Book excerpt: Western democratic welfare states often featured sectoral governance arrangements where governments negotiated policy with sectoral elites, based on shared ideas and exclusive institutional arrangements. Food and agriculture policy is widely considered an extreme case of compartmentalized and ‘exceptionalist’ policy-making, where sector-specific policy ideas and institutions provide privileged access for sectoral interest groups and generate policies that benefit their members. In the last two decades, policy exceptionalism has been under pressure from internationalization of policy-making, increasing interlinkage of policy areas and trends towards self-regulation, liberalization and performance-based policies. This book introduces the concept of ‘post-exceptionalism’ to characterize an incomplete transformation of exceptionalist policies and politics which preserves significant exceptionalist features. Post-exceptional constellations of ideas, institutions, interests and policies can be complementary and stable, or tense and unstable. Food and agriculture policy serves as an example to illustrate an incomplete transformation towards a more open, contested and networked politics. Chapters on agricultural policy-making in the European Union and the United States, the politics of food in Germany and the United Kingdom, transnational organic standard setting and global food security debates demonstrate how ‘postexceptionalism’ helps to understand the co-existence of transformation and path dependency in contemporary public policies. The chapters in this book were originally published as a special issue of the Journal of European Public Policy.

Book excerpt: Public support mechanisms for agriculture in many cases hinder the transformation towards healthier, more sustainable, equitable, and efficient food systems, thus actively steering us away from meeting the Sustainable Development Goals and targets of the Paris Agreement. This report sets out the compelling case for repurposing harmful agricultural producer support to reverse this situation, by optimizing the use of scarce public resources, strengthening economic recovery from the COVID-19 pandemic, and ultimately driving a food systems transformation that can support global sustainable development commitments. The report provides policymakers with an updated estimate of past and current agricultural producer support for 88 countries, projected up until 2030. The trends emerging from the analysis are a clear call for action at country, regional and global levels to phase out the most distortive, environmentally and socially harmful support, such as price incentives and coupled subsidies, and redirecting it towards investments in public goods and services for agriculture, such as research and development and infrastructure, as well as decoupled fiscal subsidies. Overall, the analysis highlights that, while removing and/or reducing harmful agricultural support is necessary, repurposing initiatives that include measures to minimize policy trade-offs will be needed to ensure a beneficial outcome overall. The report confirms that, while a few countries have started repurposing and reforming agricultural support, broader, deeper, and faster reforms are needed for food systems transformation. Thus, it provides guidance (in six steps) on how governments can repurpose agricultural producer support – and the reforms this will take.

The current structure of the global food system is increasingly recognized as unsustainable. In addition to the environmental impacts of agricultural production, unequal patterns of food access and availability are contributing to non-communicable diseases in middle- and high-income countries and inadequate caloric intake and dietary diversity among the world's poorest. To this end, there have been a growing number of academic and policy initiatives aimed at advancing food system transformation, including the 2021 UN Food Systems Summit, the Sustainable Development Goals (SDGs), and several UN Climate conferences. Yet, the policy pathways for achieving a transformed food system are highly contested, and the enabling conditions for implementation are frequently absent. Furthermore, a broad range of polarizing factors affect decisions over the food system at domestic and international levels - from debates over values and (mis)information, to concerns over food self-sufficiency, corporate influence, and human rights. Book excerpt: This book focuses on the contested nature and competing narratives of food system transformations, despite it being widely acknowledged that changes are essential for the safeguarding of human and planetary health and well-being. The book approaches food system transformation through narratives, or the stories we tell ourselves and others about how things work. Narratives are closely connected with theories of change, although food system actors frequently lack explicit theories of change. Using political economy and systems approaches to analyze food system transformation, the author focuses on how power in food systems manifests, and how this affects whom can obtain healthy and culturally appropriate food on a reliable basis. Among the narratives covered are agroecology, food sovereignty and technological innovation. The book draws on interviews and recorded speeches by a broad range of stakeholders, including international policymakers, philanthropists, academics and researchers, workers in the food and agricultural industries and activists working for NGOs and social movements. In doing so, it presents contrasting narratives and their implicit or explicit theories of change. This approach is vitally important as decisions made by policymakers over the next few years, based on competing narratives, will have a major influence on who will eat what, how food will be produced, and who will have a voice is shaping food systems. The overarching contribution of this book is to point toward the most promising pathways for achieving sustainable food systems and refute pathways that show little hope of achieving a more sustainable future.
