Book excerpt: As offshore wind energy development grows in the United States, solutions are needed to reduce the underwater noise and substrate vibration generated during fixed-bottom turbine installation to help protect marine life. Monopiles are currently the main turbine foundation type installed globally and impact pile driving, the primary installation method, can be a major source of noise and vibration generation during wind farm construction. Opportunities exist to reduce the amount of noise and vibration produced during future offshore wind farm development. The use of alternative foundation types and installation methods, as well as innovative noise abatement technologies, would help reduce the potential detrimental effects on sensitive marine species. To explore these opportunities, the Department of Energy's Wind Energy Technologies Office, in collaboration with the Bureau of Ocean Energy Management and the National Oceanic and Atmospheric Administration, funded the National Renewable Energy Laboratory and the Pacific Northwest National Laboratory to organize, host, and facilitate a virtual workshop in December 2022. The goal of the workshop was to gather input from the offshore wind energy community on noise reduction strategies for the installation of fixed-bottom offshore wind turbines in U.S. waters across multiple regions, including the U.S. Atlantic Coast, Gulf of Mexico, and Great Lakes to inform recommendations on future research. The joint lab team convened industry representatives, subject matter experts, and regulators to discuss potential pathways to reduce noise and vibration associated with fixed-bottom turbine installation, including the practicality of using alternative foundations and installation methods, the effectiveness of noise abatement technologies, as well as research and monitoring needs. Overall, there was a high level of interest and engagement in the workshop. The sessions provided an opportunity for significant exchange of information between workshop participants from across sectors. Participants identified a variety of opportunities for next steps towards the noise reduction of offshore wind turbine installation in U.S. waters, including recommendations for future investments to provide certainty in the use of new technologies associated with alternative foundation types, noise abatement systems, and efficacy monitoring.

Book excerpt: At the direction of the U.S. Department of Energy's Wind Energy Technologies Office (WETO), the National Renewable Energy Laboratory (NREL) and the Pacific Northwest National Laboratory (PNNL) distributed an online questionnaire to gather feedback on research and development priorities regarding underwater noise associated with fixed-bottom offshore wind turbine installations in U.S. waters. For background, NREL and PNNL, the project team, hosted a virtual workshop in December 2022 to gather initial input on noise reduction strategies and recommendations for research and development (see the workshop report1 for more information). The Bureau of Ocean Energy Management's Proposed Quieting Performance Target was also presented at the workshop as reference to the scale of noise reduction being considered. To refine and enhance the results of the workshop, the project team distributed a brief questionnaire in May 2023 (Appendix A) to the workshop invitees, 255 potential respondents. In total, 46 respondents completed the questionnaire, and most respondents identified as an Environmental Scientist or Researcher, Government Representative, or an Offshore Wind Project Developer. The 12 questions in the questionnaire were developed in discussions by the project team and informed by guidance from DOE WETO. The research and development themes resulting from the initial workshop informed the six topics presented in the questionnaire: data access, standardization, and model consistency; research, development, and deployment (RDD) of alternative foundation types; RDD of new monitoring strategies and technologies; RDD of noise abatement and mitigation technologies (including alternative installation techniques); research to assess disturbance on marine species and habitats; and supply chain and infrastructure improvements. This report summarizes the results of the questionnaire and provides recommendations to WETO on research and development priorities.

Book excerpt: To place this book in perspective it is useful for the reader to be aware of the recent history of the topic of underwater sound generation at the ocean surface by natural mechanisms. A meeting in Lerici, Italy in 1987 was convened within the NATO Advanced Research Workshop series, to bring together underwater acousticians and ocean hydrodynamicists to examine various mechanisms which generate sound naturally at the ocean surface. A record of that meeting was published in the NATO scientific publication series in 1988 under the title 'Sea Surface Sound'. That meeting was successful in inspiring and co ordinating both participants and non-attending colleagues to examine some key issues which were raised during the course of presentations and discussions. The understanding among those present was that another meeting should be convened 3 years hence to report and review progress in the subject. Accordingly the second conference was convened in Cambridge in 1990, whose proceedings are presented here. This volume represents a very gratifying increase in only a 3 year interval in our understanding of a number of physical processes which generate sound at the peripheries of oceans. In fact it represents both the acceleration of singular effort as well as the development of interdisciplinary sophistication and co-operation. The enthusiasm, goodwill, and intense scientific curiosity which characterized the Lerici meeting carried through to Cambridge. The collegial atmosphere established by the participants was perfectly timed to foster another major advance in studies of ocean surface sound.

Book excerpt: Effects of underwater noise on marine mammals during the piling of foundations for offshore wind farms (platforms and wind turbines) are currently estimated on the basis of exceeding threshold values for the exposure of the animals to underwater noise. This is done through the Ecology and Cumulation Framework (KEC).This study, commissioned by the Wozep program of Rijkswaterstaat, provides more insight into the response of harbour porpoises to pile-driving noise and into the relationship between pile-driving noise and the behavioural response. Based on the data from acoustic monitoring during the construction of the Borssele wind farms in 2019 and 2020 and during the construction of the Gemini wind farms in 2015, it was investigated which acoustic metric (weighted or not weighted for the various species-specific frequency-dependent hearing sensitivity) best explains behavioural changes in the harbour porpoise. Statistical analysis of the detection of porpoise echolocation sounds (porpoise positive minutes measured by CPOD equipment) as a function of the distance from the pile, shows that porpoises are detected less often during pile driving at distances of at least 7 km near Borssele, where the pile-driving noise had to remain within a noise limit, and up to at least 15 km at Gemini, where no noise limit was yet applicable. These distances are considerably smaller than calculated (50% probabilityof disturbance at a distance of approximately 30 km) based on the current KEC methodology.The analysis of the detection of harbour porpoise echolocation sounds as a functionof unweighted and weighted single strike sound exposure level of the piling hits (SELSS) shows various threshold values above which harbour porpoises are detected less often. Due to the applied mitigation measures and masking by ambient noise, it was not possible to determine the SELSS values at Borssele over the same frequency bandwidth as at Gemini. Therefore, the dose-effect relationships are not comparable. The logical assumption that a measure weighted for the hearing sensitivity of animals gives a better prediction for the behavioural response than an unweighted measure is not immediately confirmed by the analysis of the measurement data from the Borssele and Gemini projects.The study also shows that there are problems with the practical implementation of frequency-weighted SELSS, due to the uncertainty in both modelling and measurement of the high-frequency components of pile-driving noise, where ambient noise masks high-frequency pile-driving noise.The measurements at Borssele, where pile-driving noise has been mitigated and where busy shipping results in a high level of background noise, show that it is not always clear whether pile-driving noise is the main source of disturbance.The analysis of the detection of harbor porpoise echolocation sounds as a function ofthe unweighted and weighted sound level (SPL) of the underwater sound at Borssele and Gemini shows a clear shows a clear decrease in detections with increasing SPL values. That suggests that SPL may be a more complete measure for predicting behavioral response than SELSS. However, predicting the total SPL as a result ofall sources requires more information and models than are available, which means that this measure is not yet directly applicable for effect studies.
