Book excerpt: Managing the ability of agriculture to meet rising global demand and to respond to the changes and opportunities will require good policy, sustained investments, and innovation - not business as usual. Investments in public Research and Development, extension, education, and their links with one another have elicited high returns and pro-poor growth, but these investments alone will not elicit innovation at the pace or on the scale required by the intensifying and proliferating challenges confronting agriculture. Experience indicates that aside from a strong capacity in Research and Development, the ability to innovate is often related to collective action, coordination, the exchange of knowledge among diverse actors, the incentives and resources available to form partnerships and develop businesses, and conditions that make it possible for farmers or entrepreneurs to use the innovations. While consensus is developing about what is meant by 'innovation' and 'innovation system', no detailed blueprint exists for making agricultural innovation happen at a given time, in a given place, for a given result. The AIS approach that looks at these multiple conditions and relationships that promote innovation in agriculture, has however moved from a concept to a sub-discipline with principles of analysis and action. AIS investments must be specific to the context, responding to the stage of development in a particular country and agricultural sector, especially the AIS. This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen AIS and to promote agricultural innovation and equitable growth. It emphasizes the lessons learned, benefits and impacts, implementation issues, and prospects for replicating or expanding successful practices. The information in this sourcebook derives from approaches that have been tested at different scales in different contexts. It reflects the experiences and evolving understanding of numerous individuals and organizations concerned with agricultural innovation, including the World Bank. This information is targeted to the key operational staff in international and regional development agencies and national governments who design and implement lending projects and to the practitioners who design thematic programs and technical assistance packages. This book shows that for upscaling novel practices and organizational models it is important to include meso-level regime aspects in analysis and practice. The argument presented is that our understanding of the human and social dimensions of transformation processes can be enriched by anchoring practice and policy in social theory. A focus on transitions offers a clear view on the direction and velocity of change. This publication aims to complement this by highlighting theoretical insights in the social or institutional mechanisms enabling or hindering change. Essays on a selection of theorists, varying from idealist or materialist accounts, to actor or system approaches, examine what the presented explanatory framework on social change offers in terms of guidance for intervention and action. The value of these theoretical insights is further explored in a selection of case studies in agriculture and food: rural reconstruction in horticulture and livestock, seed supply systems, and pest control. Each case study systematically applies six theoretical frameworks with the purpose of investigating what novel insights arise from looking at the change process from a particular perspective. Through this exercise the often implicit assumptions of hands-on change processes surface. This book is of interest to practitioners engaged in changing current practices in agriculture and food provision, policy makers interested in grasping why transitions are challenging, applied researchers who like to move beyond individual case studies and social and natural scientists involved in integrative studies of complex change processes.

Do we know how to make this happen? Researchers and practitioners still debate how best to do so. The prevailing methodology, which claims causality from measures of statistical significance, is inductive and yields contradictory results. In this book, instead of correlations, Isabelle Tsakok looks for patterns common to cases of successful agricultural transformation and then tests them against other cases. She proposes a hypothesis that five sets of conditions are necessary to achieve success. She concludes that government investment in and delivery of public goods and services sustained over decades is essential to maintaining these conditions and thus successfully transform poverty-ridden agricultures. No amount of foreign aid can substitute for such sustained government commitment. The single most important threat to such government commitment is subservience to the rich and powerful minority.

The agricultural productivity growth that fueled this change was generated primarily by agricultural R&D financed and conducted by a small group of rich countries-especially the United States, but also Japan, Germany, and France. In an increasingly interdependent world, both rich and poor countries have depended on agricultural research conducted in the private and public laboratories of these few countries, even if they have not contributed to financing the activity. But now the rich-country research agendas are shifting. In particular, they are no longer as interested in simple productivity enhancement. Dietary patterns and other priorities change as incomes increase. Food-security concerns are still pervasive among poor people, predominantly in poor countries. In rich countries we see a declining emphasis on enhancing the production of staple foods and an increasing emphasis on enhancing certain attributes of food (such as growing demand for processed and so-called functional foods) and on food production systems (such as organic farming, humane livestock production systems, localized food sources, and "fair trade" coffee). In addition to growing differences between rich and poor countries in consumer demand for innovation, research agendas may diverge because of differences in producer and processor demands. Farmers in rich countries are demanding high-technology inputs that often are not as relevant for subsistence agriculture (such as precision farming technology or other capital-intensive methods). As well as differences in value-adding processes to serve consumer demands, differences in farm production technologies are emerging to serve the evolving agribusiness demands for farm products with specific attributes for particular food, feed, energy, medical, or industrial applications.The purpose of this volume is to document the changing institutions and investments in agricultural R&D in less-developed countries, in part to form a companion volume to Paying for Agricultural Productivity by providing a more complete global picture of the issues."
