interior Alaska villages and their impact on self-reliance from the perspectives of knowledgeable village residents. Findings from a grounded theory analysis reveal that despite competence and concerted efforts to meet community needs, social and institutional dimensions pose difficulties to sustainable water services. Such challenges include community perceptions about treated water, communication barriers, unharnessed local expertise and opportunities to develop local capacity, complicated needs assessment and resource acquisition processes, mismatched policies and technology vis-a-vis the realities of village living, and resident out migration.

Book excerpt: This dissertation addresses the need for a better understanding of how water and sanitation infrastructure and water use behaviors come together to influence health. The ultimate aim is to inform water infrastructure designs and behavior change programming for the prevention of acute respiratory infections (ARIs), skin infections, and diarrhea. All three diseases are of public health significance in Alaska, and all three can be prevented by proper access and use of water and sanitation services. I begin the dissertation by illustrating that some residents who have access to treated water continue to consume untreated river water and rain. In fact, 82% of respondents (n=172) reported that some of their drinking water came from an untreated source. Motives for drinking untreated water could be categorized into six themes: chemicals, taste, health, access, tradition, and cost. The next chapter describes the design and impact of a health promotion program to increase consumption of treated water. Book excerpt: With its oil wealth and an environment of abundant rivers, lakes, and the largest coastline in the United States, Alaska is one of the last places one would expect to find water insecurity. Yet approximately one third of households in remote Alaska Native villages lack in-home piped water and suffer the health consequences of poor sanitation and inadequate treated water. This problem has become particularly acute in the wake of surging energy prices and a concomitant shift in policies that increasingly require demonstrated economic sustainability before funding will be allocated for village water and sanitation projects. In response to increasing costs of living and the failure of development projects to foster the conditions under which they would be able to provide for their needs, many Iñupiat assert the importance of traditional values, practices and values that from their view constitute a path out of insecurity and into self-sufficiency. These Iñupiat point to modern technology as the source of what they call the spoiling of their communities. In this dissertation, I explore the disjuncture between how the state and the Iñupiat signify historical and contemporary issues and solutions around water, energy, and development. I suggest that the unintended consequences of decades of interventions to improve Iñupiaq health and well-being have been manufactured insecurity that is exacerbated by weakened social networks of reciprocity (the Iñupiaq traditional value of sharing), and rendered invisible by sustainability policies. I argue that these multifaceted processes of domination and suffering are all part of what many Iñupiat describe spoiling. In other words, when the Iñupiat talk about being spoiled by technology, they are talking about the historical domination by the state over their social reproduction in ways that produce and exacerbate the insecurities characterizing daily life in these remote villages.
