Book excerpt: Excerpt from Trade and Navigation Between Spain and the Indies: In the Time of the Hapsburgs It is an historical commonplace that with the discovery of the western hemisphere and of the Portuguese route to the East, European trade expanded from a continental and Mediterranean into a world commerce. The mapping of new sea routes revolutionized the conditions of mercantile traffic. Till then coasting and overland trade had predominated; about Europe galleys and clumsy sailing barges of a hundred tons or less were generally sufficient to meet the demands of the contemporary merchant. But from the end of the fifteenth century ocean trade assumed the first place, and galleons and carracks challenged the secrets of the outer seas. The shores of the Atlantic became the centre of international exchange, and the commercial hegemony of Europe passed from the cities of Renaissance Italy to the maritime states in the west. With the capture of Constantinople, moreover, and the destruction of the Mamelukes in Egypt, the Ottoman Turks were masters of all the routes to India. The explorations of the Portuguese freed Europe from this thralldom to the Infidel, and the discoveries of the Spaniards revealed a new world with riches undreamed of in the countinghouses of Venice. In Spain and Portugal suddenly flowered the age of their greatest material prosperity, and the powerful influence they exerted in the sixteenth century on the political fortunes of Europe was in no small measure made possible by their conquests in the eastern and the western Indies. In the two centuries before Columbus, the lack of precious metals to meet the requirements of an expanding mercantile activity came to be felt with increasing severity. The production of bullion in the few mines worked in Europe was small and uncertain. A variety of circumstances, such as trade with Asia, the transforming of gold and silver into plate and jewels, and the accumulation of ecclesiastical treasure, had so far offset the output of the mines as probably to deplete the stock of money in circulation. Book excerpt: Christopher Storrs presents a fresh new appraisal of the reasons for the survival of Spain and its European and overseas empire under the last Spanish Habsburg, Carlos II (1665-1700). Hitherto it has been largely assumed that in the 'Age of Louis XIV' Spain collapsed as a military, naval and imperial power, and only retained its empire because states which had hitherto opposed Spanish hegemony came to Carlos's aid. However, this view seriously underestimates the efforts of Carlos II and his ministers to raise men to fight in Spain's various armies - above all in Flanders, Lombardy, and Catalonia - and to ensure that Spain continued to have galleons in the Atlantic and galleys in the Mediterranean. These commitments were expensive, so that the fiscal pressures on Carlos' subjects to fund the empire continued to be considerable. Not surprisingly, these demands added to the political tensions in a reign in which the succession problem already generated difficulties. They also put pressure on an administrative structure which revealed some weaknesses but which also proved its worth in time of need. The burden of empire was still largely carried in Spain by Castile (assisted by the silver of the Indies), but Spain's ability to hang onto empire was also helped by a greater integration of centre and periphery, and by the contribution of the non-Castilian territories, notably Aragon in Spain and Naples in Spanish Italy. This book radically revises our understanding of the last decades of Habsburg Spain. As Storrs demonstrates, it was a state and society more clearly committed to the retention of empire - and more successful in achieving this - than historians have hitherto acknowledged.

Dr Fisher’s examination of Anglo-Portuguese trade between 1700 and 1770, and of the commercial links between the English North American colonies and Portugal, thus gives a wider perspective to our knowledge of the English ‘Commercial Revolution’. This study, based on a wide range of primary sources in England and Portugal, analyses the impressive growth of English trade with Portugal to 1760 and its subsequent decline in the 1760s, particular attention being given to the role of the Brazilian market and Brazilian gold-mining in these movements. The business practice of the merchants engaged in the principal constituent branches of the trade—textiles, foodstuffs, wines, and gold—is made clear and compared, while the characteristic instability of international commerce is borne out in the examination of the seasonal and yearly fluctuations which took place. On a more general level, the concluding chapter explores the relationship between the Portugal trade and the development of the English economy during this period.
