Book excerpt: In November 2012, the Council of Australian Governments (COAG) Standing Council on Tertiary Education, Skills and Employment (SCOTESE) agreed to the introduction of mandatory reporting of nationally recognised training activity from 2014 onward. Under the mandatory reporting requirements, all Australian providers (excluding those exempted by regulators) delivering nationally recognised training to students, either in domestic or in overseas locations, must report information about these students and their training. This publication provides, for the first time, an estimate of the extent and nature of all accredited vocational education and training (VET) delivered in 2014 by Australian training providers. This picture of training activity reflects the information collected from all types of providers (including those not in receipt of Commonwealth or state funding). Information is provided on the number of training providers, students, enrolments in programs, enrolments in subjects, hours of delivery, and program completions. The data was gathered from 4,601 Australian providers. COAG SCOTESE expects coverage and completeness of the data to improve over time once reporting exemptions are removed and training providers adapt to the mandatory reporting requirements.

Book excerpt: This publication provides summary information on equity groups in vocational education and training (VET) delivered by 4601 Australian providers in 2014, under the first collection of "total VET activity" data. In 2014, there were: (1) 146,500 Indigenous students (3.7% of all students); (2) 201,000 students with a disability (5.1% of all students); (3) 527,100 students from a non-English speaking background (13.5% of all students); (4) 558,100 students from rural/remote localities (14.3% of all students); The subject load pass rate for all students was 83.4% in 2014, compared with: (5) 74.4% for Indigenous students; (6) 74.6% for students with a disability; (7) 80.7% for students from a non-English speaking background; and(8) 85.6% for students from rural/remote localities. It is important to note that 2014 is a transition year in which a number of training providers were granted exemption from reporting and others did not report their training activity. The coverage and completeness of the data should improve over time once reporting exemptions are removed and training providers adapt to mandatory reporting requirements.

This paper explains the rationale for establishing a more comprehensive picture of Australia's VET system; it examines the outcomes of the first collection of total VET activity, analysing the completeness of 2014 training activity and highlighting the new information this broader collection brings. The paper goes on to explore whether there are any significant differences between the reported training activity of private and government-funded training providers. It looks at whether government-funded providers (TAFEs) are delivering a different mix of courses compared with private providers, student enrolments, and how completions compare. It concludes with some future directions for an improved evidence base for VET policy.

By focusing on the systems and countries that have already achieved near universal participation, High Participation Systems of Higher Education explores this remarkable transformation. The world enrolment ratio, now rising by 10 per cent every decade, is approaching 40 per cent, mostly in degree-granting institutions, including three quarters of young people in North America and Europe. Higher Education systems in the one in three countries that enrol more than 50 per cent are here classified as 'high participation systems'. Part I of the book measures, maps, and explains the growth of participation, and the implications for society and Higher Education itself. Drawing on a wide range of literature and data, the chapters theorize the changes in governance, institutional diversity, and stratification in Higher Education systems, and the subsequent effects in educational and social equity. The theoretical propositions regarding high-participation Higher Education developed in these chapters are then tested in the country case studies in Part II, presenting a comprehensive enquiry into the nature of the emerging 'high participation society'.

However, since the VET sector is underpinned by a competency-based training system, it may experience unique challenges in the use of online learning as a delivery mode. The integrity and ultimate success of the sector is based on students demonstrating they are competent in skills that can be transferred directly to the workplace, raising questions about how suitable online learning might before VET, especially for those courses focused on practical or physical activities. While the use of online learning has increased in all education sectors internationally and in Australia, there is a lack of evidence for how much is currently delivered online in Australian VET which this report seeks to fill. A particular focus are fully online courses where an entire qualification is completed online. In addition to the extent of full online qualification delivery, this report gives a better understanding of whether online qualifications provide students with the same experience and outcomes as do face-to-face courses. This study also identifies the elements that constitute good online delivery. To get a picture of the levels of VET delivered online (defined as predominantly electronic-based in the National VET Provider Collection) over time, it is necessary to look at government-funded training since total VET activity has only been collected since 2014. It challenges the undertheorised and generic use of the concept in contemporary work-learning research where the concept of negotiation is most often deployed as a taken for granted synonym for interaction, co-participation and collaboration and, hence, used to unproblematically account for workers’ learning as engagement in social activity. Through a focus on workers’ personal practice and based on extensive longitudinal empirical research, the book advances a conceptual framework, The Three Dimensions of Negotiation, to propose a more rigorous and work-learning specific understanding of the concept of negotiation. This framework enables workers’ personal work practices and their contributions to the personal, organisational and occupational changes that evidence learning to be viewed as negotiations enacted and managed, within contexts that are in turn sets of premediate and concurrent negotiations that frame the transformations on and from which on-going negotiations of learning and practice ensue. The book does not seek to supplant understandings of the rich and valuable concept of negotiation. Rather, it seeks to develop and promote a more explicit use of the concept as a socio-personal learning concept at the same time as it opens alternative perspectives on its deployment as a metaphor for individual’s learning in work.
