Among the earliest in the field of commercial and colonial expansion was the Dutch Republic. The settlements which they effected, both in the West Indies, as they were called, and in the East Indies were permanent in character. To be sure, the New Netherlands became later a British colony. The Dutch East Indies remained under the Republic and have been extremely successful in many ways. The Dutch policy, primarily commercial, has nevertheless been humane and far-reaching.
