Book excerpt: "As we celebrate the 40th Anniversary of the ASEAN-Japan Dialogue Partnership, the essays in this book remind us, and amplify the ASEAN-Japan relations. The complexities of this relationship, including the external influences which have impinged on its development over the years, are cogently discussed and recorded for the younger generation and students of ASEAN-Japan ties. The intricacy and spread of ASEAN-Japan cooperation mechanisms are also well highlighted in this book, while several thought-provoking commentaries on the future of this four-decade old partnership give pause to the readers. Many of the challenges that exist in this relationship originated from domestic political dynamics in the ASEAN countries and Japan, as well as from the neighbouring states and key trading partners." - Ambassador Ong Keng Yong, Former ASEAN Secretary General "The monograph on ASEAN-Japan relations is the intellectual highlight of the 40 years anniversary of ASEAN-Japan cooperation. ASEAN has become an indispensable partner and friend of Japan and its role as the hub of cooperation, development and stability in the region will without doubt become even more important after the establishment of the ASEAN Communities in 2015. The monograph containing contributions of the most renowned and respected experts on ASEAN provides us with enlightening overview, inspiration as well as guidance for our future common path. I would like to recommend this monograph to everybody interested in the further deepening of the ASEAN-Japan relations." -Ambassador Yoshinori Katori, Ambassador of Japan to Indonesia, Former Ambassador in charge of ASEAN

Book excerpt: As ASEAN Vision 2020 proclaims, the members of ASEAN have achieved remarkable success in economic growth, stability and poverty reduction, over the past decades. There are, however, still diverse debates as to the factors which contributed to the success, with no conclusive assessment. This volume reviews the domestic reforms effectively introduced by ASEAN members after the 1997 financial crisis and what could be done to accelerate such reforms. With the entry of the 4 new members into AS...

Book excerpt: The central puzzle in the study of Japanese foreign policy has been why Japan has continued to play a passive role in international affairs, despite its impressive economic and political power. Challenging this central puzzle, the core argument of this study is to present an alternative path for the study of Japanese foreign policy. In fact, in recent years Japanese foreign policy has become less dependent on the United States, more strategic towards Asia, and more energetic towards international and regional institutions. One of the main features is multilateralism in Japanese foreign policy, as shown by Japan's active participation in the regional institutions. In pursuing multilateralism, Japan cooperated closely with the only durable regional body in Southeast Asia, to wit, the Association of Southeast Asian Nations (ASEAN). Given the fact that East Asian regionalism has been driven by ASEAN, it is of utmost urgency to investigate the emerging partnership between Japan and ASEAN. The central thesis of this study is thus to put Japan's ASEAN policy into a proper perspective by asserting that Japan's new policy initiatives towards ASEAN are not reactive, nor are they exceptions in a broader framework of merely reactive foreign policy.

India’s engagements with Southeast and East Asia have received new momentum under the Act East Policy (AEP). In 2017, ASEAN and India will be celebrating 25 years of their dialogue relations. The relationship is set to deepen in coming days as ASEAN and India step up their collaboration across a range of economic and strategic issues, including trade and connectivity, culture, people-to-people links, trans-national terrorism, and maritime security. However, both of them have been facing several challenges which call for concerted efforts by ASEAN and India. With ASEAN and India working towards establishing a Comprehensive Free Trade Area through Regional Comprehensive Economic Partnership (RCEP) agreement, their cooperation will be key in promoting economic stability, competitiveness, growth and integration in the region. This book is a timely initiative to review the past and suggest the ways to further strengthen the economic partnership. It primarily deals with the economic integration issues between ASEAN and India, and assesses policy priorities, effectiveness, implementation imperatives and challenges. Each chapter in this book tries to capture essential features of the crosscutting issues and attempts to draw some policy implications. It will be a valuable reference for policymakers, academics and practitioners. Book excerpt: China's strategy towards East Asian regional cooperation since the Asian Financial Crisis of 1997-98Since the Asian Financial Crisis of '97-98 China has taken a leading role in East Asian economic cooperation initiatives, centred around the powerful ASEAN Plus Three mechanism (The Association of Southeast Asian Nations, plus South Korea, Japan and China). This brand new book from the International Poverty Reduction Centre of China's Qianqian Liu outlines exactly how and why China has pursued economic and diplomatic cooperation throughout the post-crisis years. Methodical and richly detailed, it offers a unique empirical analysis of China's actions and involvements with ASEAN Plus Three and the East Asian Summit.Author Qianqian Liu's integrated theoretical approach captures and pieces together the intricacies of Chinese interactions with its East Asian partners - enabling the reader to better understand the dynamics of China's regional behaviour and foreign policy. Together with research-based insight and data covering all aspects of this critical subject, the author proposes two key assertions. Firstly that China-US relations have played a significant part in China's increasingly cooperative approach to China-East Asia relations. And secondly, that China has maximised mechanisms of regional economic cooperation as a means of enhancing its influence in East Asia.Key features and benefits:- Unveils China's perspectives on regional cooperation by extensively exploring Chinese source material and materials - information only now available thanks to increased openness and liberalisation- Offers a key contribution to wider theoretical debates on China's rise and regional intensions- Examines the vital interconnections between the key contemporary International Relations theories - realism, liberalism and constructivism - rather than examining them as separate elements to help fully explain China's strategies and goals- Analytical coverage of China's involvement with both ASEAN Plus Three and the East Asia Summit- Offers comparisons between European regionalism and East Asian regionalism- Reveals Chinese perspectives on how China-US relations have helped shape China's approach to East Asia economic cooperationRegional Cooperation and China's Strategy Towards East Asia is published as part of a brand new series from Paths International, China and International Organisations Series. Book excerpt: A burgeoning Japanese role in the Asia-Pacific region has been one of the most contentious issues to the Southeast Asian countries in recent years with its positive and negative implications. It is thus timely and significant to come to terms with Japan's "design" in the region from a historical perspective. Attributing Japan's active involvement in Southeast Asian affairs to the proclamation of the so-called Fukuda Doctrine of August 1977, this study traces the origins of Japan's political role in the region and analyses the development and effects of the very first Japanese foreign policy doctrine. As perhaps the most exclusive scrutiny on the Fukuda Doctrine as well as on Japan-ASEAN relations, this study renders a comprehensive history of Japan-Southeast Asia relations in the post-war period.

Book excerpt: This book investigates long-term development issues for members of the Association of Southeast Asian Nations (ASEAN). It finds that with the proper policy mix—including domestic structural reforms and bold initiatives for regional integration—ASEAN has the potential to reach by 2030 the average quality of life enjoyed today in advanced economies and to fulfill its aspirations to become a resilient, inclusive, competitive, and harmonious (RICH) region. Key challenges moving forward are to enhance macroeconomic and financial stability, support equitable growth, promote competitiveness and innovation, and protect the environment. Overcoming these challenges to build a truly borderless economic region implies eliminating remaining barriers to the flow of goods, services, and production factors; strengthening competitiveness and the institutional framework; and updating some governing principles. But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. The study’s main message is that through closer integration, ASEAN can form a partnership for achieving shared prosperity in the region and around the globe.

It provides insight into how China and Japan can redesign the process of economic integration and security architecture to ensure peace and prosperity in Asia, and how China and Japan can cooperate to correct the capital misallocation and channel savings more effectively to investments in Asia. It also suggests how China and Japan can promote free trade to help Asian economies upgrade their industries in the global supply chain. The book is an invaluable contribution to the existing discussion on China–Japan relations and how their cooperation is beneficial not only for them but also for Asia, and even the world.

Book excerpt: In 2007, ASEAN adopted the ASEAN Charter, which stated its ambition to become a 'rules-based' community respecting the rule of law. In order to fulfil this objective, it is vital that the necessary legal infrastructure has effective legal support. This book helps readers to understand the need for and role of such a legal service. To begin with, it explores the way ASEAN and its various institutions have evolved. The current situation with respect to the making of rules and settlement of disputes is then analysed, drawing not only on published primary and secondary materials, but also on the experience of diplomats, officials and legal officers. Finally, the authors draw on their practical experiences, as former attorney-general of an ASEAN member state and former head of the European Council legal service, to make recommendations on how an ASEAN Legal Service might be organised.

Book excerpt: For almost fifty years Japan pursued a single-track approach focusing trade negotiation efforts exclusively on the global multilateral forum while shunning regionalism as harmful to the General Agreement on Trade and Tariffs/ World Trade Organisation system. However, following the tsunami disaster of March 2011 and widespread economic downturn Tokyo has engaged much more actively in pursuing bilateral Free-Trade Agreements (FTAs). This book explores the turnaround in Japanese strategy and trade policy. Drawing on case studies and including interviews with FTA policymakers within the government and key interest groups it focusses on the domestic political process of FTA and Trans-Pacific Partnership (TPP) negotiations to investigate the cause of the policy shift. This work will prove useful to students, scholars and policymakers interested in international political economy, Japanese trade policy, East Asian regionalism and the Trans-Pacific Partnership (TPP).

Available in PDF, EPUB and Kindle. Book excerpt: China’s emergence as a great power is a global concern that can potentially alter the structure of world politics. Its rise is multidimensional, affecting the political, security, and economic affairs of all states that comprise the world’s fastest developing region of the Asia-Pacific. Most of the recently published studies on China’s rise have focused on its relations with its immediate neighbours in Northeast Asia: Japan, the Koreas, Taiwan, and Russia. Less attention has been given to Southeast Asia’s relations with China. To address these issues, this volume, with its wide range of perspectives, will make a valuable contribution to the ongoing policy and academic dialogue on a rising China. It examines a range of perspectives on the nature of China’s rise and its implications for Southeast Asian states as well as US interests in the region. China, the United States and South-East Asia will be of great interest to students of Chinese politics, South-East Asian politics, regional security and international relations in general.

Available in PDF, EPUB and Kindle. Book excerpt: The Association of Southeast Asian Nations (ASEAN) is strategically significant because of its size, dynamism, and role in the Asian economic and security architectures. This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.
