This report provides an overview of the major trade and economic effects of the FTA over the three years ending in 2006. It also includes detailed information on key provisions of the agreement and legislative action. The U.S.-Singapore FTA has taken on new importance in trade policy because the United States is engaged in negotiations to join the Trans-Pacific Partnership (TPP). The TPP negotiations are the first major market-opening initiative of the Obama Administration. On December 14, 2009, United States Trade Representative Ron Kirk notified Congress of the intent to enter into the TPP negotiations. The objective is to shape a high-standard, broad-based regional free trade agreement with Australia, Brunei Darussalam, Chile, New Zealand, Peru, Singapore, and Vietnam. The first round of negotiations began March 15, 2010, in Sydney, Australia. The U.S.-Singapore FTA has provided greater access for U.S. companies, has been instrumental in increasing bilateral trade, and has provided reassurance to Singaporeans of U.S. interest in the country. Book excerpt: On 31 July 2003, the Senate and, on July 24, the House passed H.R.2739 (United States-Singapore Free Trade Agreement Implementation Act) which is to implement the U.S. - Singapore Free Trade Agreement (FTA). The FTA would, with a phase-in period, eliminate tariffs on all goods traded between the United States and Singapore, cover trade in services, and protect intellectual property rights. The agreement has received support from the business community and consumer organisations but has been criticised by labour and some environmental interests. Some of the specific concerns raised deal with the restrictions on penalties for unresolvable disputes over labour and environmental issues, the Integrated Sourcing Initiative, potential capital controls, temporary visas, and access for U.S. exports of chewing gum. Since Singapore is a relatively small economy, the economic effects of the U.S. - Singapore Free Trade Agreement, by themselves, are not likely to be great. free trade interests who would benefit from more liberalised trade, particularly in services, and labour or anti-globalisation interests who oppose more FTA's because of the overall impact of imports on jobs and the general effects of globalisation on income distribution, certain jobs, and the environment. Specific provisions of the agreement also have generated debate. This book discusses the problems and issues that the Free Trade Agreement has brought up.

Book excerpt: As the United States and Singapore adjust to the provisions of the FTA, it becomes increasingly difficult to separate out the effects of the FTA from that which has occurred because of other economic forces. [...] The FTA has provided greater access for U. S. companies, has been instrumental in increasing bilateral trade, and has provided reassurance to Singaporeans of U. S. interest in the country at a time when many in the region perceived that the United States had been focused on the Middle East and "neglecting" Asia. [...] The U. S. balance of trade in services with Singapore declined from a surplus of $4.0 billion in 2001 to $1.2 billion in 2005 but rose to $4.2 billion in 2008. [...] As for imports from the United States in previous years, in 2005, Singapore imported $1,298 and 2006, $246 worth of American chewing gum.4 Trade and Market Access in Services U. S. business interests point out that the greatest potential effect of the U. S.-Singapore FTA is likely to be increased access by U. S. companies to Singapore's market in services. [...] In the Singapore case, U. S. income from assets owned in Singapore increased from $3.9 billion in 2001 to $6.7 billion in 2003, and after the FTA jumped to $14.3 billion in 2006 and $21.1 billion in 2008.5 In 2008, Singaporean investors earned $6.3 billion on their assets in the United States for a $14.8 billion surplus for the United States.
