Book excerpt: It is estimated that offshore wind farms have the potential to contribute 8-15% of electricity by 2020. This will require a large investment in offshore infrastructure, including around £8 billion of investment in transmission assets (offshore platforms, cables and onshore substations). An elaborate regime that licences operators of offshore electricity transmission assets following competitions has been introduced. The aim was to develop a competitive market for offshore electricity transmission but the reality is that the first six licences were won by just two companies. Furthermore, the terms of the transmission licences awarded so far appear heavily skewed towards attracting investors rather than securing a good deal for consumers. The transmission operators receive their income from the National Grid which recovers its costs from electricity suppliers and generators. Future payments to licensees are estimated at around £17 billion, and this will ultimately be funded by customers who could well end up paying higher electricity prices. The investors' estimated returns of 10-11% on the initial licences look extremely generous given the limited risks the investors bear. Licensees are guaranteed a fully retail price index-linked income for 20 years regardless of the extent to which assets are used. Yet penalties are limited to 10% of expected income in any one year if the operators fail to provide the transmission facilities when required. Despite the lessons from the PFI market the Government has failed to ensure that gains secured, for example, from debt refinancing are shared

The changes are likely to reduce costs to taxpayers of the pension schemes by £67 billion over 50 years, with costs stabilising at around 1% of Gross Domestic Product (GDP) or 2% of public expenditure. The Committee is concerned that the Treasury did not test the potential impact of changes in some of the key assumptions underpinning the long-term cost projections. In addition, the Treasury has not tested whether reducing the value of pensions would affect the public sector's ability to recruit and retain high quality staff. Three-fifths of the savings to the taxpayer were expected to come from the cost sharing and capping mechanism - a transfer, from employers to employees, of extra costs that arise if pensioners live longer than previously expected. Employees would potentially pay 70% more for their pensions over the next 50 years if life expectancy continues to increase more than expected. Implementation remains on hold while the Government decides how to respond to the Independent Public Service Pensions Commission (the Hutton Commission). Public service employees do not have a clear understanding of the value of their pensions because they are not provided with clear and intelligible information to enable them to make rational decisions. Further changes to public service pensions are expected as Hutton's recommendations are implemented, but this should bring a period of stability and certainty for long-term public service pensions policy.

Yet adaptation to climate change has been given only a fraction of the attention that has gone into reducing greenhouse gases. The Government must build awareness and support for the wide-ranging and urgent programme of action that is needed to protect people, property and prosperity and safeguard the natural environment. Adapting infrastructure and homes will be expensive. To maintain current levels of flood protection for homes, real terms spending on flood defences will need to increase from its current level of around £600 million per annum to around £1 billion in 2035. Estimates in 2009 suggest that by the end of the century around £7 billion may be needed to improve the Thames flood barrier and tidal defences. New homes being built now must be designed to cope with the inevitable changes in climate over the next 50 - 80 years. The Government must make adaptation and mitigation more central to the planning system. New developments should only be permitted if they are suited to future climates. Existing homes will also need to be adapted so that they are comfortable during hotter summers and better protected against the risk of flooding. The Government must help to kick start an integrated retro-fitting programme that covers adaptation, water efficiency and energy efficiency. Green infrastructure - such as water storage, greater tree cover and more open green spaces - must also be promoted.
