During the past decade China and Russia have made efforts to strengthen bilateral ties and improve cooperation on a number of diplomatic fronts. The People's Republic of China and the Russian Federation maintain exceptionally close and friendly relations, strong geopolitical and regional cooperation, and significant levels of trade. In The Future of China-Russia Relations, scholars from around the world explore the current state of the relationship between the two powers and assess the prospects for future cooperation and possible tensions in the new century. The contributors examine Russian and Chinese perspectives on a wide range of issues, including security, political relationships, economic interactions, and defense ties. This collection explores the energy courtship between the two nations and analyzes their interests and policies regarding Central Asia, the Korean Peninsula, and Taiwan.

Available in PDF, EPUB and Kindle. Book excerpt: This is the first definitive biography of arguably India’s most influential and powerful civil servant: P.N. Haksar, Indira Gandhi’s alter ego during her period of glory. Educated in the sciences and trained in law, Haksar was a diplomat by profession and a communist-turned-democratic socialist by conviction. He had known Indira Gandhi from their student days in London in the late-1930s, even though family links predated this friendship. They kept in touch, and in May 1967, she plucked him out of his diplomatic career and appointed him secretary in the prime minister’s Secretariat. This is when he emerged as her ideological beacon and moral compass, playing a pivotal role in her much-heralded achievements including the nationalization of banks, abolition of privy purses and princely privileges, the Indo-Soviet Treaty, the creation of Bangladesh, rapprochement with Sheikh Abdullah, the Simla and New Delhi Agreements with Pakistan, the emergence of the country as an agricultural, space and nuclear power and, later, the integration of Sikkim with India. This power and influence notwithstanding, Haksar chose to walk away from Indira Gandhi in January 1973. She, however, persuaded him to soon return, first as her special envoy and later as deputy chairman of the Planning Commission where he left his distinctive imprint. Exiting government once and for all in May 1977, he then continued to be associated with a number of academic institutions and became the patron for various national causes like protecting India’s secular traditions, propagating of a scientific temper, strengthening the public sector and deepening technological self-reliance. Successive prime ministers sought his counsel and in May 1987, he initiated the reconstruction of India’s relations with China. He remained an unrepentant Marxist and one of India’s most respected elder statesman and leading public figures till his death in November 1998. Drawing on Haksar’s extensive archives of official papers, memos, notes and letters, Jairam Ramesh presents a compelling chronicle of the life and times of a truly remarkable personality who decisively shaped the nation’s political and economic history in the 1960s and 1970s that continues to have relevance for today’s India as well. Written in Ramesh’s inimitable style, this work of formidable scholarship brings to life a man who is fast becoming a victim of collective amnesia.

Available in PDF, EPUB and Kindle. Book excerpt: With the rise of India and China, the rest of Asia is feeling the great impact of socio-economic changes and challenges created by these twin engines of progress and cooperation. The question on the minds of regional analysts is: Where is Russia in the midst of these vast changes? What is its role? How and why is a great power like Russia adopting such a low profile in the region? In what ways can ASEAN engage Russia?Currently, Russia's interaction with ASEAN is limited to dialogue between both parties; trade between both sides is categorized by Russian arms sales and ASEAN raw materials. This book sets out to help explain these anomalies and puzzles, by examining the state of relations between Russia and selected individual ASEAN countries. Several interesting ideas are offered, such as a proposal for a Russia-ASEAN FTA; building tourism/business bridges through budget airlines; and proposals to strengthen and energize the ASEAN-Russia dialogue.

Book excerpt: The war of 1971 that created Bangladesh was the most significant geopolitical event in the Indian subcontinent since partition in 1947. It tilted the balance of power between India and Pakistan steeply in favor of India. Srinath Raghavan contends that the crisis and its cast of characters can be understood only in a wider international context.

This book was released on 2019-06-02 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: This important report was issued by the Department of Defense in June 2019. The Indo-Pacific is the Department of Defense's priority theater. The United States is a Pacific nation; we are linked to our Indo-Pacific neighbors through unbreakable bonds of shared history, culture, commerce, and values. We have an enduring commitment to uphold a free and open Indo-Pacific in which all nations, large and small, are secure in their sovereignty and able to pursue economic growth consistent with accepted international rules, norms, and principles of fair competition. The continuity of our shared strategic vision is uninterrupted despite an increasingly complex security environment. Inter-state strategic competition, defined by geopolitical rivalry between free and repressive world order visions, is the primary concern for U.S. national security. In particular, the People's Republic of China, under the leadership of the Chinese Communist Party, seeks to reorder the region to its advantage by leveraging military modernization, influence operations, and predatory economics to coerce other nations. In contrast, the Department of Defense supports choices that promote long-term peace and prosperity for all in the Indo-Pacific. We will not accept policies or actions that threaten or undermine the rules-based international order - an order that benefits all nations. We are committed to defending and enhancing these shared values.China's economic, political, and military rise is one of the defining elements of the 21st century. Today, the Indo-Pacific increasingly is confronted with a more confident and assertive China that is willing to accept friction in the pursuit of a more expansive set of political, economic, and security interests. Perhaps no country has benefited more from the free and open regional and international system than China, which has witnessed the rise of hundreds of millions from poverty to growing prosperity and security. Yet while the Chinese people aspire to free markets, justice, and the rule of law, the People's Republic of China (PRC), under the leadership of the Chinese Communist Party (CCP), undermines the international system from within by exploiting its benefits while simultaneously eroding the values and principles of the rules-based order. This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community. 1. Book excerpt: Since Russia has re-emerged as a global power, its foreign policies have come under close scrutiny. In Russia and the West from Alexander to Putin, Andrei P. Tsygankov identifies honor as the key concept by which Russia's international relations are determined. He argues that Russia's interests in acquiring power, security and welfare are filtered through this cultural belief and that different conceptions of honor provide an organizing framework that produces policies of cooperation, defensiveness and assertiveness in relation to the West. Using ten case studies spanning a period from the early nineteenth century to the present day - including the Holy Alliance, the Triple Entente and the Russia-Georgia war - Tsygankov's theory suggests that when it perceives its sense of honor to be recognized, Russia cooperates with the Western nations; without such a recognition it pursues independent policies either defensively or assertively.

Available in PDF, EPUB and Kindle. Book excerpt: This volume consists of research that the Nonproliferation Policy Education Center (NPEC) commissioned and vetted throughout 2006. For at least half of the chapters, authors presented versions of their work as testimony before Congressional oversight committees. No matter what one's point of view, these chapters deserve close attention since all are focused on what is needed to assure U.S.-Indian strategic cooperation succeeds. The volume offers U.S. and Indian policy and law makers a detailed checklist of things to watch, avoid, and try to achieve.
