This book was released on 2005-11-03 with total page 39 pages. Available in PDF, EPUB and Kindle. Book excerpt: Section 214 of the E-government Act of 2002 called on the Administrator of the Office of Electronic Government in the Office of Management and Budget, in consultation with the Federal Emergency Management Agency (FEMA), to "ensure that a study is conducted on using information technology to enhance crisis preparedness, response, and consequence management of natural and manmade disasters." The section cited as a goal "to improve how information technology is used in coordinating and facilitating information on disaster preparedness, response, and recovery, while ensuring the availability of such information across multiple access channels." In early 2005, FEMA, via a subcontract through Battelle Memorial Institute, asked the Computer Science and Telecommunications Board (CSTB) of the National Research Council (NRC) to undertake a two-phase study on these issues. Summary of a Workshop on Using Information Technology to Enhance Disaster Management culminates phase 1 of the project. CSTB established the Committee on Using Information Technology to Enhance Disaster Management, and a public workshop was held under the committee's auspices on June 22-23, 2005. The committee's goal for the workshop was to establish a base of information for its study by hearing about present and future uses of IT from the perspective of federal, state, and local disaster management officials and users together with a sampling of relevant IT research and development activities. A variety of representatives of federal, state, and local government agencies, private industry, and the research community participated. Panelists at the workshop presented a range of views on the present state of the art and practice and future opportunities to harness information technology to aid in the management of natural and human-made disasters. This report summarizes some of the key points made by workshop participants. This report also contains the workshop agenda and includes biographical information for committee members and staff. In phase 2 of its study, the committee will supplement the inputs received at the workshop with information gathered at several site visits and a series of additional briefings. Phase 2 will culminate in a final report, expected in spring 2006, which provides findings and recommendations on requirements for effective use of information technology for disaster management, research and development needs and opportunities, and related research management and technology transition considerations.

The book addresses the key issues related to crises management and social media as the new platform to assist citizens and first responders dealing with multiple forms of crisis, from major terrorist attacks, larger scale public disorder, large-scale movement of people across borders, and natural disasters. The book is based on the results and knowledge gained during the European Commission ATHENA project which has been addressing critical issues in contemporary crisis management and social media and smart mobile communications. This book is authored by a mix of global contributors from across the landscape of academia, emergency response and experts in government policy and private industry. This title explores and explains that during a modern crisis, the public self-organizes into voluntary groups, adapt quickly to changing circumstances, emerge as leaders and experts and perform life-saving actions; and that they are increasingly reliant upon the use of new communications media to do it.

Available in PDF, EPUB and Kindle. Book excerpt: Social Sensing and Big Data Computing for Disaster Management captures recent advancements in leveraging social sensing and big data computing for supporting disaster management. Specifically, analysed within this book are some of the promises and pitfalls of social sensing data for disaster relevant information extraction, impact area assessment, population mapping, occurrence patterns, geographical disparities in social media use, and inclusion in larger decision support systems. Traditional data collection methods such as remote sensing and field surveying often fail to offer timely information during or immediately following disaster events. Social sensing enables all citizens to become part of a large sensor network which is low cost, more comprehensive, and always broadcasting situational awareness information. However, data collected with social sensing is often massive, heterogeneous, noisy, and unreliable in some aspects. It comes in continuous streams, and often lacks geospatial reference information. Together, these issues represent a grand challenge toward fully leveraging social sensing for emergency management decision making under extreme duress. Meanwhile, big data computing methods and technologies such as high-performance computing, deep learning, and multi-source data fusion become critical components of using social sensing to understand the impact of and response to the disaster events in a timely fashion. This book was originally published as a special issue of the International Journal of Digital Earth.

Book excerpt: Following an earlier NRC workshop on public response to alerts and warnings delivered to mobile devices, a related workshop was held on February 28 and 29, 2012 to look at the role of social media in disaster response. This was one of the first workshops convened to look systematically at the use of social media for alerts and warnings-an event that brought together social science researchers, technologists, emergency management professionals, and other experts on how the public and emergency managers use social media in disasters. In addition to exploring how officials monitor social media, as well as the resulting privacy considerations, the workshop focused on such topics as: what is known about how the public responds to alerts and warnings; the implications of what is known about such public responses for the use of social media to provide alerts and warnings to the public; and approaches to enhancing the situational awareness of emergency managers. Public Response to Alerts and Warnings Using Social Media: Report of a Workshop on Current Knowledge and Research Gaps summarizes presentations made by invited speakers, other remarks by workshop participants, and discussions during parallel breakout sessions. It also points to potential topics for future research, as well as possible areas for future research investment, and it describes some of the challenges facing disaster managers who are seeking to incorporate social media into regular practice.
