Available in PDF, EPUB and Kindle. Book excerpt: Minor and major changes have occurred in campaign finance policy since 2002, when Congress substantially amended campaign finance law via the Bipartisan Campaign Reform Act (BCRA). The Supreme Court's 2010 ruling in Citizens United v. FEC and a related lower-court decision, SpeechNow.org v. FEC, arguably represent the most fundamental changes to campaign finance law in decades. Citizens United lifted a previous ban on corporate (and union) independent expenditures advocating election or defeat of candidates. SpeechNow permitted unlimited contributions to such expenditures and facilitated the advent of super PACs. Although campaign finance policy remains the subject of intense debate and public interest, there have been few legislative or regulatory changes to respond to the 2010 court rulings. This report considers these and other developments in campaign finance policy and comments on areas of potential conflict and consensus. In another recent major change, the Supreme Court invalidated aggregate contribution limits in April 2014 (McCutcheon v. FEC).

The authors conclude with a broad overview of alternative approaches to reform. The related website (www.brookings.edu/campaignfinance) features sidebars that correspond to the book's chapters as well as associated documents. This book was released on 2021-03-17 with total page 209 pages. Available in PDF, EPUB and Kindle. Book excerpt: In a time of increasing campaign costs and decreasing state political party activity, legislative party campaign committees have grown to play a major role in the politics of elections in a large number of American states. Anthony Gierzynski's book focuses on these committees. In this first multi-state analysis, Gierzynski explores the nature and practices of the committees through interviews with legislative leaders and staff and through statistical analyses of campaign finance data from ten representative states. In addition to direct cash contributions, legislative caucus campaign committees provide candidates with a multitude of support and services and usually target their resources on close races where they will have the greatest impact. Leadership PACs, the campaign committees of individual legislators, also allocate their resources strategically. The existence of such committees and the fact that the caucus campaign committees resemble political parties in both structure and behavior leads Gierzynski to pose interesting normative and practical questions. The answers to such questions have major implications for political parties and legislative politics.

Its ruling said that it is okay for corporations and labor unions to spend as much as they want in advertising and other methods to convince people to vote for or against a candidate. This book provides a wide range of opinions on the issue. Includes primary and secondary sources from a variety of perspectives; eyewitnesses, scientific journals, government officials, and many others.

Available in PDF, EPUB and Kindle. Book excerpt: The 2016 election of Donald J. Trump invoked a time for reflection about the state of American politics and its deep ideological, cultural, racial, regional, and economic divisions. But one aspect that the contemporary discussions often miss is that these fissures have been opening over several decades and are deeply rooted in the structure of American politics and society. In Polarization: What Everyone Needs to Know® Nolan McCarty takes readers through what scholars know and don't know about the origins, development, and implications of our rising political conflicts, delving into social, economic, and geographic determinants of polarization in the United States. While the current political climate seems to suggest that extreme views are becoming more popular, McCarty also argues that, contrary to popular belief, the 2016 election was a natural outgrowth of 40 years of polarized politics, rather than a significant break with the past. He evaluates arguments over which factors that have created this state of affairs, including gerrymandered legislative districts, partisan primary nomination systems, and our private campaign finance system. He also considers the potential of major reforms such as instating proportional representation or ranked choice voting to remedy extreme polarization. A concise overview of a complex and crucial topic in US politics, this book is for anyone wanting to understand how to repair the cracks in our system.

Book excerpt: This handbook provides a general description of the different models of political finance regulations and analyses the relationship between party funding and effective democracy. The most important part of the book is an extensive matrix on political finance laws and regulations for about 100 countries. Public funding regulations, ceilings on campaign expenditure, bans on foreign donations and enforcing an agency are some of the issues covered in the study. Includes regional studies and discusses how political funding can affect women and men differently, and the delicate issue of monitoring, control and enforcement of political finance laws.
