The Turkish Parliament's rejection of the proposal of a second Turkish front for American troops in Northern Iraq, as well as the July 4 incident in Sulaymaniyah in 2003, froze the dynamics of the relations Yet, when the history of the relations from the end of World War II until 2003 is examined carefully, it should be clear that every time there was a deterioration of the mutual relations, they were replaced a period of improvement, as the common interests of both countries outweigh the differences. This book aims to show that regardless of the level of deterioration, in terms of mutual relations, Turkish-American relations are inclined to improve. For this reason, it can be assumed that the deteriorated relations of the Second Iraq War will follow the trend toward improvement in the future.

During the Second World War, however, relations between Turkey and the Soviet Union plunged to several degrees below zero, as Ottoman-era Russophobia began to take hold in Turkish elite circles. For the Russians, hostility was based on long-term apathy stemming from the enormous German investment in the Ottoman Empire; for the Turks, on the fear of Russian territorial ambitions. This book offers a new interpretation of how Russian foreign policy drove Turkey into a peculiar neutrality in the Second World War, and eventually into NATO. Onur Isci argues that this was a great reversal of Ataturk-era policies, and that it was the burden of history, not realpolitik, that caused the move to the west during the Second World War.

Book excerpt: Over the past century, the United States has created a global network of military bases. While the force structure offers protection to US allies, it maintains the threat of violence toward others, both creating and undermining security. Amy Austin Holmes argues that the relationship between the US military presence and the non-US citizens under its security umbrella is inherently contradictory. She suggests that while the host population may be fully enfranchised citizens of their own government, they are at the same time disenfranchised vis-à-vis the US presence. This study introduces the concept of the 'protectariat' as they are defined not by their relationship to the means of production, but rather by their relationship to the means of violence. Focusing on Germany and Turkey, Holmes finds remarkable parallels in the types of social protest that occurred in both countries, particularly non-violent civil disobedience, labor strikes of base workers, violent attacks and kidnappings, and opposition parties in the parliaments.
