This book addresses the key issues of controlling transportation growth and identifying and implementing measures that would significantly reduce the emissions of greenhouse gases from transport while maintaining its vital role in generating prosperity and mobility for future generations. This book describes the challenge that transport constitutes today as well as its role in the future for climate policy. It will discuss and provide hands-on suggestions for transportation policy that will mitigate the greenhouse gas emissions from transport. The book is organized into five parts. Part One presents an overview of transport and climate policy in the context of the recent economic crisis. Part Two examines the problems and proposed solutions for curbing emissions from transport in industrialized countries while Parts Three and Four deal with the developing world, with a particular focus on India and China. Part Five discusses tested solutions and provides policy recommendations making this book of interest to a broad audience of both policy-makers and academics concerned with the role of transport in reducing global climate change.

In conducting this study, the committee found that even the most moderate current trends in climate, if continued, will present new national security challenges for the U.S. Navy, Marine Corps, and Coast Guard. While the timing, degree, and consequences of future climate change impacts remain uncertain, many changes are already underway in regions around the world, such as in the Arctic, and call for action by U.S. naval leadership in response. The terms of reference (TOR) directed that the study be based on Intergovernmental Panel on Climate Change (IPCC) scenarios and other peer-reviewed assessment. Therefore, the committee did not address the science of climate change or challenge the scenarios on which the committee's findings and recommendations are based. National Security Implications of Climate Change for U.S. Naval Forces addresses both the near- and long-term implications for U.S. naval forces in each of the four areas of the TOR, and provides corresponding findings and recommendations. This report and its conclusions are organized around six discussion areas-all presented within the context of a changing climate.

Book excerpt: Transformations in wireless connectivity and location-aware technologies hold the promise of bringing a sea-change in the way transportation information is generated and used in the future. Sensors in the transportation system, when integrated with those in other sectors (for example, energy, utility and health) have the potential to foster novel new ways of improving livability and sustainability. The end-result of these developments has been somewhat contradictory. Although automation in the transportation environment has become increasingly widespread, the level of involvement and active participation by people, in terms of co-creation and contribution of information, has also increased. As a result, the following two major trends have been observed: (1) increases in Machine-to- Machine (M2M) communications; and (2) increases in the variety and volume of User-Generated Content. In this transportation paradigm, the pervasive use of Information and Communication Technologies will serve as the foundation for mobility intelligence towards an “ubiquitous information-centered mobility environment”. However, many technical and operational questions, as well as social, management and legal challenges present themselves in the transformation to this vision. The book presents a non-technical review of research and initiatives and a discussion of such opportunities and challenges.
