It is here, in Central Europe, that the last two wars began.” Nearing the twentieth anniversary of Communism’s collapse, acclaimed author Anna Porter traveled to Poland, the Czech Republic, Slovakia, and Hungary to discover whether and how democracy has taken root in these former Iron Curtain countries. After all, no other regions of the world are as closely connected in economics, security and politics as Europe and the US. This comprehensive volume makes conceptual progress and empirical contributions in accounting for how EU-US relations have been impacted by a context of multiple EU crises alongside a parallel change in US policies. The authors find strong evidence to suggest that the transatlantic relationship is weakening. This is partly a consequence of the EU’s internal policies, as it becomes more unified and autonomous of the US in some areas, while fragmenting in others. Most importantly, it is a consequence of the two actors’ increasingly diverging perspectives and positions on international issues, institutions, norms and indeed the value of the transatlantic relationship. Although the long-term effects remain to be seen, it is likely that the cracks in the foundation of transatlantic relations will continue into the present and foreseeable future. This book was originally published as a special issue of the Journal of European Integration.

Volume 3 of the series Perspectives on youth focuses on “healthy Europe”, not just in the narrow sense, but in the broader sense of what it is like to be young in a Europe faced with conflict and austerity, and what it feels like to be young as transitions become ever more challenging. The assumption when planning this issue was that health in this broader sense remains a controversial area within youth policy, where the points of departure of policy makers, on the one hand, and young people themselves on the other are often dramatically different; in fact, young people tend to interpret the dominating discourse as limiting, patronising, maybe even offensive. The question of health brings the old tensions between protection and participation as well as agency and structure to the forefront. Not all questions are addressed in detail but many are touched upon. It is, intentionally, an eclectic mix of contributions, to provide a diversity of argumentation and to promote reflection and debate. As has been the intention of Perspectives on youth throughout, we have sought to solicit and elicit the views of academics, policy makers and practitioners, presenting theoretical, empirical and hypothetical assertions and analysis. Perspectives on youth is published by the partnership between the European Union and the Council of Europe in the field of youth in co-operation with, and with support from, four countries: Belgium, Finland, France and Germany. Its purpose is to keep the dialogue on key problems of child and youth policies on a solid foundation in terms of content, expertise and politics. The series aims to act as a forum for information, discussion, reflection and dialogue on European developments and trends in the field of youth policy, youth research and youth work while promoting a policy and youth work practice that is based on knowledge and participatory principles. It uncovers the subtle ways in which misperceptions – and the problems of overcoming them – complicate negotiations. It brings to the forefront misperceptions and sticky beliefs that complicate trade talks between the Global South and the Global North. Empirically, the book examines the recent negotiations of Economic Partnership Agreements between the European Union (EU) and West Africa (2002–2014). In doing so, it enriches the study of negotiations of development-oriented trade agreements in the context of a major North-South partnership. By exploring a constructivist perspective on game theory, the author uncovers how the repeated impasse situations followed from the different "games" both sides expected to be playing. The author shows that such misperceptions endured because they reflected deep-seated normative disagreements not only over the effects of neo-liberal trade reforms, but also over how to structure EU – Africa post-colonial trade relations in the 21st century. Comparing and contrasting both sides’ divergent perspectives helps us to see how trade negotiations are never just about economic interests, but also about the (re)negotiation of the values and ideas that structure state interaction. The book draws on a large set of qualitative primary data on EU-West Africa trade negotiations.
