The world enrolment ratio, now rising by 10 per cent every decade, is approaching 40 per cent, mostly in degree-granting institutions, including three quarters of young people in North America and Europe. Higher Education systems in the one in three countries that enrol more than 50 per cent are here classified as 'high participation systems'. Part I of the book measures, maps, and explains the growth of participation, and the implications for society and Higher Education itself. Drawing on a wide range of literature and data, the chapters theorize the changes in governance, institutional diversity, and stratification in Higher Education systems, and the subsequent effects in educational and social equity. In the English-speaking world, Europe and much of East Asia more than two thirds of all school students enter tertiary education. Bulging at the seams, universities are fountains of new knowledge, engines of prosperity and innovation, drivers of regional growth, skilled migration and global competitiveness, and makers of equality of opportunity. Yet they can do little to stop growing income inequality, and in the English-speaking countries, government rhetoric and policy economics have narrowed their purpose to that of sorting careers for the middle class, partly to justify the rise in tuition fees. Higher education systems have become more competitive and stratified, with value more concentrated at the top, and the collective public benefits of universities are underplayed and underfunded. In short, governments expect both too much and too little of higher education, and its contribution to the common good is being eroded. Yet universities are much much more than factories for graduate earnings. But over time, in-depth study in a major discipline has come to dominate the curricula at many institutions. This evolution of the curriculum has been driven, in part, by increasing specialization in the academic disciplines. There is little doubt that disciplinary specialization has helped produce many of the achievement of the past century. Researchers in all academic disciplines have been able to delve more deeply into their areas of expertise, grappling with ever more specialized and fundamental problems. Yet today, many leaders, scholars, parents, and students are asking whether higher education has moved too far from its integrative tradition towards an approach heavily rooted in disciplinary "silos". These "silos" represent what many see as an artificial separation of academic disciplines. This study reflects a growing concern that the approach to higher education that favors disciplinary specialization is poorly calibrated to the challenges and opportunities of our time. The reforms seek to tackle three challenges (i) Putting higher education on a sustainable footing; (ii) Seeking to deliver a better student experience - that is, improvements in teaching, assessment, feedback and preparing the student for the world of work; (iii) Pushing for higher education institutions to take more responsibility for increasing social mobility. The Paper is divided into six chapters, with an annex. Chapter 1: Sustainable and fair funding; Chapter 2: Well-informed students driving teaching excellence; Chapter 3: A better student experience and better-qualified graduates; Chapter 4: A diverse and responsive sector; Chapter 5: Improved social mobility through fairer access; Chapter 6: A new, fit-for-purpose regulatory framework. By shifting public spending away from teaching grants and towards repayable tuition loans, the government believes higher education will receive the funding it needs whilst making savings on public expenditure. The reforms aim to deliver a more responsive higher education sector in which funding follows the decisions of learners and successful institutions are freed to thrive. Also, creating an environment in which there is a new focus on the student experience and the quality of teaching and in which further education colleges and other alternative providers are encouraged to offer a diverse range of higher education provision. The Government, through the Office for Fair Access (OFFA), will be introducing a National Scholarship Programme and will also increase maintenance grants and loans for nearly all students. New Technology Innovation Centres will also be rolled out followed by publication of an innovation and research strategy, exploring the roles of knowledge creation, business investment, skills and training.
