The aim of Unraveling Internal Conflicts in East Asia and the Pacific is to provide an original look at these civil wars. Bercovitch and DeRouen, Jr., do this in four sections: The first, titled "Security and Internal Conflicts in the Region," is an overview of conflict and conflict management in the region. Book excerpt: From Rebellion to Riots is a critical analysis of the roots of contemporary violence in one of Indonesia's most ethnically heterogeneous provinces, West Kalimantan. Since the late 1960s, this province has suffered periodic outbreaks of ethnic violence among its Dayak, Malay, Madurese, and ethnic Chinese populations. Citing evidence from his research, internal military documents, and ethnographic accounts, Jamie S. Davidson refutes popular explanations for these flare-ups. The recurrent violence has less to do with a clash of cultures, the ills of New Order-led development, or indigenous marginalization than with the ongoing politicization of ethnic and indigenous identity in the region. Looking at key historical moments, markedly different in their particulars, Davidson reveals the important links between ethnic violence and subnational politics. In one case, army officers in Soeharto's recently established New Order regime encouraged anti-Chinese sentiments. To move against communist-inspired rebellion, they recruited indigenous Dayaks to expunge tens of thousands of ethnic Chinese from interior towns and villages. This counter-insurgent bloodshed inadvertently initiated a series of clashes between Dayaks and Madurese, another migrant community. Driven by an indigenous empowerment movement and efforts by local elites to control benefits provided by decentralization and democratization, these low-intensity riots rose to immense proportions in the late 1990s. From Rebellion to Riots demonstrates that the endemic violence in this vast region is not the inevitable outcome of its ethnic diversity, and reveals that the initial impetus for collective bloodshed is not necessarily the same as the forces that sustain it. And why does postconflict violence take different forms and have different intensities? By developing a new theory of postconflict violence Patrick Barron's When Violence Works makes a significant contribution to our understanding. Barron picks out three postconflict regions in Indonesia in which to analyze what happens once the "official" fighting ends: North Maluku has seen peace consolidated; Maluku still witnesses large episodes of violence; and Aceh experiences continuing occurrences of violence but on a smaller scale than in Maluku. He argues that violence after war has ended (revenge killings, sexual violence, gang battles, and violent crime, in addition to overtly political conflict) is not the result of failed elite bargains or weak states, but occurs because the actors involved see it as beneficial and lowcost. His findings pertain directly to Indonesia, but the theory will have relevance far beyond as those studying countries such as Colombia, the Philippines, Iraq, Afghanistan, and Syria seek a framework in which to assess what happens after war ends. Barron's theory also provides practical guidance for policymakers and development practitioners. Representatives of 29 independent Asian and African countries met in Bandung, Indonesia, to discuss matters ranging from national unity, cooperation, decolonization, peace, economic development and their role to play in international policy. The ten points’ declaration of the conference, the so-called ‘Spirit of Bandung’, included the principles of nationhood for the future of the newly independent nations and their interrelations. After the conference most ‘non-aligned’ Asian and African countries opted for philosophies of national unity to guarantee peace and stability. Much is required of a philosophy of national unity. It should connect and inspire citizens via shared ideals, provide a basis for equal citizenship, construct a national history and national identity, being the foundation for laws and institutions etc.. Nowadays, changed international relations have created a diversity of views on secular or religious philosophies of national unity. This development has only made the question of the role of religion in this post-secular era more pressing. In the context of the resurgence of religions, the Bandung conference marks the increasing relevance of the choice at the time for a secular or religious approach. In the African case of Tanzania, the Ujamaa philosophy was secular although Tanzania had a ‘civic religion’. In the Asian case of Indonesia, the philosophy of Pancasila was ‘religious pluralistic’ by recognizing six ‘official’ religions. In both this and other countries, the philosophies of national unity are now contested. Therefore, 68 years after the Bandung Conference, experts from Africa, Asia and Europe do critically answer the questions: - What philosophy, secular or religious, succeeds or succeeded in promoting peace and stability? - Are there comparable philosophies of national unity from other countries?
