GAO reviewed relevant federal laws and regulations; analyzed data from fiscal years 2012-2015 on the number and characteristics of child advocate cases served and recommendations made to stakeholders; and interviewed officials at ORR and the Department of Justice's immigration judges, and child advocate service providers in Chicago, Ill.; Brownsville, Tex.; and Washington, D.C.-selected to obtain variation in the number of children served and amount of time the program was operational, among other factors.

A recent impasse over funding a wall caused the longest government shutdown in U.S. history, sharpening partisan divisions across the nation. In the Arizona borderlands, groups of predominantly white American citizens have been mobilizing for decades—some help undocumented immigrants bypass governmental detection, while others help law enforcement agents to apprehend immigrants. Activists on both the left and the right mobilize without an immediate personal connection to the issue at hand, many doubting that their actions can bring about the long-term change they desire. Why, then, do they engage in immigration and border politics so passionately? Divided by the Wall offers a one-of-a-kind comparative study of progressive pro-immigrant activists and their conservative immigration-restrictionist opponents. Using twenty months of ethnographic research with five grassroots organizations, Emine Fidan Elcioglu shows how immigration politics has become a substitute for struggles around class inequality among white Americans. She demonstrates how activists mobilized not only to change the rules of immigration but also to experience a change in themselves. Elcioglu finds that the variation in social class and intersectional identity across the two sides mapped onto disparate concerns about state power. These narcotics and migrant flows are the latest symptoms of deep-rooted challenges in several countries in the region, including widespread insecurity, fragile political and judicial systems, and high levels of poverty and unemployment. The U.S. government and partners in the region have begun to implement new initiatives intended to address those challenges, but living conditions in Central America have yet to improve significantly. U.S. Strategy for Engagement in Central America The Obama Administration determined it was in the national security interests of the United States to work with Central American governments to address their challenges. With congressional support, it launched a new U.S. Strategy for Engagement in Central America and significantly increased aid to the region. The strategy takes a broader, more comprehensive approach than previous U.S. initiatives in Central America and is based on the premise that efforts to promote prosperity, improve security, and strengthen governance are mutually reinforcing and of equal importance. The strategy focuses primarily on the "Northern Triangle" countries of Central America (El Salvador, Guatemala, and Honduras), which face the greatest challenges and are carrying out complementary efforts under their Alliance for Prosperity initiative. It also provides an overarching framework for U.S. engagement with the other countries in the region: Belize, Costa Rica, Nicaragua, and Panama. The Trump Administration has maintained the U.S. Strategy for Engagement in Central America but has adjusted the initiative to place more emphasis on preventing illegal immigration, combating transnational crime, and generating export and investment opportunities for U.S. businesses. The Administration also has sought to scale back U.S. assistance to Central America, but Congress has rejected the majority of the proposed reductions.

Some of them live entirely by themselves, while others join their relatives or other adults in a foreign country. The concept of the best interests of a child is widely applied in international, national legal documents and several guidelines and often pertains to unaccompanied minor migrants given that they are separated from parents, who are not able to exercise their basic parental responsibilities. This book takes an in-depth look at the issues surrounding the best interests of the child in relation to unaccompanied minor migrants drawing on social, legal and political sciences in order to understand children’s rights not only as a matter of positive law but mainly as a social practice depending on personal biographies, community histories and social relations of power. The book tackles the interpretation of the rights of the child and the best interests principle in the case of unaccompanied minor migrants in Europe at political, legal and practical levels. In its first part the book considers theoretical aspects of children’s rights and the best interests of the child in relation to unaccompanied minor migrants. Adopting a critical approach to the implementation of the Convention of Rights of a Child authors nevertheless confirm its relevance for protecting minor migrants’ rights in practice. Authors deconstruct power relations residing within the discourses of children’s rights and best interests, demonstrating that these rights are constructed and decided upon by those in power who make decisions on behalf of those who do not possess authority. Authors further on explore normative and methodological aspects of Article 3 of the Convention on the Rights of a Child and its relevance for asylum and migration legislation. The second part of the book goes on to examine the actual legal framework related to unaccompanied minor migrants and implementation of children’s’ rights and their best interests in the reception, protection, asylum and return procedures. The case studies are based on from the empirical research, on interviews with key experts and unaccompanied minor migrants in Austria, France, Slovenia and United Kingdom. Examining age assessment procedures, unaccompanied minors’ survivals strategies and their everyday life in reception centres the contributors point to the discrepancy between the states’ obligations to take the best interest of the child into account when dealing with unaccompanied minor migrants, and the lack of formal procedures of best interest determination in practice. The chapters expose weaknesses and failures of institutionalized systems in selected European countries in dealing with unaccompanied children and young people on the move.
