Book excerpt: The world's freshwater resources are coming under growing pressure through such environmental hazards as human waste, urbanization, industrialization, and pesticides. The problems are exacerbated through drought in many parts of the world. The improvement of the water quality itself and access to it have been major concerns for politicians and development agencies for over a decade. First officially formulated at the Rio Earth Summit of 1992, they have been restated or expanded since then. The UN Millennium Declaration of 2000 transformed general guidelines into specific targets. The international community pledged "to halve by 2015 the proportion of people who are unable to reach, or to afford, safe drinking water" and "to stop the unsustainable exploitation of water resources, by developing water management strategies at the regional, national and local levels, which promote both equitable access and adequate supplies." Thus, ten years after Rio it is time to take stock. Development redirects, consumes, and pollutes water. Maintaining a sustainable relationship between water and development requires that current needs be balanced against the needs of future generations. The development community has transformed and broadened its approach to water since the 1980s. As stresses on the quality and availability of water have increased, donors have begun to move toward more comprehensive approaches that seek to integrate water into development in other sectors. This evaluation examines the full scope of the World Bank s lending and grant support for water activities. More than 30 background papers prepared for the evaluation have analyzed Bank lending by thematic area and by activity type. IDA and IBRD (the Bank) have supported countries in many water-related sectors. The evaluation, by definition, is retrospective, but it identifies changes that will be necessary going forward, including those related to strengthening institutions and increasing financial sustainability. Lessons and results from nearly 2,000 loans and credits, and work with 142 countries are identified.

The demand for water resources is increasing mainly due to rapid population growth, industrialization and urbanization and dealing with water-related issues has been complex and challenging for sustainable growth. Whilst there are various efforts by national governments, non-government organizations and communities to effectively and efficiently utilize and manage water resources, there are few comprehensive studies in sub- Saharan Africa that show the impact of the efforts on poverty reduction. Although certain reports indicate that many SSA countries lack clear vision on how water use can be harnessed with pro-poor growth and how poor communities can be capacitated to use water for poverty reduction, there are little exhaustive studies that clearly show familiar and innovative water use and management interventions followed by communities, national governments and other stakeholders, and demonstrate the challenges and successes of the same. Cognizant of the knowledge gap, in 2012 OSSREA launched a research project on ordinary and innovative water use and management patterns and practices in SSA, with a view to generate new knowledge on unexploited opportunities that could enhance the contribution of water resources to poverty reduction. This anthology documents various issues including water use and management in agriculture especially in irrigation projects in Ethiopia, Kenya, Uganda and Zimbabwe; water harvesting in Kenya and Uganda; the role of local water use institutions in Ethiopia; and water source maintenance and protection in Uganda.

Book excerpt: The discourse on the human right to water presents deliberations on the concept, content and rationale for the right, with little attention to the practical question of translating the right into reality. This book aims to fill this void by focusing on ‘realization’ of the right by its holders, examining how effective the mechanisms are for ‘implementing’ the right in enabling its universal realization. In a quest to answer this question, the book draws a conceptual differentiation between ‘implementation’ and ‘realization’ of the right, arguing that unlike implementation - which is an objective process of creation and implementation of measures such as legal frameworks, institutional structures or policy and action guidelines, realization of the right is a subjective process that extends much beyond. It takes shape within specific contextual settings which may include varied situations, yet remains neglected in the related academic and action forums. This book attempts to address this void by discussing some of the most significant contexts and the underlying problems and concerns that strongly influence realization of the human right to water. It contends that if the right is to be truly realized, these different contexts - which can be further classified as 'objective' and 'subjective' - must be understood, analysed and appropriately addressed before framing and implementing relevant action. The book further situates the human right to water discourse in a broader interdisciplinary perspective, expanding its scope beyond the narrower legal dimensions, linking it to the wider field of water resources management/governance.
