The UQ team performed a series of case studies with the following results: minimum detectable activity of a Tomographic Gamma-Ray Scanning system was determined using the Currie formalism. Bootstrapping method was used to generate fluorescence yield parameters and uncertainties. For Hybrid K-Edge Densitometry (HKED) measurements, these parameters can be used to predict the concentration of plutonium and quantify uncertainty in HKED models for nuclear safeguards measurements. Detection efficiency was determined for a coincidence counter using covariance data. The use of covariance information drastically reduced the total uncertainty in the average detection efficiency.

Book excerpt: Nondestructive assay (NDA) of special nuclear material (SNM) is used in nonproliferation applications, including identification of SNM at border crossings, and quantifying SNM at safeguarded facilities. No assay method is complete without "error bars," which provide one widely used way to express confidence in assay results. NDA specialists typically partition total uncertainty into "random" and "systematic" components so that, for example, an error bar can be developed for the SNM mass estimate in one item or for the total SNM mass estimate in multiple items. Uncertainty quantification (UQ) for NDA has always been important, but greater rigor is needed and achievable using modern statistical methods. To this end, we describe the extent to which the guideline for expressing uncertainty in measurements (GUM) can be used for NDA. Also, we describe possible extensions to the GUM by illustrating UQ challenges in NDA that it does not address, including calibration with errors in predictors, model error, and item-specific biases. Here, a case study is presented using gamma spectra and applying the enrichment meter principle to estimate the235U mass in an item. The case study illustrates how to update the ASTM international standard test method for application of the enrichment meter principle using gamma spectra.

(2) Accounting systems; computer based accounting systems that provide the current location of nuclear materials, quantities, and the uncertainty in the assayed values. (3) Measurement systems; detectors, data acquisition systems and data analysis methods that provide accurate assays of nuclear material quantities for the accounting system. The authors expand on this third aspect, measurement systems, by discussing nondestructive assay (NDA) techniques. NDA is defined as the quantitative or qualitative determination of the kind and/or amount of nuclear material in an item without alteration or invasion of the item. This is contrasted with destructive analysis which is the process of taking small samples from the item in question, analyzing those samples by chemical analysis, destroying the original nature of the samples in the process (hence the term destructive), and applying the results to the entire item. Over the past 30 years, numerous techniques, using the atomic and nuclear properties of the actinides, have been developed for reliable, rapid, accurate, and tamper-proof NDA of nuclear materials. The authors distinguish between two types of measurements: the first involving the detection of spontaneously emitted radiation, produced by the natural radioactive decay processes; the second involving the detection of induced radiation, produced by irradiating the sample with an external radiation source.

Extensive revisions and additions have also been made to the description of neutron detectors and to the explanation of neutron coincidence techniques. The chapter on neutron multiplicity techniques is a new addition to this edition. The applications of gamma and neutron techniques have been completely overhauled to remove obsolete systems and to include many current applications. The values of, and references to, nuclear data have been updated. This updated edition is an essential reference for academic researchers and practitioners in the field. This is an open access book.

The most important aspect of the characterization process, establishing radionuclide content, is often achieved by nondestructive assay (NDA). For NDA systems to be approved for use in these applications, measurement uncertainty must be established. Standard propagation of errors methods provide a good starting point for considering the uncertainty analysis of NDA systems for nuclear waste. However, as compared with other applications (e.g., nuclear material accountability), using NDA systems for nuclear waste measurements presents some unique challenges. These challenges, stemming primarily from the diverse nature of the waste materials encountered, carry over into the uncertainty analysis as well. This paper reviews performance measures appropriate for the assessment of NDA uncertainty, describes characteristics of nuclear waste measurements that contribute to difficulties in assessing uncertainty, and outlines some statistics based methods for incorporating variability in waste characteristics in an uncertainty analysis.
