Available in PDF, EPUB and Kindle. Book excerpt: The United Nations Development Programme is the central network co-ordinating the work of the United Nations in over 160 developing countries. This 2006 book provides the first authoritative and accessible history of the Programme and its predecessors. Based on the findings of hundreds of interviews and archives in more than two dozen countries, Craig Murphy traces the history of the UNDP's organizational structure and mission, its relationship to the multilateral financial institutions, and the development of its doctrines. He argues that the principles on which the UNDP was founded remain as relevant in a world divided by terrorism as they were in the immediate aftermath of the Second World War, as are the fundamental problems that have plagued the Programme from its origin, including the opposition of traditionally isolationist forces in the industrialized world.

Book excerpt: This report revisits the theoretical concepts of inequalities including their measurements, analyzes their global trends, presents the policy makers' perception of inequalities in 15 countries and identifies various policy options in combating this major development challenge of our time. The report makes the basic point that in spite of the impressive progress humanity has made on many fronts over the decades, it still remains deeply divided. In that context, it is intended to help development actors, citizens, and policy makers contribute to global dialogues and initiate conversations in their own countries about the drivers and extent of inequalities, their impact, and the ways in which they can be curbed.

Book excerpt: This volume provides a short and accessible introduction to the organization that serves as the primary coordinator of the work of the UN system throughout the developing world –the United Nations Development Programme (UNDP). The book: traces the origins and evolution of UNDP, outlining how a central UN funding mechanism and field network developed into a more comprehensive development agency evaluates the UNDP’s performance and results, both in its role as system coordinator and as a development organization in its own right considers the return of the UNDP to a more central role within the UN development system, in order to review the successive attempts at UN development system reform, the reasons for failure and the future possibilities for a more effective system with the UNDP at the centre. Offering a clear, comprehensive overview and analysis of the organization, this work will be of great interest to students and scholars of development studies, international organizations and international relations.

They can be extremely destructive in nature and pose a great risk to public health. Floods occur due to excess rainfall or when water flow exceeds the channel's capacity in a water body. Flood risk management is a modern day approach to deal with flood risks. It aims to reduce the damage to life and property in ways that balance this aim against other considerations. It makes use of hydrological modeling to forecast floods. This book is a compilation of chapters that discuss the most vital concepts and emerging trends in the field of flood risk management. From theories to research to practical applications, case studies related to all contemporary topics of relevance to this field have been included herein. As this field is emerging at a rapid pace, the contents of this book will help the readers understand the modern concepts and applications of the subject.

Book excerpt: Indonesia was founded on the ideal of the "e;Sovereignty of the People"e;, which suggests the pre-eminence of people's rights to access, use and control land to support their livelihoods. Yet, many questions remain unresolved. How can the state ensure access to land for agriculture and housing while also supporting land acquisition for investment in industry and infrastructure? What is to be done about indigenous rights? Do registration and titling provide solutions? Is the land reform agenda "e;legislated but never implemented"e; still relevant? How should the land questions affecting Indonesia's disappearing forests be resolved? The contributors to this volume assess progress on these issues through case studies from across the archipelago: from large-scale land acquisitions in Papua, to asset ownership in the villages of Sulawesi and Java, to tenure conflicts associated with the oil palm and mining booms in Kalimantan, Sulawesi and Sumatra. What are the prospects for the "e;people's sovereignty"e; in regard to land?

Book excerpt: This book examines the role of the international community in the handover of the Dutch colony of West Papua/Irian Jaya to Indonesia in the 1960s and questions whether or not the West Papuan people ever genuinely exercised the right to self-determination guaranteed to them in the UN-brokered Dutch/Indonesian agreement of 1962. Indonesian, Dutch, US, Soviet, Australian and British involvement is discussed, but particular emphasis is given to the central part played by the United Nations in the implementation of this agreement. As guarantor, the UN temporarily took over the territory's administration from the Dutch before transferring control to Indonesia in 1963. After five years of Indonesian rule, a UN team returned to West Papua to monitor and endorse a controversial act of self-determination that resulted in a unanimous vote by 1022 Papuan 'representatives' to reject independence. Despite this, the issue is still very much alive today as a crisis-hit Indonesia faces continued armed rebellion and growing calls for freedom in West Papua.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers a new approach to the extraordinary story of Timor-Leste. The Indonesian invasion of the former Portuguese colony in 1975 was widely considered to have permanently crushed the Timorese independence movement. Initial international condemnation of the invasion was quickly replaced by widespread acceptance of Indonesian sovereignty. But inside Timor-Leste various resistance networks maintained their struggle, against all odds. Twenty-four years later, the Timorese were allowed to choose their political future and the new country of Timor-Leste came into being in 2002. This book presents freedom in Timor-Leste as an accomplishment of networked governance, arguing that weak networks are capable of controlling strong tyrannies. Yet, as events in Timor-Leste since independence show, the nodes of networks of freedom can themselves become nodes of tyranny. The authors argue that constant renewal of liberation networks is critical for peace with justice - feminist networks for the liberation of women, preventive diplomacy networks for liberation of victims of war, village development networks, civil society networks. Constant renewal of the separation of powers is also necessary. A case is made for a different way of seeing the separation of powers as constitutive of the republican ideal of freedom as non-domination. The book is also a critique of realism as a theory of international affairs and of the limits of reforming tyranny through the centralised agency of a state sovereign. Reversal of Indonesia's 1975 invasion of Timor-Leste was an implausible accomplishment. Among the things that achieved it was principled engagement with Indonesia and its democracy movement by the Timor resistance. Unprincipled engagement by Australia and the United States in particular allowed the 1975 invasion to occur. The book argues that when the international community regulates tyranny responsively, with principled engagement, there is hope for a domestic politics of nonviolent transformation for freedom and justice.

Book excerpt: With its low incomes, lagging social indicators and widespread poverty, eastern Indonesia epitomizes the problems of development in Indonesia. The challenge is to advance the economy. But this means more intensive use of natural resources, placing pressure on the region's unique ecosystems. This book explores the trade-offs and synergies between development, social concerns and the environment in Papua, Maluku and East Nusa Tenggara. It is written by leading scholars and experts on the region. They investigate the dilemmas of fishing in eastern Indonesia's seas, the strategies and challenges for mining and forestry, and the efforts to tackle biodiversity conservation and climate change. The book lays out the challenges for development, public administration and public health in Papua. It maps Maluku's road to recovery from conflict. And it examines ways to alleviate poverty in the desperately poor province of East Nusa Tenggara. The book provides an overview of the economy of each of these provinces, making it an essential resource for anyone interested in the challenges of development and environment in eastern Indonesia.

Book excerpt: Indonesia is experiencing an historic and dramatic shift in political and economic power from the centre to the local level. The collapse of the highly centralised Soeharto regime allowed long-repressed local aspirations to come to the fore. The new Indonesian Government then began one of the world's most radical decentralisation programmes, under which extensive powers are being devolved to the district level. In every region and province, diverse popular movements and local claimants to state power are challenging the central authorities. This book is the first comprehensive coverage on decentralisation in Indonesia. It contains contributions from leading academics and policy-makers on a wide range of topics relating to democratisation, devolution and the blossoming of local-level politics.

Book excerpt: Over the past 20 years, gender relations and the expression of power and authority between men and women in Indonesia have been shaped by the forces of reformasi, decentralisation, a reassertion of central power, and economic transitions. These changes have given rise to policy reform, an increase in women’s political representation, and new expressions of diverse gender identities. But to what extent has the 'gender order' of the New Order, where women’s role as a mother was the basis of citizenship, been challenged or just found new articulations? What shape do contemporary contestations to gendered power take? The chapters in this volume bring gender to the centre stage and provide reflections on the political, economic, social, and cultural progress and barriers in achieving gender equality and diversity in Indonesia.
