Book excerpt: Urban Transportation Congestion and Land Use Regulations: Theory and Policy Analysis explores why, when, where, and how land use regulations are used in cities to address road transportation congestion. Dense urban areas enhance and facilitate communication and innovation but they also increase traffic congestion. Land use regulations policies are used to manage spatial externalities in these urban environments, with local governments intervening through enforcement of building size, lot size, and zoning. Urban Transportation Congestion and Land Use Regulations shows how to design optimal density and zonal regulations for efficient traffic flow in cities. It examines land use regulations using optimal control theory, offering detailed insights into the mechanisms behind the optimal regulations and the techniques for exploring spatial optimal policies. The book shows the practical usefulness of land use regulations for maximizing urban social welfare. Uniquely explores land use regulations and traffic congestion together in one volume from both a theoretical and applied perspective Reviews and summarizes the most recent academic research in urban economics, land use management, and transportation congestion Demonstrates important but less commonly used regulations such as minimum floor area regulations Provides insights for constructing smarter cities using the latest research in land use regulations

Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press and Lincoln Institute of Land Policy publication Peak-hour traffic congestion has become a major problem in most U.S. cities. In fact, a majority of residents in metropolitan and suburban areas consider congestion their most serious local problem. As citizens have become increasingly frustrated by repeated traffic delays that cost them money and waste time, congestion has become an important factor affecting local government policies in many parts of the nation. In this new book, Anthony Downs looks at the causes of worsening traffic congestion, especially in suburban areas, and considers the possible remedies. He analyzes the specific advantages and disadvantages of every major strategy that has been proposed to reduce congestion. In nontechnical language, he focuses on two central issues: the relationships between land-use and traffic flow in rapidly growing areas, and whether local policies can effectively reduce congestion or if more regional approaches are necessary. In rapidly growing parts of the country, congestion is worse than it was five or ten years ago. But Downs notes that the problem has apparently not yet become bad enough to stimulate effective responses. Neither government officials nor citizens seem willing to consider changing the behavior and public policies that cause congestion. To alleviate the problem, both groups must be prepared to make these fundamental changes. Selected by Choice as an Outstanding Book of 1992

Available in PDF, EPUB and Kindle. Book excerpt: Extensively revised and updated, Planning in the USA, fifth edition, continues to provide a comprehensive introduction to the policies, theory, and practice of planning. Outlining land use, urban planning, and environmental protection policies, this fully illustrated book explains the nature of the planning process and the way in which policy issues are identified, defined, and approached. The new edition incorporates new planning legislation and regulations at the state and federal layers of government and examples of local ordinances in a variety of planning areas. New material includes discussions of • education and equity in planning; • the City Beautiful Movement; • Daniel Burnham’s plan for Chicago; • segregation; • Knick v. Township of Scott; • reforming single-family zoning and regulatory challenges in zoning and land use; • Daniel Parolek’s ‘Missing Middle Housing’; • climate change, mitigation, adaptation, and resiliency; • the drinking water crisis in Flint, Michigan; • sharing programs for cars, bicycles, and scooters; • hybrid electric and autonomous vehicles; • Vision Zero; • COVID-19 relief for housing; • Innovation Districts, Promise Zones, and Opportunity Zones; • the sharing, gig, and creative economies; • scenic views and vistas, monuments, statues, and remembering the past; and • healthy cities, Health Impact Assessment, and active living. This detailed account of urbanization in the United States reveals the problematic nature and limitations of the planning process, the fallibility of experts, and the difficulties facing policy-makers in their search for solutions. Planning in the USA, fifth edition, is an essential book for students of urban planning, urban politics, environmental geography, and environment politics. It will be a valuable resource for planners and all who are concerned with the nature of contemporary urban and environmental problems.

Book excerpt: Urban and suburban growth is a burning local issue for communities across the United States and many other parts of the world. Concerns include protecting habitats, high costs of infrastructure, social inequalities, traffic congestion, and more intangible worries about "quality of life." Citizens pressure public officials to intensify development regulations, flying in the face of local "growth machines." Builders and growth boosters oppose regulation as unfair and bad for local economies. Based on a systematic comparative study of urban areas in Southern California, this book provides a much-needed examination of the true impacts of local development controls, including the ways that they have and have not made a difference. The authors draw general implications for communities elsewhere and how to better understand theories of growth and urban governance.

Parking policy is an important component of a holistic approach to sustainable urban transport across the region. The report provides an international comparative perspective on parking policy in Asian cities, while highlighting the nature of the policy choices available. It is a step in building a knowledge base to address the knowledge gap on parking and the lack of adequate guidance for parking policy in Asia.

This book was released on 2014-01-15 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: Zoning is one of the most visible and important functions of local governments. Few issues will pack a hearing room more quickly than a controversial zoning case that may address questions such as: -Should multifamily or commercial development be allowed on this site? -Will this rezoning increase traffic congestion or lead to overcrowded schools? -Is there any way we can protect this historic neighborhood or these natural resources if this development is approved? -Will this zoning decision stifle economic development? -What will this do to my property values? Many critical zoning decisions such as these are made by citizens serving on government panels. These decisions can have a tremendous impact on landowners, their neighbors, and the future quality of an entire community. Introduction to Zoning and Development Regulation provides a clear, understandable explanation of zoning law for citizen board members and the public. It is an introduction for citizens new to these issues or a refresher for those who have been at the zoning business for some time. This is a useful overview of land use law that will be of interest to anyone interested in or affected by local zoning and development regulation. This revised version replaces Introduction to Zoning, Third Edition, 2007, and all previous editions.
