The premise of this book is that the actions of financial actors, and their financial logics, are transforming agri-food systems in profound ways. It is shown that although financialization is a powerful dynamic, some recent developments suggest that the rollout of financialization is contradictory and uneven in different spaces and markets. The book examines cases in which state regulation or re-regulation and social movement resistance are setting roadblocks or speed bumps in the path of financialization, resulting in a ‘cooling off’ of investment, as well as the other side of the argument where there is evidence of a ‘heating up’. Book excerpt: Agricultural support has changed substantially in both rich and poor countries in recent years. In rich countries, there has been a strong move to decoupled subsidies and a fall in average rates of protection. In developing countries, market price support remains the dominant form of protection and average rates of support have risen—breaking the traditional pattern of taxing agriculture. Emissions from agriculture and land use change have contributed up to a third of total greenhouse gas emissions, with beef, milk and rice production accounting for more than 80 percent of agricultural emissions. Agricultural support was biased against emission-intensive goods until recent years and is now only slightly biased towards them. Although emission intensities are relatively higher in the developing countries, they have fallen far more rapidly in developing countries than in the rich countries in the past quarter-century, as agricultural productivity has grown in developing countries. Policy reform will be challenging given the strong political-economy support for the current structure of protection. Increasing investments in research and development to raise productivity and lower the emissions intensity of agricultural output would help agriculture and the environment.

The change is driven by the ability to collect, use, and analyze massive amounts of machine-readable data about practically every aspect of the value chain, and by the emergence of digital platforms disrupting existing business models. All this allows for drastically reduced transaction costs and pervasive information asymmetries that plague the agrifood system. The success of the digital transformation, however, is not guaranteed as the risks it brings are numerous, including those related to data governance and inadequate competition within and between digital platforms. What’s Cooking: Digital Transformation of the Agrifood System investigates how digital technologies can accelerate the transformation of the agrifood system by increasing efficiency on the farm; improving farmers’ access to output, input, and financial markets; strengthening quality control and traceability; and improving the design and delivery of agriculture policies. To make the most of this promising wave of agricultural innovations, policy makers in the region will need to act to strengthen countries’ agricultural innovation systems. In Madison, Wisconsin, shoppers select their food from a bounty of choices at a vibrant farmers’ market. Together at the Table is about people throughout the United States who are building successful alternatives to the contemporary agrifood system and their prospects for the future. At the heart of these efforts are the movements for sustainable agriculture and community food security. Both movements seek to reconstruct the agrifood system—the food production chain, from the growing of crops to food production and distribution—to become more ecologically sound, economically viable, and socially just. Allen describes the ways in which people working in these movements view the world and how they see their place in challenging and reshaping the agrifood system. She also shows how ideas and practices of sustainable agriculture and community food security have already woven their way into the dominant agrifood institutions. Allen explores the possibilities this process may hold for improving social and environmental justice in the American agrifood system. Together at the Table is an important reminder that much work still remains to be done. Now that the ideas and priorities of alternative food movements have taken hold, it is time for the next—even more challenging—step. Policy dialogue includes managing trade-offs between different sector and stakeholder interests and exploring synergies rather than focusing on exclusivity and competition. This requires a new framework that goes beyond sector-specific policy development. Political economy issues compound the outcome of evidence-based policy dialogue results. For example, political motivation for exporting protein-rich foods may lead to negative impacts on local food sovereignty and food production for local markets. In this regard, the use of concrete policy dialogue tools (food-based dietary guidelines, land use planning and discussions on a protein production strategy) can facilitate a more interactive policy process. The document also stresses how specific rural transformation efforts (e.g., adopting territorial approaches for conceiving and implementing policies; targeting specific producer and consumer groups; strengthening resource ownership; and empowering women and young people) are an integral part of agrifood systems transformation.
