Available in PDF, EPUB and Kindle. Book excerpt: This timely book examines the quiet revolution that is currently unfolding in Latin America and its likely consequences for U.S. trade and investment with and within that region. Receiving meager coverage by America's media, a virtual sea of change has taken place in Latin America during the past few years. Democratically elected leaders have labored to extricate their economies from the debt-laden stagnation of the lost decade by pursuing far-reaching stabilization and liberalization reform programs. Under President George Bush's proposed Enterprise Initiative for the Americas (EAI) and negotiations toward the formation of a North American Free Trade Area (NAFTA) with Mexico, U.S. economic policy toward Latin America is now in the midst of a dramatic revision that seeks to rectify the neglect of the past and replace it with active encouragement of economic and political change. The authors investigate the forces behind the lost decade in Latin America, the adjustment efforts that have emerged in its wake, and the enhanced potential of Latin economies as trade partners and investment outlets under the EAI and NAFTA. They look at these developments in the light of regionalizing trends afoot in the global economy at large and argue that stronger ties with Latin America are essential to the future well-being of the United States. After outlining the emergence of global economic regionalism and its likely impact upon the United States and Latin America, the authors trace the origins of the latter's lost decade to the debt crisis of the early 1980s, the inadequacy of past international strategies to manage it, and the adoption of strenuous adjustment programs by Latin nations to deal with both debt repayment and the legacy of misguided development approaches. They show how the EAI is meant to accelerate the movement toward reliance upon free-market forces in Latin America and how the United States is likely to benefit from closer economic ties with the countries of that region. A full account of NAFTA's proposed liberalization of trade between the United States and Mexico follows, as the authors investigate its origins, examine Mexico's adjustment record, and list the gains that both nations are likely to realize under a free-trade accord. They then look at two sets of Latin economies, the first of which is formed by Chile, Venezuela, Bolivia, and Colombia and the second comprised of Brazil, Argentina, and Peru. While the former are prepared for economic integration with the United States, major problems impair the ability of the latter to become full-fledged participants in an economic pact with the United States. The analysis presented in the book should be of substantial value to businessmen, students of world affairs, as well as those with a specific interest in U.S.-Latin relations.

Book excerpt: Latin American and Caribbean Trade Agreements: Keys to a Prosperous Community of the Americas is the essential reference guide for companies trading with Latin America and the Caribbean or wishing to use a country in the region as an export platform. This work fills the void in academic texts that are used to teach courses on economic integration in the Western Hemisphere. It provides a road map for the Obama Administration to launch an ambitious project designed to encourage economic growth, promote energy security, and reduce harmful greenhouse gas emissions, while at the same time realistically meeting the development needs of Latin America and the Caribbean. Latin American and Caribbean Trade Agreements: Keys to a Prosperous Community of the Americas posits that the myopic focus of past United States administrations on free markets to spur economic development in the Western Hemisphere is not enough. A bolder and more ambitious project that also seeks to redress many of the deep-seated problems that have long plagued the region is required. The Community of the Americas proposed in this book rests upon the important work that has already been done at the sub-regional level in terms of economic and political reform, identifying infrastructure and human capital needs, and regulating migration. It provides a new and cohesive vision for U.S. policy in Latin America and the Caribbean.

Book excerpt: Geographic proximity has ensured strong linkages between the United States and Latin America and the Caribbean, based on diverse U.S. interests, including economic, political, and security concerns. The United States is a major trading partner and the largest source of foreign investment for many countries in the region, with free-trade agreements enhancing economic linkages with 11 countries. The region is a large source of U.S. immigration, both legal and illegal; proximity and economic and security conditions are major factors driving migration. The United States provides foreign assistance to the nations of Latin America and the Caribbean to support development and other U.S. objectives. U.S. policymakers have emphasized different strategic interests in the region at different times.

Book excerpt: This title was first published in 2000: United States economic assistance programs in Latin America have been frequently restructured during the course of the past four decades. This book examines the evolution of US aid to the region, describes and explains US aid to the region since 1960. Focus is placed on four successive initiatives, the Alliance of Progress for the 1960s, the New Directions Mandate of the 1970s, the Private Enterprise Initiative of the 1980s and the Democracy Initiative of the 1990s. Empirical examples of actual programs, drawn from primary source documents, are used to illustrate more general propositions. The primary objectives of this study are to describe and explain US assistance policy toward Latin America during the past four decades and account for changes in the aid regime over time. Such assistance is typically linked to either the developmental needs of recipient countries, or the economic interests of transnational corporations.

Book excerpt: In this innovative synthesis and reconstruction of the role of trade in Latin American development, the author asks what have been the political terms of trade in Latin America, and why have they differed so much from the multilateral and national trade politics of the advanced capitalist countries, especially the United States? He shows, in great detail, how a new conceptual approach to this question can help us to understand why, and with what limits, Latin America now seems ready to accept the mantle of free trade. This book is a unique attempt to link some of the most provocative hypotheses from the literatures of international trade, development, regional economic history, and resource management to national politics in Latin America. It takes a fresh look at old academic questions, critiques the received knowledge on trade, and offers some new data, documents, and indexes. To the standard literature on Latin American trade, the author adds insights and information from other literatures - resource conservation, poverty alleviation, and national development strategies, to name a few. The current trend toward looking at constraints and possibilities in the trade system is reshaped to ask familiar questions in a concrete, empirical way. What changes in development design come from external shock, and under what conditions? Does the pressure of the international system actually force Latin American countries to alter their rates and kinds of natural resource exploitation? Can a political course of export promotion address the debt crisis effectively? Are the multilateral trade negotiations a useful format for Latin American trade and development problems? And, finally, can we sayanything with authority about Latin America as a region?
